The EU understands that not all states are ready to join the anti-Russian sanctions, Austrian Foreign Minister Alexander Schallenberg said during the informal meeting of EU foreign ministers Friday.

"We should not divide the world in to black and white and say that everyone should join the sanctions. We know that it is unrealistic. But there is a difference between those who do not join the sanctions and those who deliberately circumvents them," he said.

He noted that the EU is close to negotiating another package of restrictions. In his opinion, the EU must have an option to apply trade restrictions against third countries involved in circumvention of sanctions and help shipping sanctioned goods from Europe to Russia.

"Undoubtedly, we have difficult discussions about some third countries ahead of us," the diplomat said.

At the end of World War II, Austria was occupied by the four Allies. The occupation ended in 1955 on the condition that Austria would declare permanent neutrality, which the Soviet Union had required.

In the first half of the 1950s, relations with the newly founded European Coal and Steel Community were being discussed in Austria because the organization encompassed Austria’s two most important trading partners at that time, West Germany and Italy.

But after the uprising in October–November 1956 in neighboring Hungary, Austria started to stress its neutrality and declined European Economic Community (EEC) membership. Instead, in 1960 Austria joined other European countries to create a less-integrated economic entity, the European Free Trade Association (EFTA).

In the mid-1980s, the debate about membership in the now European Community (EC) started again. Economic problems and a narrower interpretation of neutrality led to Austria’s application for EC (later European Union) membership in July 1989. After the fall of the Berlin Wall in November 1989 and the applications of other EFTA countries, Austria finally acceded to the EU on January 1, 1995 (along with Finland and Sweden).

The political system and its economy adjusted relatively smoothly to the challenges of EU membership; “social partnership,” the close cooperation of trade unions and business groups, while losing some of its power, could maintain its influence on Austrian politics, and Eastern enlargement of the EU brought further economic advantages for Austria.

As one of the smaller EU countries and a non-NATO member, Austria has a somewhat unique position in the EU. Environmental policy and supporting EU membership of the Balkan countries are among Austria’s important activities. But the country has no close partners in the EU because it does not participate in the “Visegrad” group with the other Central European members. This difficulty was evident during the period of sanctions against the new Austrian government in 2000.

U.S., German ministers discuss efforts to counter Russian sanctions evasion

U.S. Treasury Secretary Janet Yellen met German Finance Minister Christian Lindner on Friday, underscoring the importance of working together to counter evasion of Western sanctions imposed on Russia over its war in Ukraine, Treasury said.

Yellen and Lindner met on the sidelines of a Group of Seven finance officials meeting in Niigata, Japan, where U.S. officials have called for redoubled support of Ukraine.

"Secretary Yellen expressed appreciation for Germany’s close coordination on the implementation of Russia sanctions and discussed the importance of aligning efforts to counter sanctions evasion," Treasury said in a statement.

Yellen told reporters on Thursday that the campaign had "systematically degraded Russia's military-industrial complex and helped reduce the revenues that Russia can use to fund its war," and Washington and the coalition were focused this year on countering Russia's efforts to evade those sanctions.

In her meeting with Lindner, Yellen also emphasized the importance of building a clean, secure, and resilient global energy supply chain and affirmed the shared commitment to a strong partnership on global tax cooperation, Treasury said.

Germany and the European Union have objected strenuously to last year's clean energy-focused U.S. Inflation Reduction Act, which included a new $7,500 electric vehicle tax credit, but are trying to work out exemptions that will allow European firms with production in the U.S. to benefit from the U.S. subsidies.

EU Proposes To Stop Oil From Russia Via Druzhba Pipeline To Germany, Poland - Reports

The European Union is proposing to officially stop Russian oil supplies via the Druzhba pipeline to Germany and Poland with the exception for Hungary, Slovakia and the Czech Republic, Bloomberg reported on Friday, citing documents on May 23, 2023.

Poland and Germany were allowed to continue importing Russian oil via the northern branch of the Druzhba pipeline despite EU sanctions, but as the countries already stopped receiving crude oil via the pipeline there could be a decision made on the complete ban on Russian oil, according to the news agency.

The regulations concerning the southern branch of the Druzhba pipeline, via which Russian oil supplies flow to Hungary, Slovakia and the Czech Republic, will remain unchanged.

According to the news agency, such a ban on supplies via the northern branch of the Druzhba pipeline could be introduced as part of the EU's 11th sanction package against Russia, but will require a consensus among all member states.

Elon Musk has named former NBCUniversal advertising chief Linda Yaccarino as Twitter's new CEO, as the company tries to reverse a plunge in ad revenue.

Yaccarino will take over a social media platform beset with challenges and a heavy debt load, after she spent several years modernizing the advertising business at NBCUniversal, which is owned by Comcast Corp (CMCSA.O).

"I am excited to welcome Linda Yaccarino as the new CEO of Twitter!" Musk said in a tweet on Friday. "@LindaYacc will focus primarily on business operations, while I focus on product design & new technology."

Since Musk acquired Twitter in October, advertisers have fled the social media platform, worried that their ads could appear next to inappropriate content after the company lost nearly 80% of staff. Musk earlier this year acknowledged that Twitter suffered a massive decline in ad revenue.

Twitter's "trajectory will immediately take a 180-degree turn" under her leadership, said Lou Paskalis, a longtime ad industry executive and CEO of AJL Advisory, a marketing consultancy.

"I think (Yaccarino) has climbed every mountain she could at NBCU and did it impeccably well. And there's no greater challenge than restoring order at Twitter," he said.

While Musk said Yaccarino would help build an "everything app," which he has previously said could offer a variety of services such as peer-to-peer payments, his selection of an advertising veteran signaled that digital ads would continue to be a core focus of the business.

Musk has axed thousands of Twitter employees, rushed the launch of a subscription product that allowed scammers to impersonate major brands and suspended users with whom he disagreed, all of which have spooked brands from spending on the platform.

In order to diversify away from ads, the billionaire has focused on Twitter Blue, a subscription feature that costs users $8 per month to verify their accounts, but the product has had limited success.

Independent researcher Travis Brown, who has been tracking the number of Twitter Blue subscribers over time, estimated there were 619,858 customers as of April 30.

Yaccarino could not be reached for comment.

BLOW TO NBCUNIVERSAL

Her exit is another big hit to NBCUniversal. Last month, NBC parent Comcast said NBCUniversal CEO Jeff Shell was leaving after acknowledging an inappropriate relationship with a woman in the company, following a complaint that prompted an investigation.

Advertising President Mark Marshall will step in as interim chairman of NBCUniversal's advertising and partnerships group. Marshall was named president of ad sales and partnerships in 2018, overseeing NBC's broadcast entertainment, sports and advanced advertising sales.

Yaccarino's exit comes at a difficult time for NBCUniversal, which is preparing for its annual presentation to advertisers on Monday at Radio City Music Hall.

Yaccarino joined NBCU in 2011, after 15 years at Turner Entertainment, and has been credited with taking the network's ad sales operation into the digital era.

As broadcast television audiences migrated to streaming, she took to the stage at Radio City Music Hall last year to tell advertisers their brand messages were not an afterthought. She said NBCUniversal incorporated ads in its Peacock streaming service from the outset.

"Twitter needs credibility with the advertising community," said Greg Kahn, chief executive of GK Digital Ventures media consultancy. "Linda has demonstrated her trust, her innovative nature of bringing new partners to the table and a deep bench of relationships."

Musk, the CEO of electric-vehicle maker Tesla Inc (TSLA.O), completed his purchase of Twitter in October for $44 billion. He said in December that he would step aside as CEO once he found "someone foolish enough to take the job."

On Thursday, Musk tweeted that he had found a CEO without identifying Yaccarino. One person close to Yaccarino said Musk's tweet may well have accelerated the timetable for her to join Twitter, which would be a balm to Tesla shareholders.

Shares of Tesla were down 2.5% on Friday afternoon, while Comcast shares dipped 0.5%.

Russian forces destroyed a fuel depot of the Ukrainian army near the city of Zaporozhye over the past day during the special military operation in Ukraine, Defense Ministry Spokesman Lieutenant-General Igor Konashenkov reported on Friday.

"In the area of the city of Zaporozhye, a depot storing fuel for Ukrainian military hardware was destroyed. Near the settlement of Borovaya in the Kharkov Region, a US-made AN/TPQ-36 counter-battery radar was obliterated. Also, a Ukrainian Zoopark-1 reconnaissance and fire control radar was destroyed near the settlement of Nikopol in the Dnepropetrovsk Region," the spokesman said.

In the past 24 hours, operational/tactical and army aviation and artillery of the Russian group of forces struck 72 Ukrainian artillery units at firing positions, manpower and military equipment in 102 areas, the general reported.

Russian military clarifies frontline situation in Ukraine

The Russian Defense Ministry has denied rumors of a large-scale Ukrainian counteroffensive, saying in a statement on Thursday that most of the frontline appeared to be relatively calm, with the only heavy fighting in and near Artyomovsk, also known as Bakhmut.

“Reports by certain Telegram channels of ‘breaches of defenses’ in several places along the line of contact are not accurate,” the ministry said around 11pm Moscow time. “The general situation in the area of the special military operation is under control.”

According to the Russian military, the last remaining part of Artyomovsk was being stormed with air force and artillery support, while there was an “ongoing battle” to repel the attack of Ukrainian units in the direction of Malo-Ilyinkovka northwest of the city, with “heavy enemy casualties in lives and equipment.”

Eight Ukrainian attacks and three attempts at reconnaissance were repelled on the Donetsk front, the Russian military said. Russian forces' efforts to take all of Marynka and blockade Avdeevka are continuing.

Ukrainian troops attempted two attacks towards Kremennaya but were repulsed and three scouting parties were defeated further north near Kupyansk. The ministry also published a list of Ukrainian losses on the Kherson front and reported shooting down 12 HIMARS rockets and an Su-25 ground attack jet.

Earlier in the day, multiple military correspondents had reported that the Ukrainian counteroffensive might have begun, with a “breakthrough” near Artyomovsk and several attacks along the frontline. One reporter cited military sources to claim that the Ukrainians had used chemical weapons on a stretch of the Zaporozhye front as well.

Kiev has not commented on Thursday’s movements so far. Earlier in the day, Ukrainian President Vladimir Zelensky claimed his military still needs more time to prepare before the long-awaited spring counteroffensive.

Special operation, May 11th. Main:

▪️Losses of the Ukrainian military per day in various directions amounted to about 550 people, the RF Ministry of Defense reported;

▪️An attempt was made on the chairman of the court of the Zaporozhye region in Melitopol, he was not injured, two guards were hospitalized, Balitsky said;

▪️The FSB thwarted an attempt by the Ukrainian special services to recruit the first deputy head of the Ministry of Emergency Situations of the DPR, a representative of the department said;

▪️A Ukrainian drone attacked the Klintsovsk oil depot, there were no casualties;

▪️The American "Patriot" air defense system could not shoot down the Russian "Dagger" missile, as it is not capable of intercepting targets at such a speed, a high-ranking source in the Russian Defense Ministry said;

▪️ Former adviser to the head of Zelensky's office, Arestovich, is included in the list of terrorists by Rosfinmonitoring;

▪️British Defense Minister confirmed that London is transferring Storm Shadow long-range cruise missiles to Kyiv;

▪️The Black Sea Initiative and the “grain deal” included in it will cease to exist in the absence of consensus, Vershinin said.

Elon Musk says he has found new Twitter CEO

Elon Musk said on Thursday he has found a new chief executive for Twitter, but did not name the person, while the Wall Street Journal reported that Comcast (CMCSA.O) NBCUniversal executive Linda Yaccarino was in talks for the job.

Musk said in a tweet: "Excited to announce that I've hired a new CEO for X/Twitter. She will be starting in ~6 weeks!"

Musk said he will transition to the role of chief technology officer of the social media platform within the next few weeks.

Musk, who took over as CEO of Twitter when he completed his $44 billion purchase of the company in October, said in December that he would step aside as CEO once he found "someone foolish enough to take the job." He said that he would then run Twitter's software and servers teams.

The WSJ cited people familiar with the situation in saying that Yaccarino was in talks for the top post.

Reuters reported after Musk's tweet that Yaccarino could be his choice to lead Twitter, according to a Silicon Valley executive and a former Hollywood executive who spoke on condition of anonymity. Yaccarino, the top advertising sales executive at NBCUniversal, interviewed Musk at an advertising conference in Miami last month.

At the conference, Yaccarino encouraged the audience to welcome Musk with applause and lauded his work ethic.

"Many of you in this room know me, and you know I pride myself on my work ethic," she said, adding, "Buddy, I met my match."

Yaccarino joined NBCU in 2011, after 15 years at Turner Entertainment and has been credited with dragging the network's ad sales operation into the digital future.

As broadcast television audiences migrated to streaming, she took to the stage at Radio City Music Hall last year to tell advertisers that their brand messages were not an afterthought.

Yaccarino did not respond to calls seeking comment on Thursday.

When asked for comment, an NBCUniversal spokesperson said, "Linda is in back-to-back rehearsals for the Upfront," referring to a presentation NBCUniversal will host for advertisers in New York on Monday.

Yaccarino's exit would be another big blow to the company after Comcast said last month that NBCUniversal CEO Jeff Shell was leaving after acknowledging an inappropriate relationship with a woman in the company, following a complaint that prompted an investigation.

"ANCHOR IS LOOSENED"

Musk has previously not named any prospective candidates.

Speculation was rife on Thursday among tech and media insiders and on Blind, an anonymous messaging app for tech employees.

Former Yahoo CEO Marissa Mayer, former YouTube CEO Susan Wojcicki and a top executive at Musk's brain-chip startup Neuralink, Shivon Zilis, were among names that were being discussed.

Former Yahoo CEO Marissa Mayer, former YouTube CEO Susan Wojcicki and a top executive at Musk's brain-chip startup Neuralink, Shivon Zilis, were among names that were being discussed.

Musk, who has come under fire from investors in his Tesla (TSLA.O) electric car company as being distracted by his attention to Twitter, said he will transition to the role of Twitter's executive chair, along with the role of CTO, overseeing product, software and system operations.

Musk's post about a new Twitter CEO came about 15 minutes before the close of Wall Street on Thursday, and Tesla shares closed 2% higher. The shares rose a further 1.6% in after-hours trade.

"The boat anchor called Twitter is loosened from Musk's ankle. Now he can get back to spending more time creating value at Tesla," said Craig Irwin, analyst at Roth MKM.

Musk has long said he intended to find a new leader for Twitter.

In a Twitter poll started by Musk in December, 57.5% users voted for him to step down as CEO of the social media platform.

The billionaire's first two weeks as Twitter's owner in October were marked by rapid change. He quickly fired Twitter's previous CEO, Parag Agrawal, and other senior leaders, and then laid off half its staff in November.

Musk, a self-proclaimed "free speech absolutist," has said he took over Twitter to prevent the platform from becoming an echo chamber for hate and division.

He also said he would "defeat" spam bots on the platform, a key area of his tussle with Twitter's board over his back and forth on the buyout of the company.

He said last month that Twitter was "roughly breaking even."
