Saudi authorities brace for rain in Makkah during last 10 days of Ramadan

The forecasts warn of thunderstorms accompanied by active winds and dust. (SPA)

Authorities in Saudi Arabia said that they were implementing “emergency plans to confront the rain” in the holy city of Makkah, amid early preparations to ensure the safety and security of pilgrims visiting the Grand Mosque during the last ten days of the Muslim fasting month of Ramadan.

The General Presidency for the Affairs of the Two Holy Mosques, represented by the Environmental Protection Services and Achievement Agency, in cooperation with other government agencies working in the Grand Mosque, recruited more than 200 supervisors and observers, 4,000 workers, and used more than 500 pieces of equipment to deal with the rain that swept the Grand Mosque on Monday.

The General President for the Affairs of the Two Holy Mosques, Sheikh Abdulrahman Al-Sudais, directed the Agency for Security, Safety, Confrontation of Emergencies and Risks to prepare and activate field plans to confront the rain in preparation for the rainy situation that had been forecast by the National Center of Meteorology.

The center warned of thunderstorms accompanied by active winds and dust, with hail showers that could lead to torrential rains in several parts of the Kingdom, including Al-Baha, Makkah, Madinah, Tabuk, Al-Jawf, the Northern Borders region, Hail, Najran, Jazan, Asir, Al-Qassim, Riyadh and the southern parts of the Eastern Province.

It also warned of the need for caution, particularly due to the high numbers of pilgrims and worshippers visiting the holy capital during Ramadan, the number of which has exceeded 950,000 since the start of the month, according to the Saudi Press Agency on Monday.

Al-Sudais stressed the importance of exerting maximum efforts, harnessing all capabilities and adhering to alertness and readiness to ensure the safety of pilgrims and worshipers, efficient cooperation with all relevant authorities, and intensifying the efforts of the presidential agencies operating in the Grand mosque.

The National Center of Meteorology later on Monday issued an “advanced alert” for the continuing dust situation over a number of governorates in the Makkah region, accompanied by active surface winds, almost zero visibility, and high waves over the coastal areas.

The center said that those areas affected included the holy capital, Jeddah, Jamoum, and Bahra, in addition to open areas and highways, adding that it would begin from 9:00 a.m on Tuesday and continue until 3:00 p.m..

The General Presidency for the Affairs of the Two Holy Mosques also announced that it had implemented its plan for the last 10 days of Ramadan, which are considered to be among the holiest as Muslims believe that during one of those nights the Qur’an was revealed to the Prophet Muhammad.

Heavy rain falls on Muslim pilgrims performing Umrah in Mecca

Pilgrims performing Umrah in Mecca experienced a spiritual moment in the early hours of Monday as rain started pouring over the holy city.

A video shared by the Mecca region’s official Twitter page, showed pilgrims performing the tawaf, when Muslims circumambulate the Kaaba, while others seized the moment to stand in the rain and pray in front of the Kaaba.

Ukrainian units have been spreading disinformation within the Russian Armed Forces 2nd Army Corps’ area of engagement about a potential offensive using various radio frequencies, a military expert from the Lugansk People’s Republic (LPR), Lt. Col. (Ret.) Andrey Marochko, told TASS on Tuesday.

According to Marochko, the Ukrainian troops have been trying to deceive Russian reconnaissance units in the 2nd Army Corps’ area of engagement.

"Ukrainian fighters have recently been sending false signals about an impending offensive or strikes allegedly being planned on unconfirmed targets. These so-called ‘radio games’ play out two to three times a day," he added.

Ukrainian army’s losses increase by 30% in Krasny Liman area, says LPR officer

The Ukrainian army’s casualties in the Krasny Liman area have increased by about a third recently, Lugansk People’s Republic (LPR) people’s militia Lieutenant-Colonel Andrey Marochko said on Tuesday.

"The losses of Ukrainian militants have increased by about 30% lately, according to various estimates," the retired LPR officer said in a live broadcast on Russia’s TV Channel One.

A video of the likely death of a mercenary from Britain in the Donbass came into the possession of RIA Novosti.

The recording was made on the action camera of a Ukrainian soldier who later died.

Bank worker kills five co-workers in Louisville, Kentucky shooting

A 23-year-old bank employee armed with a rifle shot dead five colleagues and wounded nine other people at his workplace in Louisville on Monday while livestreaming the attack on social media, police said.

The gunman was fatally shot at the scene, Louisville police said. It was unclear whether he was slain by police or took his own life. The incident marked the latest in a long series of mass shootings in the U.S.

Louisville police identified the shooter as Connor Sturgeon, who joined the downtown branch of the Old National Bank as a full-time employee last year.

Police said they responded within minutes to reports of an attacker at about 8:30 a.m. at the bank office near Slugger Field baseball stadium.

All nine victims were treated at the University of Louisville hospital, a hospital spokesperson said. Two other victims were also in critical condition.

The status of the shooter's job at the bank was not immediately clear on Monday. Gwinn-Villaroel said at a news conference that he was employed there. CNN, citing confidential law enforcement sources, said he had been notified that he would be fired.

Sturgeon grew up in southern Indiana, just north of Louisville, according to his mother's Facebook page. The elder of two boys, he attended Floyd Central High School in Floyds Knobs, Indiana, where he ran track and played basketball for the team his father, Todd, coached. He enrolled at the University of Alabama in 2016 as a business student.

Sturgeon was an intern at the bank for three summers from 2018 to 2020 before becoming a full-time employee in 2022 as a portfolio banker, according to his LinkedIn profile page. He had no prior contact with Louisville police, the police chief said.

"This was a targeted act of evil violence" Craig Greenberg, the mayor of Louisville, a city of 625,000, told reporters at the briefing. Greenberg said he was also friends with Elliot, who had worked on the mayoral transition campaign.

It is not the first time that a gun rampage has been live-streamed by an attacker. The gunman who killed 10 people in a racially motivated shooting at a Buffalo, New York, grocery store in May 2022 had live-streamed his attack, as had the attacker who killed 51 people in the May 2019 at two mosques in Christchurch, New Zealand.

Mass shootings have become commonplace in the United States, which has experienced 146 so far in 2023, the most at this point in the year since 2016. Those statistics use the definition of four or more shot or killed, not including the shooter - according to the nonprofit Gun Violence Archive.

In one of the most recent high-profile incidents, three 9-year-old students and three staff members were killed at a school in Nashville, Tennessee, by a former student on March 27.

President Joe Biden responded to news of the shooting by reiterating his wish that Congress pass legislation requiring safe storage of firearms, background checks for all gun sales and elimination of gun manufacturers' immunity from liability.

"How many more Americans must die before Republicans in Congress will act to protect our communities?" Biden, a Democrat, said in a statement.

Chinese airlines swamped with cabin crew applicants as travel rebounds

Chinese airlines undertaking the biggest hiring drives in more than three years as travel rebounds are facing a deluge of applicants for cabin crew roles as fresh university graduates turn to the relatively high-paying career in a bleak job market.

In contrast to Western countries, where cabin crew roles are relatively low-paid and mostly do not require a university degree, becoming a flight attendant in China typically requires a bachelor's degree and preferably passing a challenging government-administrated English test.

During the pandemic, the total number of flight attendants in China fell by around 11,000, or an 11% drop from the pre-pandemic level of 108,955 in 2019, according to data from the Civil Aviation Administration of China (CAAC), due to attrition rather than the widespread layoffs seen in the West.

Carriers including Xiamen Airlines, China Southern Airlines (600029.SS) and Spring Airlines (601021.SS) are now on a hiring spree as domestic travel recovers and they plan to resume flights to popular international destinations.

They can pick from an overwhelming number of applicants at a time when a record 11.58 million college graduates are about to enter one of the country's worst job markets in decades. The gloomy global economic outlook has weakened export demand and companies in sectors like technology, education and property are cutting staff.

Hainan Airlines (600221.SS), which plans to hire more than 1,000 flight attendants this year, has already received more than 20,000 applications, it told Reuters.

Its job fair held in Jinan in February attracted 900 candidates and the company hired just 60 people, meaning a selection rate of around 6%.

China Southern, which plans to hire 3,000 cabin crew this year, said it already had more than seven times as many applicants by the end of December.

Before the pandemic, around 10% of cabin crew applications were typically successful, industry experts said.

"There have always been a large number of young girls and boys who want to do this job, as the income is not bad, usually between 10,000 ($1,454) and 20,000 yuan a month, and it is fun, allowing you to fly around the world," said Li Hanming, an independent expert on China's aviation industry.

In 2021, only 6.1% of fresh college graduates earned more than 10,000 yuan a month, the Global Times reported in February, citing education consulting and research institute MyCOS.

Wang Shenbo, who applied for a flight attendant role at Hainan Airlines, said the majority of his classmates were continuing to study for a master's degree in hopes of getting even better paid jobs.

"Some of them are not interested in the work of flight attendants, unlike me... and many of my classmates have found a job but are dissatisfied with the salary level," he told Reuters.

HIGH FARES

Despite the surge in job seekers, airlines may find it difficult to deploy new hires immediately because of year-long ground training courses, which could slow their efforts to boost capacity quickly and keep airfares high, Li said.

"Carriers have pretty bright forecast for 2024 so they need to hire crew members now, otherwise they will be short of hands next year," he added.

China's domestic capacity surpassed 2019 levels from mid-March, but international flights have recovered to just 30% of pre-pandemic levels, according to data from flight tracking app Flight Master.

As the peak summer season approaches, Chinese airlines are adding international capacity. Flag carrier Air China (601111.SS), , for example, said it would return to pre-pandemic routes including Beijing-Rome, Beijing-Ho Chi Minh City and Chengdu-London.

But for now the limited capacity has led to higher fares.

"I paid 18,000 yuan for a one-way economy ticket to fly from Frankfurt to Beijing," said Jin Huo, a businessman, "I used to pay a third (of that) for a round trip."

Alibaba unveils Tongyi Qianwen, an AI model similar to GPT

Alibaba Group Holding Ltd (9988.HK) on Tuesday unveiled Tongyi Qianwen, an AI large language model similar to GPT that it plans to integrate into all of the company's business applications in the near future.

It will first be integrated into DingTalk, Alibaba's workplace messaging app and can be used to summarise meeting notes, write emails and draft business proposals. It will also be added to Tmall Genie, Alibaba's voice assistant.

"We are at a technological watershed moment driven by generative AI and cloud computing, and businesses across all sectors have started to embrace intelligence transformation to stay ahead of the game," CEO Daniel Zhang said in a statement.

Shares in Alibaba rose 3% in morning trade.

Alibaba Cloud plans to open Tongyi Qianwen to its clients so they can build their own customized large language models.

Israeli forces kill Palestinian child, 15, in West Bank raid

Israeli forces killed a 15-year-old Palestinian boy on Monday in a raid on a West Bank camp, amid wider clashes during a settler march and a mass intrusion into the grounds of Al-Aqsa Mosque.

Palestinian medical sources said Mohammed Balhan was killed as Israeli forces stormed the Aqabat Jaber near Jericho in the West Bank. Balhan was hit with three bullets to the head, abdomen and pelvis during clashes.

Two other civilians suffered bullet wounds to their lower bodies and five other civilians were arrested.

The Israeli army has killed 96 Palestinians in the West Bank this year, seven of whom were from Jericho. More than 100 Palestinians have been arrested in that time.

His death came amid reports that 191 Palestinians were injured during clashes with Israeli forces around Mount Abu Sbeih near Beita, south of Nablus, as residents staged a counter-protest against a march by thousands of Israeli settlers attempting to reclaim the nearby abandoned hilltop outpost known as “Avitar.”

The march, from the Za’tara checkpoint, was protected by a battalion-sized Israeli force and led by seven government ministers including National Security Minister Itamar Ben Gvir and Finance Minister Bezalel Smotrich. More than a dozen other members of the Knesset took part.

The settlers demanded the legalization of Avitar, which was initially established in 2013 and finally evacuated by Supreme Court order last year following repeated bouts of violence in which 12 Palestinians were killed and thousands injured.

Israeli media reported that some marchers have vowed to take and remain on the site to “impose a reality on the ground.”

Mahmoud Barham, mayor of Beita, told Arab News that hundreds of residents confronted the Israeli army.

Barham, whose brother was killed in previous clashes over Avitar, said that the presence of Israeli ministers, MPs and settlement leaders was designed to send a message that Israel was determined to control the area.

“We are ready to confront and resist and to start a new round of popular resistance against them,” he told Arab News. “We were and will remain guards of Mount Abu Sbeih, even if the number of martyrs, wounded and prisoners among us doubles.”

Ghassan Daghlas, responsible for the settlement file in the northern West Bank of the Palestinian Presidency, told Arab News that the march aimed to legitimize the theft of Palestinian lands.

“We are facing a new settlement battle with this extreme right-wing Israeli government,” he said. “If their policies are not met with a strong Palestinian and international popular response, they will reactivate settlements in the northern West Bank and rebuild the settlements that were evacuated in 2005.”

Meanwhile, more than 1,500 settlers guarded by Israeli police stormed Al-Aqsa Mosque on the fifth day of the Jewish Passover holiday.

The Islamic Awqaf Department said the numbers were higher than the incursions before Passover. Hundreds of Palestinians and Turks were present in Al-Aqsa’s squares during the incursion, it added.

Hamas spokesman Abdel Latif Al-Qanou said that both incidents showed Israel’s aggression and push to Judaize Palestinian land and sanctities. He called on Palestinians to resist what he described as a fascist occupation government.

Palestinian Prime Minister Mohammed Shtayyeh said that the Israeli government must be held accountable for its daily crimes, the aggression at Al-Aqsa, the pro-settlement march of ministers and Knesset members, and the invasions that have led to the deaths of many Palestinians such as Mohammed Balhan in Jericho on Monday.

In Hebron, Israeli forces closed the Bab Al-Zawiya area and Beersheba Street in the city center in preparation for a settler march, forcing store owners to shut their businesses and preventing shoppers preparing for Eid in Al-Shuhada Street and the Tal Rumeida area.

The Israeli authorities still prevent citizens and visitors from reaching the Ibrahimi Mosque to perform prayers there under the pretext of the settlers’ celebration of their Jewish holiday.
