Central Asian heads of state converged in China's historic city of Xian on Thursday for one-on-ones with Chinese leader Xi Jinping, paving the way for a summit expected to result in a regional pact with Beijing.
The bilaterals set the stage for a group huddle on Friday, the first in-person gathering of the six leaders, where Xi will deliver an "important" speech, according to China's foreign ministry. An "important" political document will also be signed.
Across the city of Xian, from where the ancient Silk Road linked imperial China with civilisations to its west over a millennium ago, banners, billboards and even taxi signs were set up to promote the summit.
China is intensifying its economic and political engagement with the former Soviet states as Russia channels what remaining resources it has into the war in Ukraine. Some Central Asian states are increasingly stand up to Moscow, with Kazakhstan not recognising Russian-controlled regions in eastern Ukraine to Tajikistan demanding more "respect" from the Kremlin.

The first head of state to arrive in Xian was President Kassym-Jomart Tokayev of Kazakhstan - China's largest trading partner in Central Asia. When Tokayev met Xi on Wednesday, the Chinese leader greeted him warmly and wished him a happy 70th birthday.
"We have a common goal - to intensify bilateral relations," Tokayev told Xi.
"We are also united by the desire to strengthen regional and international security and cooperation."
After their meeting, Xi and Tokayev jointly declared that the two countries shall build an "enduring friendship" and share "weal and woe".
They also agreed to ensure the safe and stable operation of the Kazakh section of the China-Central Asia natural gas pipeline, and also deepen oil and uranium cooperation.
On the summit's sidelines, state-owned Chinese energy giant Sinopec and Kazakhstan's KayMunayGaz (KMGZ.KZ) agreed key terms for a potential investment in a polyethylene project in Western Kazakhstan's Atryau region.
Russian President Vladimir Putin Putin called the Kazakh president on Wednesday and affirmed the ties of their countries, according to Tass news agency.

Putin was not in China, with Russia not part of the China-plus-Central Asia format.
CLOSER TO CHINA
With Kazakhstan setting the collaborative tone for other bilateral meetings, Kyrgyzstan's President Sadyr Japarov told Xi that he was keen to deepen trade, economic and investment links.
"There are no political disagreements or unresolved issues between our countries," Japarov said.
Two-way trade between China and Central Asia hit a record $70 billion last year, with Kazakhstan leading with $31 billion, as China seeks deeper economic links in its quest for greater food and energy security.
Kyrgyzstan came next with $15.5 billion, then Turkmenistan with $11.2 billion, Uzbekistan with $9.8 billion and Tajikistan with $2 billion.
"We've been supporting exactly this type of integration between China and Central Asia," said Albert Park, chief economist at the Asian Development Bank.
"Under that framework, we're trying to reduce trade barriers among the countries, harmonise trading standards to promote better integration, and just more forums where government officials can talk and try to develop standards to promote more trade," Park told Reuters in Beijing.
Xi's show of solidarity with Central Asia at the summit conspicuously coincides with a meeting of the Group of Seven leaders in Japan, where Beijing's use of "economic coercion" in its dealings abroad is expected to be on the agenda.
While Kiev claimed it had intercepted six Kinzhals, Russian Defense Minister Sergey Shoigu told Sputnik in an interview that Ukrainian reports are mistaken in every regard, noting that only a couple of Russian missiles were enough to penetrate Kiev's defenses.
"According to verified information, as a result of a strike by the Kinzhal hypersonic missile system in the city of Kiev a multifunctional radar station, as well as five launchers of the Patriot anti-aircraft missile system manufactured by the United States were hit and completely destroyed on May 16, 2023," the Russian Defense Ministry said.
The Kinzhal (lit. "Dagger") is one of new strategic weapons unveiled by Russian President Vladimir Putin in March 2018. It first entered combat duty in December 2017, seeing extensive flight and combat testing. The nuclear-capable weapon was the first hypersonic missile system to be fielded by any country.
The Kinzhal has a range of more than 2,000 km (1,200 miles). It is capable of reaching a speed of up to Mach 10 (12,250 km/h or 7,612 mph) while also performing evasive maneuvers, which helps the Kinzhal to be virtually invulnerable to enemy air missile defense systems.
Unstoppable Kinzhal: One US-Made Patriot 'Cracked Up', More to Come
Russia's knocking-out of the US-made MIM-104 Patriot surface-to-air missile (SAM) system stationed in Kiev with a Kinzhal hypersonic missile is a PR coup for Moscow, Boris Rozhin, a military expert with the Center for Military-Political Journalism, told Sputnik, adding that more Patriots may soon be "cracked up" too.
The Russian Ministry of Defense (MoD) announced that a Patriot system had been hit by a Kinzhal hypersonic ballistic missile in Kiev on May 16.
The Kinzhal launch came amid the Russian Armed Forces' "combined attack with long-range precision-guided air- and sea-based weapons against the Armed Forces of Ukraine (AFU) units, as well as depots of ammunition, weapons and military equipment supplied by Western countries," according to the statement. Presently, the Ukrainian military possesses two Patriot complexes.
"Russia scored an important victory for its image," said Rozhin. "It showed that this [Patriot] complex, despite all the PR fuss around it, is quite vulnerable, and if desired, Russia can disable it. (…) And, accordingly, having destroyed one complex, Russia will look for the next ones that are there."
Footage purportedly of Russia's Kinzhal missile hitting the Patriot air defense system in Kiev has already created hype on social media.
In the video, the extremely dense work of the batteries of the American MIM-104 Patriot air defense system can be seen. As soon as the air defense system runs out of missiles, a powerful explosion occurs at the place where the launches were made.
According to Rozhin, the footage in question debunked Kiev's attempts to lie that "everything is fine." The Western mainstream media rushed to claim that the US-made system had not been completely taken down, but only "damaged." However, it's clear that the Russian strike made the Patriot non-operational, even if just a single element of the sophisticated complex was destroyed, according to the military expert. He added that it would take much time and effort to fix it.
"The Russian Ministry of Defense is in no hurry to disclose how the attack was organized," continued Rozhin. "Apparently, initially there were various drones and missiles that lured the work of enemy air defense systems, including the Patriot, and after a specific area of operation of the Patriot air defense system was identified, it was hit by the Kinzhal hypersonic system. Actually, in the footage published by the bloggers, it is clearly seen that before the missile hit the Patriot position area, apparently, the crew noticed that the target was not some object in Kiev, but themselves. A massive launch of missiles was carried out [by the Patriot], 32 missiles were fired to intercept the Kinzhal, they could not bring it down, and accordingly, the Kinzhal hit the target."
The military expert noted that Western press assessed the massive missile launch as a sign that the Patriot's crew panicked. That is, they decided that if they fire all missiles at once, then, perhaps, at least one of them would hit the Kinzhal. Alas, all their calculations were proven wrong.
On the one hand, this situation has been interpreted as a result of insufficient training of the Ukrainian crew. On the other, if the Patriot complex was operated by the foreign military, it would look even worse for the West, meaning that the crew's failure to intercept the hypersonic missile apparently cost them several lives of NATO officers or instructors, according to Rozhin.
Furthermore, the aforementioned footage demonstrated that even a massive launch of missiles is incapable of stopping the Kinzhal. It likewise showed that the Patriot is out-of-date, as per the military expert, who recalled that, previously, Saudi Arabia subjected the US-made air defense system to tough criticism for not meeting the stated specifications.
"The Patriot is a system of the past," Rozhin said. "The Patriot must provide air defense due to a large number of missiles, through interaction with other systems, including electronic warfare systems, and AWACS aircraft. They should, by default, shoot down aircraft, cruise missiles, and ballistic missiles. The Patriot PAC-2 and the Patriot PAC-3 are the two main versions currently exploited around the world, in the US and various countries. But even during the war in Yemen, it became clear that even though the PAC-3 was said to be effective against Iranian cruise ballistic missiles, some objects that were covered by these [air defense] complexes were nonetheless hit by Iranian missiles. In this regard, the Patriot remains quite effective against aircraft and missiles of the 1980s, 1990s, 2000s. (…) [However] the Patriot does not have any means of fighting against hypersonic weapons. When this complex was created, there was no such a task," he concluded.

The Russian Armed Forces used infantry fighting vehicles known as BMD-4M – a cutting-edge machine that uses satellite navigation systems and features a digital computer control system.
A group of Russian BMD-4M combat vehicles approached enemy positions and opened direct fire. The crews used 30 mm automatic cannons and 100 mm cannons, rendering results in moments. Victorious, the armored group returned to the safe area.
BMD-4 is an amphibious infantry fighting vehicle created in Russia after the end of Cold War. Russian military specialists dub it "technology of the future," capable of roving in different climatic conditions. the BMD-4 were airdropped and tested in water – and this also means that they were redeployed at sea.

Russia fields new artillery system
Russia’s first-ever wheeled self-propelled howitzer, the 2S43 Malva, has successfully completed trials and will enter service, Director of Uralvagonzavod Aleksandr Potapov said on Wednesday.
The weapon has been described by the media as Moscow’s answer to French-made Caesar howitzers, some of which were delivered to Ukraine last year.
“Yes, the Malva should soon join [the troops]. Everything is fine with it,” Potapov told TASS news agency on the sidelines of the MILEX-2023 arms expo in Minsk, Belarus.
Equipped with a 152-mm gun, the Malva (Mallow) is designed to fire at a wide range of targets, including enemy artillery batteries and armored convoys. It is more mobile and less expensive to produce than tracked systems.
The Russian authorities have ordered an increase in defense production in the wake of Moscow’s military operation in Ukraine, launched more than a year ago. Last month, Russia’s newest heavy tank T-14 Armata was first deployed to the frontline.

Ukrainian spymaster calls for establishing 100-km demilitarized zone with Russia
Top Ukrainian intelligence official Kirill Budanov has proposed creating a 100-km-long demilitarized zone between Ukraine and Russia.
"The question of ending the war [involves] the creation of a demilitarized zone; this is our goal," the head of the Ukrainian Defense Ministry’s Main Intelligence Directorate told the Ukrainian Islandia (Iceland) TV channel.
When further elaborating on the practical aspects of creating such a zone, Budanov said that, "this would be a zone that could not be attacked by the usual means." "In my view, this would absolutely be the right distance," the top intelligence official pointed out.
The Russian government had earlier repeatedly voiced its readiness to negotiate with Ukraine to reach a settlement of the conflict. At the same time, however, Russian Foreign Ministry Spokeswoman Maria Zakharova pointed out that the main obstacle standing in the way of such talks was the prohibition on conducting negotiations with Russian President Vladimir Putin, which was legally enshrined by Ukrainian President Vladimir Zelensky’s decree of September 30, 2022, "as well as the initiatives of the Ukrainian head of state, which indicate official Kiev’s complete detachment from modern realities," including the demand to withdraw Russian troops from the new regions of the country. On February 9, Russian Foreign Minister Sergey Lavrov said that Moscow did not see any desire on the part of the Ukrainian side to start a serious conversation on a peaceful settlement.

Direktur Operasional Perumda Pasar Pakuan Jaya (PPJ) Kota Bogor, Denny Ari Wibowo menjelaskan, pembongkaran gedung merupakan tahapan dari revitalisasi Pasar Jambu Dua.
Kegiatan pembongkaran itu akan berlangsung selama 40 hari kalender.
“Gedung Pasar Jambu Dua sekarang sedang tahap pembongkaran yang dimulai sejak dua minggu lalu. Targetnya 40 hari, kayaknya di bulan ini selesai,” kata Denny.
Menurutnya, setelah pembongkaran gedung itu rampung, dilanjutkan dengan pembangunan gedung pasar baru oleh pihak ketiga.
Nantinya, gedung Pasar Jambu Dua memiliki 2 lantai dengan 1.049 unit kios dan los. Adapun untuk kios 2 x 2 meter berjumlah 323 unit, los 2 x 2 meter 442 unit, dan los 1,5 x 2 meter 284 unit.
Denny menambahkan, Pasar Jambu Dua yang dibangun selain untuk pedagang eksisting, juga dipersiapkan bagi pedagang baru dari Pasar Bogor.
“Pembangunan diupayakan selesai akhir Desember tahun ini. Rencananya, selain untuk pedagang eksisting juga untuk menampung pedagang dari Pasar Bogor khusus pedagang basah,” tandasnya.
Sementara untuk pedagang eksisting Pasar Jambu Dua saat ini menempati 330 tempat penampungan sementara (TPS) di area belakang pasar atau dekat kantor Koppas Jambu Dua.
Sedangkan, Direktur Utama Perumda PPJ Muzakkir mengatakan, Pasar Warung Jambu ini setelah dilakukan pembongkaran akan menjadi pasar pangan terbesar di Kota Bogor. Pasar Warung Jambu juga setelah dilakukan pembongkaran akan bisa menampung para pedagang yang berjualan di Pasar Bogor.
Untuk bangunanannya, Muzakkir menerangkan, tentu akan berubah dari sebelumnya. Akan ada kios yang lebih nyaman yang bisa diisi oleh para pedagang.
“Jadi kita bangun pasar tidak berlantai-lantai, hanya dua. Atas semi basement dan lantai dasar,” tambahnya.
Muzakkir memprediksikan, pembangunan Pasar Warung Jambu ini akan selesai pada bulan Desember 2023 mendatang.
“Target selesai sebelum Desember bisa diresmikan. Pasar Jambu Dua selesai, para pedagang di TPS akan pindah ke dalam pasar. Begitu juga pedagang Pasar Bogor pindah ke Jambu Dua. Jadi semuanya akan gabung ke dalam pasar baru itu. Berbarengan,” tandasnya.
Direktur Utama Perumda Pasar Pakuan Jaya (PPJ) Kota Bogor, Muzakkir mengatakan, pembongkaran lapak pedagang ini merupakan tahapan dari revitalisasi Pasar Jambu Dua. Seluruh pedagang telah pindah ke Tempat Penampungan Sementara (TPS) yang terletak di belakang pasar, 13/03/2023.
Muzakkir memperkirakan, pembangunan oleh pihak ketiga sudah mulai dilaksanakan setelah Idulfitri, usai rampungnya pembongkaran gedung pasar.
“Mungkin paling telat setelah lebaran sudah langsung pembangunan. Untuk pembongkaran gedungnya paling lama satu bulan,” kata Muzakkir.
Pasar Jambu Dua yang memiliki dua lantai nantinya akan mengakomodir 300 pedagang eksisting dan 800 pedagang dari Pasar Bogor. Lebih dari 1.100 los dan kios dibangun untuk menampung para pedagang itu.

Southeast Asia’s hopes for a quick rebound in travel and tourism following China’s reopening have hit a speed bump this year over an unexpected snag – fewer Chinese tourists want to venture outside the country’s borders.
During the five-day “golden week” period from April 29 to May 3, Chinese tourists flocked to domestic destinations, but few have embraced international travel as enthusiastically as they did pre-pandemic, when they were the world’s largest outbound travel market by departure numbers and spending.
“The recovery of Chinese tourists’ demand for domestic travel is much stronger than that of travelling abroad,” said Haiyan Song, a professor of tourism at The Hong Kong Polytechnic University.
“This is a demand and supply issue.” Travel experts say China’s outbound travel is expected to recover gradually and reach pre-Covid levels by early 2024 after the Lunar New Year on February 10, or the first half of the year.
That is proving to be a drag on Southeast Asia’s recovery, after an initial burst of growth when China eased its tough border measures in January, following three years of its strict zero-Covid policy.
Southeast Asia’s international seat capacity – a proxy for demand – trailed most regions and was down 22.3 per cent below the week commencing May 2 compared to the same week in 2019, according to travel data provider OAG. Overall international seat capacity is 10.1 per cent lower than the same comparative period.
“It’s a slower growth rate because China has not recovered as much,” Mayur Patel, head of Asia at OAG Aviation, told This Week in Asia, warning that the sector should brace for a slow recovery as airlines would need to train their cabin crews and pilots and reactivate idled aircraft capacity, which will take several months.
Chinese tourists appear reluctant to venture abroad after three years of being encouraged to only travel domestically, Patel said.
China’s international seat capacity in April was 37 per cent below that of April 2019 and accounted for 4 per cent of all Chinese airline capacity. Domestic capacity, meanwhile, was 18 per cent above April 2019’s figures.
On a brighter note, Chinese carriers increased their international capacity by 44 per cent in April, month on month, to bring the total number of seats to 3 million.
"The importance of China to the whole Asia market cannot be underestimated. It is some three-and-a-half-times larger than the Indian market, and accounts for half of all capacity in the region,” Patel said.
Malaysia and Singapore have been leading the recovery in aircraft capacity since the end of last summer, according to OAG.
Last month, China scrapped a mandatory PCR Covid test requirement for inbound travellers, a step that is likely to infuse greater confidence among overseas travellers – but experts cautioned against expectations of a sharp turnaround.
"There are a lot of hurdles to cross – bureaucratic, logistical, et cetera – to get back to ‘normal’ air travel levels.
Most people’s expectations have been too high, what is happening is what could be expected from a realistic point of view,” said Wolfgang Georg Arlt, CEO of the China Outbound Tourism Research Institute.
“Don’t blame reality for not following your wishful thinking,” he said, underscoring that China’s domestic demand has been growing at a faster pace because it is easier to manage.
Besides China’s outsize impact, a looming global economic slowdown is also weighing on Southeast Asia’s recovery as there are fewer business travellers, Arlt said.
In 2019, Chinese travellers made 155 million trips abroad and spent nearly US$250 billion – close to Vietnam’s entire gross domestic product – but the number of tourists shrank to 26 million amid the pandemic, a year-on-year drop of 83 per cent.
China’s domestic travel sector grabbed “the golden chance to develop” and “short-distance trips brought many local cities into consideration” during the pandemic, said Jessie Wu, international innovation consultancy R/GA Shanghai’s strategy director.
"As a response to such shifts, we have also seen improvements in domestic trip-related facilities and services,” she said.
Chinese consumers’ spending habits also changed in the climate of uncertainty, with younger generations becoming pioneers in making long-term plans for financial security, Wu said.
While China’s border reopening has reawakened consumer spending, leading to a surge of searches and enquiries for outbound travel – with Asia-Pacific nations being the top choice – the actual recovery might take longer to play out due to visa delays and changing policies, Wu said.

High ticket prices and a slow build-up of international capacity are also hindering the process, experts say.
Hong Kong Polytechnic University’s Professor Song said a full recovery in international travel among Chinese tourists would hinge upon “travel risk perception and confidence building”.
“The Chinese tourists have not fully recovered from the risk perception of international travel, but their confidence in international travel will be gradually built over time when more and more Chinese tourists travel abroad,” he said.

"Telah terjadi kekerasan fisik kepada staff Karen's Diner Bali, oleh salah satu dokter berinisial TK yang tidak terima ketika dipanggil namanya secara langsung tanpa menggunakan gelar dokter, serta tidak mau mengikuti peraturan "House Rules" yang berlaku di Restoran kami, dengan konsep Gimmick pelayanan yang tidak ramah, judes, serta warning di pintu masuk," tulis Karen's Diner dalam berita acara yang dirilis di Instagramnya.
Akun Karen's Diner juga menuliskan, bahwa semua staf Karen's telah dilatih untuk hanya akting dengan judes dan tidak ramah yang bertujuan menghibur pelanggan, serta menjalankan semua peraturan atau larangan yang berlaku dalam hal pelayanan.
"Manajemen Karen's Diner Bali turut prihatin akan kejadian yang menimpa staf kami, dan akan mendampingi korban untuk proses lebih lanjut sesuai hukum yang berlaku," tulisnya.
Sementara, Kapolsek Kuta Utara Kompol I Made Pramasetia saat dikonfirmasi mengatakan, bahwa kasus tersebut sudah ditangani. "Nanti kalau sudah tuntas di-release," kata dia, hari Rabu, 17/05/2023.
Dia juga menyebutkan, bahwa dokter tersebut sudah dipanggil untuk dilakukan pemeriksaan. "Sudah dipanggil untuk diperiksa, sudah panggil begitu kejadian, tapi untuk diperiksa besok," ujarnya.

IDI Angkat Bicara
Ketua Bidang Hukum Pembelaan dan Pembinaan Anggota (BHP2A) Ikatan Dokter Indonesia (IDI), Dr dr Beni Satria, MH (Kes), SH, MH, memastikan tidak ada aturan tertentu soal pemanggilan seorang dokter. Termasuk kewajiban tetap menyebut nama profesinya di segala situasi, juga di luar praktik saat menangani pasien.
Pemanggilan profesi dokter bahkan juga tidak diwajibkan bagi para tenaga kesehatan saat berada di tempat umum.
"Dokter adalah sebuah profesi, sama seperti profesi advokat atau pengacara, hakim, jaksa. Pemanggilan dokter hanya digunakan dalam pelayanan kesehatan dan tidak di tempat-tempat umum," tegas dr Beni, pada hari Kamis, 18/05/2023.
Meski tidak diatur, masyarakat atau seorang yang mengenali profesi tenaga medis, mungkin memang terbiasa tetap memanggil panggilan 'dokter' di luar praktiknya. Namun, hal ini lagi-lagi tidak lantas menjadi kewajiban.
Sama seperti profesi lain, di luar pertemuan ilmiah, sesama tenaga dokter bahkan sering menyebut rekan sejawatnya dengan panggilan lain.
"Secara ketentuan organisasi IDI pemanggilan dokter umum dan digunakan saat pendidikan, pertemuan ilmiah dan di fasilitas pelayanan kesehatan seperti RS, Puskesmas, Klinik, lab, dan lain-lain," tuturnya.
"Bahkan beberapa memanggil dengan kesejawatan, bapak, ibu, abang, kakak," pungkas dia,
