Western countries should not isolate Russia, on the contrary, they should establish direct communication with Moscow to resolve the exceptionally difficult current political situation, Norwegian Prime Minister Jonas Gahr Store said on Tuesday.
"There is nothing good in isolating Russia. It is alarming that today we have so few contacts and direct communication with Russia," Store told the Norwegian parliament, as quoted by the NRK broadcaster.
The lack of dialogue undermines the possibility of reaching a peaceful settlement in Ukraine, the Norwegian prime minister said, adding that the current political situation was the most difficult since the World War II.
Western countries determined to isolate Russia after it launched a special military operation in Ukraine on February 24. They rolled out a comprehensive sanctions campaign against Moscow, while also threatening Russian allies and partners with similar restrictions in the event of continued cooperation with and support for the country.
Russian President Vladimir Putin has repeatedly said that Russia could not be isolated. China has also vocally opposed the idea of imposing unilateral sanctions on any country and called for the continuation of dialogue in the interest of peaceful world development.
Disruptions in logistical and financial operations due to the crisis and Western sanctions against Russia have undermined supply chains and led to a spike in energy prices worldwide, pushing many European governments to resort to contingency measures. At the same time, the EU has been looking for alternatives to Russian natural gas as it has pledged to end its dependence on energy supplies from Russia.
On October 7, the European Union introduced the eighth package of sanctions against Moscow which, among other things, sets a framework for capping the price of Russian seaborne oil exports at a level coordinated by G7 allies.
Two men, including a drill rapper, were shot dead and a third left critically injured by a gunman in a “joker mask” who smashed his way through garden fences to escape.
Armed police were called to reports of a fight in progress in east London and shots being fired inside a house on Henley Road, Ilford, shortly after midnight on Tuesday.
They arrived to find a 23-year-old man and 30-year-old man with fatal gunshot wounds and another 30-year-old man seriously injured. The assailant, or assailants, remained at large.
One of the victims has been named locally as a drill rapper who went by the moniker Giddy. He had reportedly been embroiled in a feud with a gang from Manor Park, in the neighbouring borough of Newham.

However, one nearby neighbour told The Telegraph that they had seen a man “wearing all black and a black joker mask with a plastic nose” running through the neighbouring gardens just after the attack.
He said: “My son aged nine was watching the fireworks and then saw a man wearing all black clothing with a joker mask run through the garden. He broke the fence of the next door garden and was running across the extensions.”
The neighbour said he had seen police taking photographs of two mobile phones possibly dropped by the fleeing suspect.
CCTV images of the scene reportedly show a man arriving on a white bicycle shortly before the shooting.
A bicycle fitting this description was later recovered by police after it was abandoned at the side of the wall where Henley Road meets Ilford Lane, a busy thoroughfare where the gunman is thought to have fled towards.
Another neighbour described how he had rushed into the house and helped tend to the critically injured gunshot victim.
Ilford has been plagued by violent crime in recent years, with the feud between the area’s gangs and their rivals in Newham stretching back years.
It has led some residents to describe Ilford as an increasingly “no-go area”.
Sam Tarry, the Labour MP for Ilford South, said: “This is yet the latest in a recent wave of violence in our community. Not nearly enough is being done to combat violent crime and protect my constituents. I will be having urgent conversations with the Met.”

Dmitry Medvedev addressed Russia's opponents and advised them not to hope that the country would run out of armaments.
Russia is boosting production of all types of weapons from tanks and guns to high-precision missiles and drones, Russian Security Council Deputy Chairman Dmitry Medvedev said on Monday.
"The production of weapons and special equipment of all types is increasing manyfold: from tanks and guns to high-precision missiles and drones. Brace yourself!" he said on Telegram.
The politician addressed Russia's opponents and advised them not to hope that the country would run out of armaments.
"When reading enemy analyses, I have repeatedly come across allegations that Russia will soon run out of military equipment and widely-used weapons. Like, everything was used up. Don’t hold your breath," he said.
The official said that under orders from the commander-in-chief, Russian President Vladimir Putin, he traveled to Nizhny Tagil and inspected the production of tanks at the Uralvagonzavod corporation, the largest producer of armored vehicles in that area.
According to Medvedev, discussions took place during the trip about the issues of accelerating shipments of equipment to the armed forces to use during the special military operation and fixing existing problems.
"The goal has been set for a scrupulous execution of the government’s defense contracts in all of its key parameters, prevention of disruptions in the supply of equipment," he said. Democratic lawmakers from the US House of Representatives - led by Pramila Jayapal, chairwoman of the Congressional Progressive Caucus - wrote to President Joe Biden urging him to alter his Ukraine strategy and hold direct negotiations with Russia, “redoubling efforts to seek a realistic framework for a ceasefire".
The group of progressive House Democrats who urged President Joe Biden on Monday to make fundamental changes to US strategy regarding the security crisis in Ukraine by seeking direct negotiations with Russia, made a U-turn within hours of sending their letter to the POTUS.
Under a wave of pressure from other Democrats, the group, led by Congressional Progressive Caucus chairwoman Pramila Jayapal, released a statement confirming their support for the president’s strategy.
“Let me be clear, we are united as Democrats in our unequivocal commitment to supporting Ukraine in their fight for their democracy and freedom," Jayapal announced, adding that "nothing in the letter advocates change in that support”.
The statement went on to say that although diplomacy is "an important tool that can save lives," it is "just one tool".
"As we also made explicitly clear in our letter and will continue to make clear, we support President Biden and his administration’s commitment to nothing about Ukraine without Ukraine,” the group of lawmakers concluded.
Before bowing to pressure and backpedaling, the 30 Democrats had initially stated in their letter that it was in the interests of the Biden administration to revise his strategy for Ukraine to avert a protracted conflict fraught with dangerous possibilities.
"We urge you to pair the military and economic support the United States has provided Ukraine with a proactive diplomatic push, redoubling efforts to seek a realistic framework for a ceasefire,” the group - which includes Representatives Alexandria Ocasio-Cortez of New York, Jamie Raskin of Maryland and Ro Khanna of California - said.
The Democrats added in the original letter:
“The alternative to diplomacy is protracted war, with both its attendant certainties and catastrophic and unknowable risks.”
The lawmakers had emphasized how the conflict would spill over into ordinary life and how the sanctions policy introduced by the US, the EU and allies against Moscow over its special military operation in Ukraine were self-harming. Food and gas costs have rocketed all over the world, including in the United States, and the soaring prices for wheat, fertilizer, and fuel have exacerbated global food shortages.
"If there is a way to end the war while preserving a free and independent Ukraine, it is America’s responsibility to pursue every diplomatic avenue to support such a solution that is acceptable to the people of Ukraine," the letter said.
However, the letter's call for a negotiation process that could include sanctions relief for Russia and security guarantees for Ukraine contents did not go over well with some of the other Democrats. Representative Ruben Gallego of Arizona tweeted in response to the progressives’ letter that the way to end a conflict is, “Win it quickly.”

While the US Congress enacted $12 billion in new aid to Ukraine in September, with the Biden administration anticipated to pledge more aid for the Kiev regime in a December spending bill, if Republicans win control of the House in the November midterm elections, this strategy towards pumping aid into Ukraine may be put to the test.

House Republican leader Kevin McCarthy, hoping next month’s midterms will make him speaker of the House, in a recent interview said, “I think people are gonna be sitting in a recession and they’re not going to write a blank check to Ukraine.” He indicated that Republicans would demand tighter oversight of aid to Ukraine if they win the majority.
Earlier, Rep. Scott Perry (R-Pa.), the chair of the House Freedom Caucus, reportedly texted members of the group about the potential for investigating the Biden administration over its handling of the Ukraine crisis. Perry suggested, as per screenshots of a text to fellow Republican members of the House Foreign Affairs Committee, that the president might not have been forthcoming with the American people about his goals in the conflict.
"If these nitwits in this jackwagon Administration are blundering us or intentionally marching us to war with Russia, nuclear or otherwise, we'd better start to preserve the evidence so there can be accountability," Perry said.
Russia has repeatedly reminded that channeling military assistance to the Kiev regime was only serving to prolong the conflict and was fraught with the risk of further dangerous escalation of the crisis.

Pertemuan itu dimulai dengan upacara penyambutan di halaman istana. Kemudian, Jokowi memperkenalkan Shtayyeh dengan sejumlah menteri Kabinet Indonesia Maju.
“Kunjungan (PM Palestina) dari 24-26 Oktober,” kata Direktur Timur Tengah Kementerian Luar Negeri RI, Bagus Hendraning Kobarsih.
Meski begitu, Bagus yang turut menyiapkan pertemuan Jokowi dan Shtayyeh belum menjelaskan detail pertemuan kedua pejabat tersebut.
Dalam kunjungan Perdana Menteri Palestina Mohammad Shtayyeh ke Istana Bogor, Jokowi pun mengajak Shtayyeh masuk ke Ruang Teratai untuk menandatangani buku tamu. Mereka akan melakukan veranda talk atau perbincangan singkat di beranda istana.
Jokowi dan Shtayyeh akan berkeliling ke sejumlah titik di Istana Bogor. Mereka pun akan melakukan penanaman pohon meranti (shorea leprosula) di halaman belakang istana.
Selanjutnya, Jokowi dan Shtayyeh bakal melakukan pertemuan bilateral tertutup. Akan ada penandatanganan sejumlah nota kesepahaman antara dua negara.
Keduanya akan mengadakan jumpa pers bersama setelah pertemuan itu. Pertemuan itu akan diakhiri makan siang bersama di istana.
Shtayyeh menjabat Perdana Menteri Palestina sejak 2019. Ia menggantikan Rami Hamdallah.

Earlier on Monday, "the question was answered fully by Russian Foreign Minister Sergey Viktorovich Lavrov, who commented on the situation. He pointed to a certain interest among overseas experts and said we are ready to establish appropriate contact. We want to make it clear to everybody that we are ready to [answer] any questions and that we will give the necessary answers, the Russian diplomat emphasized, adding that Russia had repeatedly reiterated this position.

According to him, some of Moscow’s partners had suggested discussing the developments at a professional military level, while he dismissed as "not serious" the West’s rejecting these as false allegations.
Lieutenant General Igor Kirillov, Chief of the Radiation, Chemical and Biological Defense Troops of the Russian Armed Forces, said at a briefing on Monday that Russia’s top brass had all forces and means ready for executing missions amid radioactive contamination.
Russian Defense Minister Sergey Shoigu earlier warned his British, US, Turkish and French counterparts of the Ukrainian threat. Washington, London and Paris, however, dismissed Russia’s warnings as false allegations.

Pihak kepolisian sudah mengamankan perempuan bercadar di kawasan Istana Negara, Jalan Merdeka Utara, Jakarta Pusat. Pasalnya, perempuan tersebut kedapatan tengah menodongkan senjata ap kepada anggota kepolisian.
Dirlantas Polda Metro Jaya, Kombes Latif Usman mengatakan, saat itu wanita tersebut turut menodongkan senjata api ke polisi hingga Paspampres. Namun, berhasil diamankan beberapa saat oleh anggotanya.
”Tadi kita kan dari anggota bilang dia bawa senjata todongkan anggota ke Paspampres langsung sama anggota direbut. Sama anggota Lantas,” ujar Latif, hari Selasa, 25/10/2022.
Lebih lanjut, Latif menuturkan, kronologi kejadian bermula saat wanita tersebut berkeliaran pada pukul 07.00 WIB sembari membawa senjata api jenis FN. Di sisi lain, ada anggota Sat Gatur yang tengah rutin berjaga di sekitar Istana.
”Kemudian ada seorang perempuan berjalan kaki dari harmoni mengarah ke jl medan merdeka utara Tepatnya di pintu masuk istana dan menghampiri anggota paspampres yang sedang siaga dengan menodongkan senpi jenis FN,” tuturnya.
Akibatnya, anggota Sat Gatur yakni Aiptu Hermawan, Briptu Krismanto dan Bripda Yuda mengamankan wanita tersebut dan merebut senpi dari tangannya. Hingga kini wanita tersebut telah diserahkan kepada reserse Jakarta Pusat. "(Diamankan) di subdit kamneg," pungkas Latif.
