Cuban President Miguel Diaz-Canel has arrived in Russia to hold talks with President Vladimir Putin and also attend an unveiling of a monument to late Cuban leader Fidel Castro, a Sputnik correspondent reported on Saturday.
The plane carrying the Cuban president with his spouse and the delegation landed at around 18:30 GMT at Vnukovo International Airport in Moscow.
Diaz-Canel was welcomed by a military orchestra, which performed the Cuban and Russian anthems.

The visit will include negotiations between the two heads of state and the opening of a monument to Fidel Castro who led the Cuban Revolution and was the leader of Cuba from 1953 to 2008.

Tim Maltin, a high-powered public affairs executive in London, is on board to help the novice Democratic politician with press and social media, O’Dowd said.
California’s political graveyard is littered with the carcasses of wealthy self-funding candidates with no government experience who bring in boldface names to help with their high-dollar runs only to suffer humiliating defeats. The main questions swirling around O’Dowd is not whether he can win, but if he wants to, what victory for him looks like and whether he complicates matters for fellow Democrats along the way.
O’Dowd wouldn’t say he was using a Senate campaign purely as a means of drawing attention to his pet issues, as the people familiar with his plans anticipated that he would. Nor would he explicitly say if he was actually trying to win the contest. The entrepreneur who has made his fortune by selling military software to customers has been using his latest Tesla to test and film the self-driving software. The results are not very Tesla-friendly. The tests show the car swerving across the centerline toward oncoming traffic, failing to slow down in a school zone and missing stop signs.
Only recently, he posted a video in which a Tesla in full self-driving mode could be seen mowing down child-size mannequins.
“If Tesla gets away with this and ships this product and I can’t convince the public that a self-driving car that drives like a drunken, suicidal 13-year-old shouldn’t be on the road, I’m going to fail,” O’Dowd said in an interview from his Santa Barbara office.
Aside from O’Dowd’s big stage, Tesla continues to develop its game-changing technology. During a Tesla event in September, Musk stated that since Full Self-Driving is already saving lives, keeping technology off of public roads would be “morally wrong.”
“At the point of which you believe that adding autonomy reduces injury and death, I think you have a moral obligation to deploy it even though you’re going to get sued and blamed by a lot of people,” Musk said.
Many followers of Elon Musk have criticized O’Dowd for his movements. Tesla sent a cease-and-desist letter in response to O’Dowd’s infant mannequin experiment. O’Dowd also claimed that his last Twitter ad was recently rejected.
However, Tesla fans are not the only ones who criticize. Safety experts have disputed whether objective rogue testing is the most effective strategy for more legislative measures.
“They’re doing it on public roads. It still raises the same ethical issues that you’re putting other people at nonconsensual risk,” said Phil Koopman, an associate professor at Carnegie Mellon University who has studied autonomous car safety for years.
“I’m not a fan, no matter who it is.”
“Consumers should never attempt to create their own test scenarios,” said National Highway Traffic Safety Administration spokeswoman Lucia Sanchez.
With Tesla’s full self-driving feature in mind, O’Dowd suggests that software be built thoroughly before being released. It is opposite to most leading technology corporations’ “move fast and break things” attitude. Tesla, he argues, has taken that attitude and applied it to public highways.
For ages, Tesla automobiles have come equipped with the Autopilot technology as a standard kit. However, the Full Self-Driving Beta function offered by the company is considerably superior to anything else.
O’Dowd is no stranger to brawls publicly. He authored multiple blog postings two decades ago warning that the Linux operating system, which was beginning to threaten his firm, was unsafe because foreign spies might introduce malicious code into it. But his cautions usually went unheeded.
This time, he decided to have the Dawn Project, a larger initiative, that revolves around Tesla’s software. Based on an analysis of dozens of hours of YouTube video, he began his campaign in January with an ad in the New York Times claiming that the software makes a mistake every eight minutes.

Then there came his run for the Senate campaign. He invested millions in television ads that included Tesla customers compelled to step in when their Full Self-Driving Beta vehicles made mistakes. Another set of adverts contrasts Musk’s predictions for the day when his cars will be able to drive themselves with the fact that they will still need close driver supervision.
To ease any residual doubts about his techniques, O’Dowd stated that he planned to repeat the tests, this time in front of the press, authorities, Tesla enthusiasts, and even Musk himself.

Demanding that Washington “stop giving a blank check to Ukraine and demand accountability” for the tens of billions of dollars already sent, Gabbard stressed that much of this money has gone to the US military-industrial complex, which has already made “trillions of dollars” off of US wars abroad.
“Now the Biden wants to hire 87,000 new IRS agents to go over every receipt and every deductible of American taxpayers with a fine tooth comb, squeezing every penny that they can. (For) the Ukrainian government and their corrupt bureaucrats and oligarchs, and the defense contractors who are profiting from all these weapons, the Biden administration requires no receipts at all. Why is this? Is because they know that most of this money, our taxpayer dollars is going to corrupt bureaucrats…Their actions expose who they really care about. It’s not us,” Gabbard said.
The politician-turned-commentator complained that as Washington continues to ship cash and troops to conflicts abroad, the White House and Congress are failing in their duty to care for America’s veterans.
“As we speak here we have soldiers who are forced to rely on food stamps to feed their families, soldiers who are living in uninhabitable conditions, and those who are not getting the care that they need for service-related injuries, illnesses and diseases,” Gabbard said.
Gabbard, 41, served as a congresswoman in the House of Representatives between 2013 and 2021, and as vice chairwoman of the Democratic National Committee between 2013 and 2016. She quit DNC vice chairwomanship in protest of the primary process, accusing DNC chairwoman Debbie Wasserman Schulz of rigging the vote in favor of former Obama secretary of state Hillary Clinton against Vermont Senator Bernie Sanders.

The United Nations is calling for a full investigation of all reported human rights violations in the context of more than 10 brutally executed Russian Prisoners of War (PoW) by the Ukrainian side, UN Spokesperson Farhan Haq told Sputnik.
"We have called for all reported human rights violations by all sides in this conflict to be fully investigated and for there to be accountability," Haq said on Friday.
Earlier in the day, the Russian Defense Ministry said that the Ukrainian military had deliberately killed more than 10 captured Russian servicemen, shooting them in the head at point blank — a crime no one can present as a "tragic exception."
The defense ministry said that "the published new video evidence of the mass massacre of unarmed Russian prisoners of war by Ukrainian soldiers confirms the savage essence of the current Kiev regime led by (Ukrainian President Volodymyr) Zelensky and those who protect and support it."
The Russian Investigative Committee opened a criminal investigation on Friday into the execution of Russian POWs by the Ukrainian military. The committee said that Russian military investigators were also taking measures to identify individuals who captured the footage of the execution.
Russian MoD 'Over 10 Russian Servicemen Shot, Killed in Cold Blood by Ukrainian Forces'
Earlier in the day, grizzly footage posted to social media from Makeevka, a settlement in the Lugansk People’s Republic taken by Ukrainian forces this week, appeared to show that a dozen captured and unarmed Russian servicemen had been executed by their captors.
Russia's Defense Ministry confirmed Friday that more 10 Russian troops had been executed in cold blood by "degenerates" from the Ukrainian Armed Forces.
"(Volodymyr) Zelensky and his henchmen will have to answer before the court of history, the peoples of Russia and Ukraine for every tortured and executed prisoner of war," the MoD said in a briefing Friday.
Video evidence of the suspected war crime in Makeevka demonstrates "the vicious essence of the current Kiev regime headed by Zelensky and those who protect and support him," the military added.
"The brutal murder of Russian PoWs is not the first and only such war crime, but common practice among the Ukrainian Armed Forces, actively supported by the Kiev regime, and not noticed at point-blank range by its Western patrons," the MoD said.
The Russian military emphasized that Ukrainian servicemen captured by Russian forces this week are being held in accordance with the provisions of the Geneva Convention.
Earlier in the day, footage posted to social media allegedly shot in Makeevka, a settlement in the Lugansk People’s Republic recently captured by Ukrainian forces, showed the execution of up to a dozen captured Russian servicemen.
One video showed Russian troops exiting a bombed-out house one by one with their hands up and lying down on the ground. One of their comrades refused to surrender, opening fire on the Ukrainians with an automatic rifle, after which the video cut out. A second video, shot by a drone, showed twelve lifeless, unarmed Russian troops lying on the ground, in the same poses and locations they were in in the first video. Users suspected that the surrendered troops may have been killed ‘as punishment’ for their comrade who refused to give up.
Valery Fadeyev, chairman of the Russian Human Rights Council, promised to send the video materials to international organizations and demand an investigation into the suspected war crime.
Later Friday, the Office of the United Nations High Commissioner for Human Rights confirmed that it was examining footage of the incident.
The executions at Makeevka are not the first time that Kiev has been accused of war crimes against Russian troops. In early April, footage emerged online showing Russian military personnel with their hands tied behind their backs being executed outside the Ukrainian capital. The detained PoWs are thought to have been killed by Georgian mercenary forces. In June, the Russian Defense Ministry announced that Russian forces liquidated members of the so-called 'Georgian Legion' thought to be involved in the torture and execution of unarmed Russian troops.
In May, a French medical volunteer opened up to local media on how he witnessed members of the Azov Regiment - the notorious neo-Nazi fighting force operating under the aegis of the Ukrainian National Guard, shooting captured Russian troops in the knees, and shooting officers in the head.
Also in May, the UN's Human Rights Monitoring Mission in Ukraine confirmed that it had "credible information" on the "torture, ill-treatment and incommunicado detention by [the] Ukrainian Armed Forces of prisoners of war belonging to the Russian Armed Forces and affiliated armed groups."
Russia and Ukraine have carried out a series of prisoner exchanges in recent months. While some returned Russian prisoners have indicated that the conditions of their captivity were acceptable, others have complained of beatings, humiliations, and torture, including of a sexual nature.
The Russian military and human rights groups have attributed part of the criminal behavior against Russian forces to the neo-Nazi formations such as Azov attached to regular Ukrainian detachments. Ukrainian prisoners of war captured by Russian and Donbass forces have also relayed stories of the neo-Nazis' crimes against even their own men, with a senior sergeant from a Ukrainian recon company telling Sputnik in April that ultra-right fighters used blocking detachment tactics to keep up fighting discipline and prevent desertion, threatening to shoot their own troops if they retreated.
In September, Russia swapped 215 Ukrainian PoWs, including over 100 Azov fighters and foreign mercs, for 55 Russian PoWs and pro-Russian Ukrainian politician Viktor Medvedchuk. The release of the Azov fighters was heavily criticized in some corners of Russian society, with critics suggesting the PoWs should have been tried and imprisoned for suspected war crimes. Others, including family members of the released Russians, pointed to the importance of getting their loved ones home to safety, given the difficult conditions they often face in captivity.
