No country is currently protected from "hostile raids" by the United States and its allies, Russian Foreign Minister Sergey Lavrov said in an article for the Razvedchik (Intelligence Officer) magazine on Friday.







"In general, nobody today is safe from hostile `raids’ by the Americans and their NATO allies," he opined, saying that "apart from Russia, numerous countries are currently being threatened and blackmailed."


According to Russia’s top diplomat, "the situation in and around Ukraine is but a manifestation of a large-scale collision involving attempts by a small group of Western countries seeking world domination and a reversal of the intrinsic emergence of a multipolar architecture."


"They have set a strategic task of comprehensively deterring China, as part of the so-called Indo-Pacific strategies, too," Lavrov said. He slammed what he said was the West’s vicious interference in the internal affairs of sovereign nations, including fraternal Belarus, and condemned the years-long economic blockade of Cuba.


"While acting in the worst colonial traditions, the Americans and their backers are trying to divide the world into `democracies’ and `authoritarian regimes’," the Russian foreign minister noted. He also castigated the EU’s diplomacy chief Josep Borrell for his "racist" statement about Europe being a garden and the rest of the world a jungle.

Russia is aware that the collective West is putting extra pressure on countries that opted not to join sanctions, Kremlin Spokesman Dmitry Peskov told reporters on Friday.


"It’s not news that the countries of the collective West headed by the US are putting blatant, undue pressure on a slew of nations that choose not to join the illegal restrictions imposed against Russia," he said. "Those countries themselves tell us about it. Unfortunately, they are facing such an onslaught," Peskov added.







The issue "requires special attention" on the part of both Russia and the countries under pressure, Peskov said. "We remain in close contact with our partners in order to minimize risks," he explained.


Commenting on reports that Kazakhstan will restrict parallel imports to Russia, he stressed that "Russia and Kazakhstan are allies, good friends." "We appreciate our bilateral relations and we will continue expanding them. the spokesman noted.

The deputy chairman of Russia’s Security Council, Dmitry Medvedev, has warned that Ukraine's attempt to retake Crimea would be reason enough for Russia to use any weapons, including those provided for by its nuclear doctrine.


"As far as some serious offensives involving an attempt to retake Crimea are concerned, it is absolutely clear that this will serve as a basis for the use of all means of protection, including those provided for by the basic doctrine of nuclear deterrence, when the use of any types of weapons against Russia poses a threat to the existence of the state as such," Medvedev said in an interview with Russian media, including TASS, as well as uses of the VKontakte social media network. He explained that "an attempt to split off part of the state would be tantamount to an encroachment on the existence of the state itself."


"Therefore, draw your own conclusions: there are obvious grounds for using any weapons. Absolutely any," Medvedev warned. "I hope our 'friends' across the ocean realize this."


At the same time, Medvedev believes that Ukraine's statements about the "retaking" of Crimea were mostly propaganda.


"All sorts of statements about retaking Crimea or something else… You see, this is propaganda and it should be treated as such. You always see it in times of war," he explained.

While the Hungarian government has yet to take an official position on the International Criminal Court’s war crimes warrant against Russian President Vladimir Putin, the prime minister’s chief of staff said on Thursday that the country’s constitution wouldn’t allow for its enforcement.







“We can refer to the Hungarian law, and based on that we cannot arrest the Russian president ... as the ICC statute has not been promulgated in Hungary,” said PM Viktor Orban’s chief of staff, Gergely Gulyas, addressing reporters during a press conference in Budapest.


“These decisions are not the most fortunate as they take things towards further escalation and not towards peace,” Gulyas said in reference to the ICC warrant, qualifying it as his “personal, subjective opinion.”


Last week, the ICC called for the arrest of Putin and Russian children’s rights commissioner Maria Lvova-Belova, accusing them of personal, command and indirect responsibility for “forcible transfer of population,” referring to Moscow’s efforts to evacuate children from the combat zone. Ukraine cheered the move, accusing Russia of “kidnapping” children.


Moscow responded by saying the ICC has no authority or legitimacy, as Russia never ratified the 1998 Rome Statute that established the court. Former president Dmitry Medvedev said that the charges meant a “complete collapse of international law.” Russian authorities have also initiated criminal proceedings against the ICC’s head prosecutor and three judges involved with the warrant.


Ukraine never ratified the Rome Statute either, but the government set up after the US-backed coup in 2014 announced it would accept its jurisdiction for crimes allegedly committed by Russia on its territory.


Hungary did ratify the Rome Statute, and was actually among the NATO countries and other US allies that sent the ICC a criminal referral on Ukraine on March 2, at least according to the court.







Washington was not directly involved, however, as the US does not recognize the ICC either. After withdrawing its signature on the Rome Treaty in 2002, the US Congress passed a law allowing for the use of military force to rescue any American or member of an allied military, should they be detained in The Hague.



Hungary does not support UK’s decision to ship depleted uranium shells to Kiev — official



Hungary considers the UK’s decision to ship depleted uranium shells to Ukraine wrong, Hungarian Minister of the Prime Minister’s Office Gergely Gulyas told reported Thursday.


This step does not lead towards de-escalation of the Ukrainian conflict, Gulyas said, adding that Hungary would not recommend anyone to use depleted uranium shells.


"Hungary does not support any actions that could lead to an escalation of the war," the Minister said.


He also noted that the Hungarian government does not ship weapons and ammunition to Ukraine, and calls for resolution of the ongoing conflict only via peace negotiations.


Earlier on Monday, UK Minister of State for Defense Annabel Goldie said in her written response to an inquiry by Member of the House of Lords Raymond Jolliffe that British authorities will send shells to Ukraine that contain depleted uranium and that feature improved efficiency against armored vehicles.








Commenting on this decision of British authorities, Russian President Vladimir Putin said Tuesday that Russia will have to correspondingly react to the fact that the "collective West begins using weapons with a nuclear component."


The Russian Embassy in the UK warned London against shipping depleted uranium shells to Kiev. The Embassy underscored that this step may cause an escalation of the conflict, and use of such shells in Ukraine would affect the health of the local population.



Ukrainian Orthodox Church clergy starts leaving Kiev-Pechersk Lavra — ministry



Clergy of the canonic Ukrainian Orthodox Church have started to leave the Kiev-Pechersk Lavra, Ukraine’s Culture and Information Policy Minister Alexander Tkachenko said in a live broadcast on national television on Thursday night.


"The process UOC’s withdrawal from the [Kiev-Pechersk] Lavra is now under way," he said. "The process has begun."

According to the minister, police and security officers are inspecting the departing monks and their luggage.


"If a state commission finds that something is missing in the Lavra, the UOC clergy will be prosecuted by law," Tkachenko added.


On March 10, an eviction notice from the acting director general of the Kiev-Pechersk Lavra Historical and Cultural Reserve (subordinate to the Ukrainian Ministry of Culture) was published on the monastery’s website, stating that monks affiliated with the canonical Ukrainian Orthodox Church must leave the Holy Dormition Kiev-Pechersk Lavra by March 29, when the current lease expires.

U.S. lawmakers on Thursday battered TikTok's CEO about potential Chinese influence over the platform and said its short videos were damaging children's mental health, reflecting bipartisan concerns about the app's power over Americans.







CEO Shou Zi Chew's testimony before Congress did little to assuage U.S. worries over TikTok's China-based parent company ByteDance and added fresh momentum to lawmakers' calls to ban the platform nationwide.


Over five hours of testimony, Chew repeatedly denied the app shares data or has connections with the Chinese Communist Party and argued the platform was doing everything to ensure safety for its 150 million American users.


Chew said TikTok for more than two years has been "building what amounts to a firewall to seal off protected U.S. user data from unauthorized foreign access. The bottom line is this: American data stored on American soil, by an American company, overseen by American personnel," Chew said.


But not a single lawmaker offered support for TikTok, as they deemed Chew's answers on China evasive and aired concerns over the power the app holds over U.S. children.


Others accused TikTok of promoting content that encourages eating disorders among children, illegal drug sales and sexual exploitation.


"TikTok could be designed to minimize the harm to kids, but a decision was made to aggressively addict kids in the name of profits," said Representative Kathy Castor, a Democrat, at the House of Representatives Energy and Commerce committee hearing.


Chew responded to many pointed questions by saying the issues were "complex" and not unique to TikTok.







The company says it has spent more than $1.5 billion on data security efforts under the name "Project Texas" which currently has nearly 1,500 full-time employees and is contracted with Oracle Corp (ORCL.N) to store TikTok's U.S. user data.


But critics were not appeased as the company failed to announce any new efforts to safeguard privacy.


Chew, who began his testimony by referring to his Singaporean roots, said: "We do not promote or remove content at the request of the Chinese government."


He added: "It is our commitment to this committee and all our users that we will keep (TikTok) free from any manipulation by any government." He said the app strictly screens content that could harm children.


It is not clear how lawmakers will proceed after the hearing or how quickly they might move to pass legislation to strengthen the Biden administration's legal powers to ban TikTok.



'NOT ABOUT THE OWNERSHIP'



Some 20 U.S. senators - 10 Democrats and 10 Republicans - have backed bipartisan legislation giving President Joe Biden's administration a path to ban TikTok, and the app's fate has added a new element to tensions between Washington and Beijing.


TikTok last week said the Biden administration demanded its Chinese owners divest their stakes or face a potential ban.


When asked about a potential divestiture, Chew said the issue was "not about the ownership" and argued U.S. concerns could be addressed by moving data to its U.S. storage centers.








China's commerce ministry said forcing TikTok's sale "will seriously damage the confidence of investors from all over the world, including China, to invest in the United States," and that China would oppose any sale.


Some lawmakers cited China's comments to reject TikTok's contention that it is separate from the Chinese government.


At Thursday's House hearing, Representative Neal Dunn asked Chew if ByteDance has spied on Americans at Beijing's request. Chew answered, "No."


Republican Dunn then asked about U.S. media reports that a China-based team at ByteDance planned to use TikTok to monitor the location of specific U.S. citizens, and repeated his question about whether ByteDance was spying.


"I don't think that spying is the right way to describe it," Chew said. He went on to describe the reports as involving an "internal investigation," but was cut off by Dunn, who called TikTok's widespread use "a cancer."


Shares of U.S. social media companies that compete with TikTok for advertising rose on Thursday, with Facebook parent Meta Platforms Inc (META.O) closing 2.2% higher and Snap Inc (SNAP.N) up 3.1%.


"SNAP and META are up on idea that the CEO didn't do well and TikTok may be banned," said Thomas Hayes, chairman and managing member of Great Hill Capital. "I think the rumors of TikTok's demise may be greatly exaggerated."



'SAVE OUR CHILDREN'



Democratic lawmaker Tony Cardenas said Chew was a "good dancer with words" and accused him of avoiding tough questions on evidence that the app has harmed children's mental health.







Chew said the company was investing in content moderation and artificial intelligence to limit such content. Representative Diana DeGette, a Democrat, said TikTok's efforts to prevent the spread of misinformation on the platform were not working.


"You gave me only generalized statements that you're investing, that you're concerned, that you're doing work. That's not enough for me. That's not enough for the parents of America,' DeGette said. Representative Gus Bilirakis showed the committee a collection of short TikTok videos that appeared to glorify self-harm and suicide, or outright tell viewers to kill themselves.


"Your technology is literally leading to death," Bilirakis said. "We must save our children from big tech companies like yours, who continue to abuse and manipulate them for your own gain."


Chew told Bilirakis that TikTok takes the issue of suicide and self-harm "very, very seriously."


TikTok is not available in China, where ByteDance offers a Chinese equivalent Douyin. Still, the hearing was closely watched in the country, with related news posts gathering millions of views on microblogging site Weibo where many users expressed sympathy for Shou and criticized U.S. "hostility."


Hu Xijin, a former editor-in-chief of state-run tabloid Global Times, said in a tweet on Thursday: "The U.S. is robbing TikTok this time, but it is hypocritically going through the process of a hearing."


ByteDance did not reply to a request for comment.

Sekitar 20 senator AS - 10 Demokrat dan 10 Republik - telah mendukung undang-undang bipartisan yang memberi jalan kepada pemerintahan Presiden Joe Biden untuk melarang TikTok, dan nasib aplikasi tersebut telah menambah elemen baru pada ketegangan antara Washington dan Beijing.


TikTok pekan lalu mengatakan pemerintahan Biden menuntut pemiliknya di China melepaskan saham mereka atau menghadapi potensi larangan.


Ketika ditanya tentang potensi divestasi, Chew mengatakan masalahnya "bukan tentang kepemilikan" dan berpendapat bahwa kekhawatiran AS dapat diatasi dengan memindahkan data ke pusat penyimpanan AS.








Kementerian perdagangan China mengatakan memaksa penjualan TikTok "akan sangat merusak kepercayaan investor dari seluruh dunia, termasuk China, untuk berinvestasi di Amerika Serikat," dan bahwa China akan menentang penjualan apa pun.


Beberapa anggota parlemen mengutip komentar China untuk menolak anggapan TikTok bahwa itu terpisah dari pemerintah China.


Pada sidang DPR hari Kamis, Perwakilan Neal Dunn bertanya pada Chew apakah ByteDance telah memata-matai orang Amerika atas permintaan Beijing. Chew menjawab, "Tidak."


Dunn dari Partai Republik kemudian bertanya tentang laporan media AS bahwa tim ByteDance yang berbasis di China berencana menggunakan TikTok untuk memantau lokasi warga AS tertentu, dan mengulangi pertanyaannya tentang apakah ByteDance memata-matai.


"Menurutku memata-matai bukanlah cara yang tepat untuk menggambarkannya," kata Chew. Dia melanjutkan untuk menggambarkan laporan tersebut sebagai "penyelidikan internal", tetapi dipotong oleh Dunn, yang menyebut penggunaan TikTok secara luas sebagai "kanker".


Saham perusahaan media sosial AS yang bersaing dengan TikTok untuk iklan naik pada hari Kamis, dengan induk Facebook Meta Platforms Inc (META.O) ditutup 2,2% lebih tinggi dan Snap Inc (SNAP.N) naik 3,1%.


"SNAP dan META berpendapat bahwa CEO tidak melakukannya dengan baik dan TikTok mungkin dilarang," kata Thomas Hayes, ketua dan anggota pengelola Great Hill Capital. "Saya pikir rumor kematian TikTok mungkin sangat dibesar-besarkan."



'SELAMATKAN ANAK KITA'



Anggota parlemen Demokrat Tony Cardenas mengatakan Chew adalah "penari yang baik dengan kata-kata" dan menuduhnya menghindari pertanyaan sulit dengan bukti bahwa aplikasi tersebut telah merusak kesehatan mental anak-anak.


Chew mengatakan perusahaan berinvestasi dalam moderasi konten dan kecerdasan buatan untuk membatasi konten semacam itu.







Perwakilan Diana DeGette, seorang Demokrat, mengatakan upaya TikTok untuk mencegah penyebaran informasi yang salah di platform tidak berhasil.


"Anda hanya memberi saya pernyataan umum bahwa Anda berinvestasi, bahwa Anda khawatir, bahwa Anda sedang bekerja. Itu tidak cukup bagi saya. Itu tidak cukup untuk orang tua Amerika," kata DeGette.


Perwakilan Gus Bilirakis menunjukkan kepada panitia kumpulan video pendek TikTok yang tampaknya memuliakan tindakan menyakiti diri sendiri dan bunuh diri, atau langsung menyuruh pemirsa untuk bunuh diri.


"Teknologi Anda benar-benar menyebabkan kematian," kata Bilirakis. "Kita harus menyelamatkan anak-anak kita dari perusahaan teknologi besar seperti milik Anda, yang terus menyalahgunakan dan memanipulasi mereka untuk keuntungan Anda sendiri."


Chew memberi tahu Bilirakis bahwa TikTok menangani masalah bunuh diri dan menyakiti diri "dengan sangat, sangat serius".


TikTok tidak tersedia di Cina, di mana ByteDance menawarkan Douyin yang setara dengan bahasa Cina. Namun, sidang itu diawasi dengan ketat di negara itu, dengan posting berita terkait mengumpulkan jutaan tampilan di situs microblogging Weibo di mana banyak pengguna menyatakan simpati untuk Shou dan mengkritik "permusuhan" AS.


Hu Xijin, mantan pemimpin redaksi tabloid Global Times yang dikelola negara, mengatakan dalam sebuah tweet pada hari Kamis: "AS merampok TikTok kali ini, tetapi secara munafik melalui proses audiensi."

Over the past year, Russia understood that its decision to quit the Council of Europe was the right thing to do, and will not return to this organization in the future, a senior Russian diplomat has told TASS in an interview.







Director of the Russian Foreign Ministry’s Department of European Cooperation Nikolay Kobrinets said: "The past year proved to us that we had made the right choice [to quit the Council of Europe]."


"Our ‘divorce’ with Strasbourg is not a whim, it’s a well-thought decision that took a few years to ripe. The Council of Europe of the present day is far from what it used to be back in 1996. Double standards, hypocrisy and Russophobia are its distinctive traits now. Clearly, with the Council of Europe of this kind, our ways have parted," the Russian diplomat said.


Kobrinets went on to say that unification principles and democratic ideals, proclaimed by the Council of Europe’s Charter were "sacrificed to bloc interests." In his words, the West turned the organization into its ideological appendage and used it to "impose its dubious ‘progressivist’ values" on Russia and to put pressure on its government and people.


"The page has been turned. There is nothing to regret," the Russian diplomat added.


He said that Russia was not going to tarnish its 26-year-long history as a Council of Europe member.


"There were lots of useful things, particularly for the development of the Russian legislation. But this chapter is now closed," Kobrinets said.


Russia withdrew from the Council of Europe in March 2022. According to the Russian Foreign Ministry, NATO and European Union countries, who abuse their absolute majority in the Committee of Ministers of the Council of Europe (CMCE), continue to pursue "a course towards the destruction of the Council of Europe and the common humanitarian and legal space in Europe." They "persistently turn this organization into an instrument of anti-Russian politics, by refusing to engage in an equal dialogue and rejecting all principles that serve as a foundation for this pan-European structure," the ministry added.
