Russia's Nord Stream pipelines suffered a coordinated sabotage attack last September, cutting off a key route for the delivery of Russian natural gas to Europe. Moscow has accused the US and its allies of involvement. US officials and media have attempted to deflect by blaming a mysterious 'pro-Ukrainian group' unaffiliated to any government.
"First, I will mention the sabotage of the Nord Stream 1 and Nord Stream 2 gas pipelines which took place in September 2022. We hope, Mr. Ambassador, that the Danish side supports our proposal to set up an independent, international commission to establish all the circumstances of what took place," Putin said, speaking to Denmark's new envoy to Russia at a ceremony in the Kremlin on Wednesday.
Pointing to Russia and Denmark's long history of relations - which span some 530 years, Putin recalled how "at one time, the families of the monarchic ruling families were related. As you know, the wife of Emperor Alexander III - Maria Feodorovna, was Danish by birth. That is, our countries have always been close to one another historically, and behaved like good neighbors in the Baltic Sea."
Unfortunately, Putin said, today the situation in the body of water can be described as "literally turbulent" thanks to the attack on Nord Stream, which took place off the Danish island of Bornholm.
Russia-US Ties in Deep Crisis
During Wednesday's ceremony, Putin also received the credentials of Lynne Tracy, the new US ambassador to Russia. Unfortunately, he noted, relations between Moscow and Washington can't be described otherwise than being in a state of "deep crisis."
"Relations between the Russian Federation and the United States, upon whom global security and stability directly depend, are going through a deep crisis, unfortunately," Putin said. "Its roots lie in the fundamentally different approaches to the formation of the contemporary world order."
"I know that you may not agree with me, but I cannot help but say today that the US's use of such tools in its foreign policy as support for so-called 'color revolutions' - support in this regard for the coup d'etat in Kiev in 2014, ultimately led to the present Ukrainian crisis, and contributed in a negative way to the degradation of Russian-American relations," Putin said, addressing Tracy.
"Russia, Putin said, "has always advocated" for building ties with the US "on the principles of equality, respect for one another's sovereignty and interests, and non-interference in internal affairs. We will be guided by these principles in the future."
Issues With Norway
Many of the same problems stand in the way of good relations between Russia and Norway, the Russian president said.
"Today, bilateral contacts (between Russia and Norway) have been reduced to a minimum. Interaction on important international and regional issues, including in the Arctic - which is so significant for both countries, has been frozen. It is unlikely that all this is in the interests of our two peoples," Putin said, addressing new Norwegian Ambassador Robert Kvile.
The current trends are a reversal of decades of "constructive" ties, Putin added, recalling the "thousands of Soviet soldiers" who "gave their lives for the liberation of northern Norway from the Nazis in 1944."
Iraq Relations
Welcoming the new envoy from Iraq, Putin recalled that next year will mark the 80th anniversary of the establishment of diplomatic ties between Moscow and Baghdad.
"Russian-Iraqi cooperation offers a wealth of experience in mutually beneficial joint projects in various areas, including oil and gas. I will point out that over the past two years, bilateral trade has shown steady growth, and the goal is to jointly maintain the positive dynamics, including through the diversification of economic cooperation," he said.
Alluding to Iraq's difficult, turbulent history in recent years, Putin emphasized that Russia "has consistently advocated unconditional respect for the sovereignty and territorial integrity of Iraq," and "categorically condemns any external interference in the internal affairs of your country, Mr. Ambassador."
Mexico Ties
Putin also greeted Mexico's new ambassador to Russia - recalling the 130+ year history of relations, and the respect and mutually beneficial cooperation that serves as their bedrock. "We appreciate Mexico City's balanced approaches in settling global problems on the principles of multilateralism, non-intervention, respect for international law and the peaceful settlement of disputes," the president said.
On a personal note, Putin heartily congratulated Mexico's envoy, who celebrated his birthday Wednesday, wishing him "good health, well-being and success."
Russia Hopes to Restore Ties With EU
The Russian president also greeted the new EU representative, Roland Galharague, saying that as with the US, Moscow-Brussels ties have deteriorated significantly, "to our great regret."
The principle cause of the downturn, in Putin's view, is that the EU left its original core functions of Europe's economic cooperation and integration to one side and "initiated a geopolitical confrontation with Russia."
As the EU's neighbor, Russia would like to gradually return to cooperation with Brussels, Putin said. "I would like to express the hope that all of the actions which are now damaging our relations can become a thing of the past, and we will do everything to build them in the correct way, both for Russia and the economies of the member countries. We hope that over time, the logic of mutual cooperation will prevail."
Syrian Alliance
Putin also offered a warm welcome for Bashar Jaafari, the Syrian ambassador to Russia, who previously served as deputy minister of foreign affairs, and Syria's permanent representative to the United Nations.
"Syria is our reliable partner, an ally in the Arab world and in the international arena as a whole. Russia helped the Syrian people defend their sovereignty and independence in the face of aggression by international terrorists at a difficult time," Putin said. Moscow will continue to assist Damascus in reconstruction following February's devastating earthquakes, as well as Syria's push to normalize its ties with its neighbors, the Russian president assured the veteran Syrian diplomat.
The relations between Russia and the European Union (EU) have seriously deteriorated recently, though Moscow expects their gradual recovery, Russian President Vladimir Putin told a ceremony of accepting credentials from 17 new foreign ambassadors on Wednesday.
"The head of the European Union’s mission who is present here, probably shares the view that the Union’s relations with Russia have deteriorated seriously in recent years, much to our regret," he said.
Moscow believes this is due to the fact that the EU has abandoned its "main initial function of economic cooperation expansion, integration on the European continent," "initiating a geopolitical standoff with Russia" instead, Putin noted.
Russia expects a gradual recovery of relations with the EU, he added. "I would like to express hope that all actions inflicting damage to our relations will nevertheless remain in the past, and we will do everything to build them in a proper way for Russia and for economies of member states of this organization. We hope nevertheless that the logic of mutual cooperation will prevail over time," the president said.
Apart from diplomatic missions of separate European countries, there are missions of the whole European Union as an integration as well. In Moscow, it was opened in 1991 (working as a mission of the European Commission, the EU’s supreme executive body, until December 1, 2009).
During the Wednesday ceremony, credentials were delivered by EU Ambassador to Russia Roland Galharague, who became head of the EU’s mission in Moscow last September.
Russia appreciates Mexico’s balanced approach to international issues — Putin
Moscow values Mexico’s balanced approach to international issues and is interested in continuing to boost trade and other ties between the two countries, Russian President Vladimir Putin said on Wednesday.
"We appreciate Mexico’s balanced approach to settling global issues using the principles of multilateralization, non-interference, observing the norms of international law and peaceful resolution of arguments," Putin said during a ceremony where 17 ambassadors formally presented their diplomatic credentials to the Russian president.
He noted that relations between Russia and Mexico are over 130 years old and are based on the traditions of reciprocal respect and mutually beneficial cooperation. According to the Russian president, the trade turnover of the two countries reached $4 bln last year and this is a good indicator.
"We are interested in continuing to boost trade, in implementing joint projects in energy, pharmaceuticals and agriculture. And, of course, we are open to expanding scientific, cultural and tourist exchanges," the Russian leader stressed.
The Russian head of state pointed out that Mexican Ambassador Eduardo Villegas Megias, who participated in the ceremony, turned 45 today. "I sincerely congratulate him and wish him good health, prosperity and success," Putin said.
Russia to develop relations with Honduras — Putin
Russia considers Honduras an important partner in the Central America and aims to further strengthen bilateral relations, Russian President Vladimir Putin told a ceremony of accepting credentials from 17 new foreign ambassadors.
"Honduras is an important partner of Russia in the Central America. We will continue to develop political dialogue, expand trade and economic ties, as well as cultural and humanitarian exchanges," Putin said.
"We have supported the initiative of the Honduran side to conclude an intergovernmental agreement on the mutual recognition of higher education diplomas, which will undoubtedly stimulate educational exchanges," the Russian head of state added.
Situation in the world complicated, many controversies hinder cooperation — Putin
Controversies that have accumulated between countries, hinder productive cooperation, Russian President Vladimir Putin said during the ceremony of accepting foreign envoys’ letters of credence Wednesday.
"The situation in the world right now is complicated; a lot of controversies have accumulated that sometimes feel irreconcilable and hinder normal, productive cooperation between states. But still, we would like to hope that the work of your embassies will contribute to development of cooperation between our countries," the head of state said.
Addressing the envoys, Putin underscored: "Rest assured that all your initiatives and proposals that follow this course will be met with support both from Russian authorities and our business and public circles."
Putin welcomed the envoys in the Kremlin.
"You were tasked with an honorable and at the same time important mission to represent your states in Russia. We expect that you will be actively involved in resolution of all kind of issues involving political dialogue, trade and economic ties, cultural and humanitarian exchanges, communication between people," the President concluded.
Putin starts ceremony to accept diplomatic credentials from new ambassadors
Russian President Vladimir Putin has started the ceremony of accepting diplomatic credentials from 17 new foreign ambassadors at the Alexander Hall of the Grand Kremlin Palace.
Some of the ambassadors represent the countries and territories that are unfriendly to Russia. It’s for example, US Ambassador Lynne Tracy. She was approved for this post in December 2022 and became the first woman to head the US diplomatic mission in Russia.
The ceremony is also attended by diplomats Jacob Henningsen of Denmark and Robert Kvile of Norway and Roland Galharague of the EU.
The ambassadors of Abkhazia, Brunei, the Republic of Guinea, Honduras, Zimbabwe, Iraq, Cambodia, Mexico, Oman, Paraguay, North Macedonia, Syria and Equatorial Guinea will also be in attendance. Putin will also accept credentials from the diplomats of three Arab countries - Iraq, Oman and Syria - and the ambassador of Abkhazia.
Putin is expected to deliver an extensive speech on foreign policy at the start of the event.

Saudi Arabia’s Ministry of Foreign Affairs condemned the storming of Al-Aqsa Mosque in Jerusalem by the Israeli army, assaulting worshipers and arresting several on Wednesday, the official Saudi Press Agency (SPA) reported.
In a statement, the ministry “expressed the Kingdom of Saudi Arabia’s condemnation and rejection of the blatant storming of Al-Aqsa Mosque’s compound, these practices undermine peace efforts, reaffirming its firm position in supporting all efforts aimed at ending the occupation and reaching a just and comprehensive solution to the Palestinian cause.”
The raid occurred during the month of Ramadan, a time of spirituality and prayer in Islam.
“Such actions violate international principles and norms regarding respect for religious sanctities,” the statement said.
Israeli police attacked dozens of worshippers in Jerusalem’s Al-Aqsa Mosque compound before dawn on Wednesday, witnesses said, after storming inside.
The incident sparked protests across the occupied West Bank and the Israeli military said nine rockets were fired from Gaza toward Israel after sirens blared in southern towns.
Jordan and Egypt, both involved in recent US-backed efforts to de-escalate tensions between Israel and the Palestinians, issued separate statements condemning the incident.
The Arab world condemned on Wednesday a raid by Israeli forces on the Al-Aqsa Mosque in Jerusalem.
The Arab League also condemned the raid.
"The extremist approaches that control the policy of the Israeli government will lead to widespread confrontations with the Palestinians if they are not put to an end," League Secretary General Ahmed Aboul Gheit said in a statement.
Israeli police stormed into the mosque early Wednesday, firing stun grenades at Palestinian youths who hurled firecrackers at them in a burst of violence during a sensitive holiday season.

Palestinian militants in Gaza responded with rocket fire on southern Israel, prompting repeated Israeli airstrikes.
The fighting, coming as Muslims mark the holy fasting month of Ramadan and Jews prepare to begin the Passover festival on Wednesday evening, raised fears of a wider conflagration. Similar clashes two years ago erupted into a bloody 11-day war between Israel and the ruling Hamas group in Gaza.

The official Palestinian news agency Wafa said that dozens of worshippers who were spending the night praying were injured in the police raid. The Israeli military said one soldier was shot in a separate incident in the occupied West Bank.
Egypt condemned the storming of the mosque, saying such "vile scenes and repeated Israeli violations of sacred sites" incite all Palestinians and Muslims.
A Foreign Ministry statement called on Israeli authorities to immediately cease their violations that are "terrorizing worshippers, who had sought peace in the house of God during the holy month of Ramadan."
It held Israel responsible for this "dangerous escalation that undermines efforts to restore calm that Egypt and its regional and international partners have been pursuing."
It also urged the international community to assume its responsibilities and put a stop to such violations and avert more instability and tensions in the region.
Qatar strongly condemned the raid, saying such "barbaric practices were a dangerous escalation and flagrant violation of holy sites and an extension of attempts to Judaize Jerusalem."
They are a violation of international laws and resolutions, and provoke over a billion Muslims around the world, significantly during Ramadan, said a Foreign Ministry statement.
It added that international law still views Jerusalem as an occupied city, and its worshippers are protected by international and humanitarian treaties.
It blamed Israel for the attack, warning against attempts to introduce any changes to the historic and legal status of the Al-Aqsa Mosque and other holy sites in Jerusalem.
It held Israel fully responsible for the cycle of violence that will ensure from its systematic policies against the rights of the Palestinian people. It also called on the international community to act immediately to put an end to these policies.
The ministry reiterated Qatar’s firm stance in support of the Palestinian people and their rights in practicing their religious faith without restrictions and in establishing an independent state according to the 1967 borders with East Jerusalem as its capital.
Jordan strongly condemned the Israeli raid and attack on worshippers.
It demanded that Israel immediately pull out its forces and police from the Al-Aqsa compound.
A Foreign Ministry spokesman said the storming of the Aqsa and attacks on worshippers are "flagrant violations". Israel must cease its violations of international humanitarian law and all measures that are aimed at altering the historic and legal status of Jerusalem and its holy sites.
It warned of the consequences of this dangerous escalation, holding Isarel responsible for the safety of the worshippers
The mosque sits on a sensitive hilltop compound holy to both Jews and Muslims. Al-Aqsa is the third-holiest site in Islam and is typically packed with worshippers during Ramadan.
Overnight, the scene of festive holiday-makers picnicking and praying at the holy site transformed into one of violence, as Israeli police stormed into the mosque, firing tear gas and stun grenades that shattered stained-glass windows and fiercely beating worshippers with clubs and rifle butts, witnesses said.
The spot, known to Jews as the Temple Mount, is also the holiest site in Judaism, revered as the location of the biblical Jewish temples. The conflicting claims fuel constant tensions that have spilled over to violence numerous times in the past.
Since Ramadan began March 22, scores of Muslim worshippers have been trying to stay overnight in the mosque, a practice that is typically permitted only during the last 10 days of the monthlong holiday. Israeli police have entered nightly to evict the worshippers, stirring tensions with young Palestinians who demand to pray at the holy site until dawn.
Tensions over control of the holy site have been heightened by calls from Jewish ultranationalists to carry out a ritual slaughter of a goat in the compound, imitating the ancient ritual sacrifice executed on Passover in biblical times.
Israel bars ritual slaughters on the site, but calls by Jewish extremists to revive the practice, including offers of cash rewards to anyone who even attempts to bring an animal into the compound, have amplified fears among Muslims that Israel is plotting to take over the site.
Prime Minister Benjamin Netanyahu has said he is committed to preserving the status quo at the compound.
After some 80,000 worshippers attended evening prayers at the mosque on Tuesday, hundreds of Palestinians barricaded themselves inside the mosque overnight to pray. Worshippers said that after they refused to leave, Israeli police moved into the mosque, descending on Palestinians with batons.
Israeli police said they moved in after "several law-breaking youths and masked agitators" brought fireworks, sticks and stones and barricaded themselves into the mosque. Police said the youths chanted violent slogans and locked the front doors.
A subdued former US president Donald Trump lashed out on Tuesday at New York prosecutor Alvin Bragg for bringing criminal charges against him and declared himself the victim of election interference without offering evidence.
"I never thought anything like this could happen in America," Mr Trump told supporters gathered at his Mar-a-Lago home in Palm Beach, Florida. "The only crime that I've committed has been to fearlessly defend our nation against those who seek to destroy it."
Earlier, Mr Trump pleaded not guilty in a Manhattan court to 34 felony counts of falsifying business records, as prosecutors accused him of orchestrating payments to two women before the 2016 election to suppress publication of their sexual encounters with him.
Mr Trump, running for the Republican presidential nomination in 2024, on Tuesday night in Florida gave a relatively short speech, 25 minutes, compared to his rally speeches that can sometimes last two hours.

Despite launching a tirade against prosecutors, he did not call for new protests from his supporters. And while he is expected to return to the campaign trail soon, he gave no details of that.
Mr Trump, 76, reached deep into his well of personal grievances to declare himself hounded by political opponents using the legal system against him to try to stop him from winning back the White House in 2024.
Mr Trump accused Manhattan District Attorney Bragg of being out to get him "before he knew anything about me". He said the judge in the case, Juan Merchan, is "a Trump-hating judge". But he did not offer any evidence to support his claim that they were taking their actions in order to undermine his White House bid.
Attacks legal cases
Mr Trump took fresh shots at all the various legal cases against him, from the handling of classified documents that were taken to Mar-a-Lago when Mr Trump moved out of the White House in early 2021, the probe into the January 6th, 2021, assault on the US Capitol and the election interference case he is facing in Georgia from the 2020 election.
Mr Trump expressed particular concern about the documents case being investigated by special counsel Jack Smith, who he called a "lunatic" several times.
He said the cases amount to an attempt to thwart his third run for the presidency, calling it "massive election interference at a scale never seen".
Gathered before him in a gilt-edged ballroom at Mar-a-Lago were a number of combative, diehard Trump backers, including Republican lawmakers Marjorie Taylor Greene and Matt Gaetz, long-time operative Roger Stone, pillow maker Mike Lindell, former US ambassador to Germany Richard Grenell and Mr Trump sons Donald Trump Jr and Eric Trump.

Mr Trump's wife, Melania, was not seen in the ballroom.
Show of support
Among the hundreds there was Nathan Mitchell, 18, the incoming president of the Florida Atlantic University's college Republicans club.
He said he was there to support a man who represents "the best chance that America has to become great again".
Of the accusations brought against Mr Trump, Mr Mitchell said, "It humiliates us all in front of the world."
Wearing a black leather biker vest, with a "Born to Ride" patch above the number 45, Alex Gonzalez, 45, who operates a security company in Palm Beach said he was there to show the former president that the people believe in him.
"It's all a charade, man, it's all a witch hunt," Mr Gonzalez said of the indictment. "Trump should not be held above the law - if he does something wrong he should be held liable like anybody else. But this is BS and everybody knows it."
