Imbas perang antara Rusia dan Ukraina mengakibatkan investasi khususnya di sektor migas Indonesia menjadi tersendat. Hal ini disebabkan sanksi Uni Eropa terhadap Rusia akibat perang tersebut mempengaruhi keputusan bisnis mitra bisnis Rusia.
Sedangkan di Indonesia sendiri, Rusia memegang dua proyek migas yang cukup besar. Pembangunan Kilang Tuban dan pengembangan Blok Natuna menjadi dua proyek yang dipegang oleg Roosneft, perusahaan migas asal Rusia.
"Pasti kena dampak sih ke kita. Terutama yang Kilang Tuban. Makanya ini kami lagi cari solusi gimana supaya dampak ini nggak berpengaruh pada proyek," ujar Menteri Energi dan Sumber Daya Mineral (ESDM) Arifin Tasrif di Kementerian ESDM.
“(proyek) Memang terganggu tapi Rusia masih ada di sana. Terus bagaimana kita memutuskan siapa yang lanjutkan? Kita juga harus realistis siapa tahu baikan lagi. Kadang-kadang musuhan, musuhannya seru bertemannya juga seru,” jelas Menteri ESDM, Arifin Tasrif ditemui di Gedung Kementerian ESDM, Jumat, 25/06/2023.
Premier Oil Tuna BV selaku anak usaha Harbour Energy Group sebagai operator terkena sanksi Uni Eropa dan Inggris karena bermitra dengan BUMN Rusia, Zarubezhneft. Sanksi ini merupakan respon invasi Rusia ke Ukraina sejak awal tahun lalu.
BUMN Rusia Zarubezhneft melalui anak usahanya ZN Asia Ltd mengempit 50% hak partisipasi proyek Lapangan Tuna, adapun 50% dimiliki oleh Harbour Energy.
Di dalam laporan tahunan 2022 Harbour Energy menyampaikan, setelah Pemerintah Indonesia menyetujui rencana pengembangan lapangan Tuna di Desember lalu, pihaknya belum bisa menyampaikan kemajuan atas pengembangan blok ini.

Pada laporannya, manajemen Harbour Energy menyatakan kemajuan lebih lanjut dipengaruhi oleh sanksi Uni Eropa dan Inggris yang membatasi kemampuan sebagai operator untuk menyediakan layanan tertentu kepada mitra Rusia dalam lisensi Tuna.
Namun untuk proyek Blok Natuna, Rusia bukan satu satunya perusahaan yang akan mengembangkan Blok ini. Namun, dengan sanksi tersebut komposisi konsorsium bisa berubah.
"Kalau Natuna kan operator utamanya memang bukan Rusia, tetap akan jalan terus namun ya nanti kita dorong untuk cari partner baru lagi," ujar Arifin.
Presiden Rusia Vladimir Putin dijatuhi sanksi oleh negara negara di dunia imbas perang yang tak kunjung usai. Banyak negara, khususnya Uni Eropa yang menyatakan mundur dari proyek maupun rencana investasi jika di dalamnya ada keterilbatan Rusia.
“Kami bekerja dengan mitra kami untuk mencapai solusi yang memungkinkan kami untuk memajukan proyek pada tahun 2023,” ujarnya dalam laporan tahunan tersebut.
Menteri ESDM berharap rencana pengembangan alias plan of development (PoD) WK Tuna dapat segera berjalan.
“POD yang di Blok Tuna cari alternatif lain dari Harbour Energy. Mereka sementara menunggu proses pengalihan tentu mereka harus berizin dulu,” ujar Arifin.

It's time to turn a congressional probe into Hunter Biden's years-long influence peddling into an impeachment effort against his father, GOP Senator Ted Cruz suggested on his latest podcast.
Texas GOP Sen. Ted Cruz is urging the House to consider impeaching President Biden following the bombshell IRS whistleblower testimony that alleged the Justice Department waged a coverup in the tax fraud investigation of first son Hunter Biden.
Ted Cruz has urged House lawmakers to consider impeaching President Joe Biden over IRS whistleblower Gary Shapley's revelations concerning the first son and the Justice Department's alleged cover-up of the Bidens' misdeeds.
The senator particularly referred to the IRS whistleblower's claim that Hunter allegedly invoked Joe Biden in an attempt to force his Chinese counterpart into giving him a hefty sum of money. Shapley cited Hunter's apparent WhatsApp text message to Harvest Fund Management's Director Henry Zhao in testimony made public on Thursday.
"I am sitting here with my father and we would like to understand why the commitment made has not been fulfilled. Tell the director that I would like to resolve this now before it gets out of hand, and now means tonight. And, Z, if I get a call or text from anyone involved in this other than you, Zhang, or the chairman, I will make certain that between the man sitting next to me and every person he knows and my ability to forever hold a grudge that you will regret not following my direction," said the message, which was sent on July 30, 2017. Just days after the threatening message, the younger Biden's firm Hudson West III received $5.1 million from his Chinese associates.
According to the IRS whistleblower, US Attorney General Merrick Garland prevented any probe into the controversial message.
On June 22, the Washington Free Beacon suggested that Hunter wrote the infamous text while at his father's residence in Wilmington, Delaware. The report has drawn attention to the fact that four photographs on Hunter's laptop show him posing behind the wheel of Joe Biden’s 1967 Corvette Stingray exactly on July 30, 2017, at 6:49 pm.
It's quite plausible that Joe was really sitting next to his son when the message was sent which could throw into doubt the president's claim of being unaware of Hunter's business schemes, according to the media. What's more, in this case, invoking the name of Joe Biden apparently became the key for Hunter getting millions of dollars.
"Look, this WhatsApp is direct evidence of Joe Biden abusing his government power to enrich his son, and, assuming 10% for the big guy, to enrich himself," stated Cruz. "Of course the House needs to investigate it, but the stunning thing is what the IRS whistleblower says is Merrick Garland prevented an investigation even into this message."

Cruz's calls for Biden's impeachment came amid other GOP lawmakers' initiatives to impeach the president.
On June 14, Republican member of the US House of Representatives Lauren Boebert introduced articles of impeachment against Biden, but citing the president's alleged inability to secure the country's southern borders.
Earlier, on June 12, GOP Rep. Andy Ogles likewise proposed impeaching President Biden and his veep Kamala Harris over the simmering border crisis. Ogles also accused the president of "weaponizing the executive office," to "shield the business and influence peddling schemes of his family from congressional oversight and public accountability."
For her part, Rep. Marjorie Taylor Greene filed an impeachment resolution in May alleging that Biden abused his power by endangering the nation's security.
According to the US press, earlier this week the House passed a resolution - along party lines - that directs the House Homeland Security and House Judiciary committees to examine the president's apparent wrongdoing with regard to his immigration policies.
Garland has heartily rejected allegations that Delaware US Attorney David Weiss, the point person in the Hunter Biden inquiry, was handicapped by top brass at the DOJ.
Weiss also penned a letter to Judiciary Committee Chairman Jim Jordan (R-OH) in early June claiming that he had “ultimate authority” in the Hunter Biden inquiry while downplaying concerns of political interference.
“If you had a single Democrat who gave a flying flip about the rule of law, we would have a hearing right now with Merrick Garland in front of us, under oath, asking about this WhatsApp,” Cruz, who sits on the Senate Judiciary Committee, said.
Court documents revealed last week that Hunter Biden reached a plea agreement with Weiss to plead guilty to two counts of failing to pay his income taxes.
He will also enter a pretrial diversion agreement for his alleged illegal possession of a firearm. A court hearing in the matter has been scheduled for July 26.
Hunter Biden’s attorney maintained that the first son’s activities are not connected to the Biden family.
“Any verifiable words or actions of my client, in the midst of a horrible addiction, are solely his own and have no connection to anyone in his family,” Chris Clark, the attorney, said.
Multiple other Republicans in the House are also pushing for the impeachment of President Biden. This includes Reps. Lauren Boebert (R-CO) and Marjorie Taylor Greene (R-GA), who want to impeach over immigration.
Boebert announced a push to advance her privilege resolution to impeach the president on immigration last week.
Ukraine lost up to 430 military personnel in combat with Russian forces in the Donetsk direction over the past day, the Russian Defense Ministry said in a daily update on Sunday.
Ukraine's attempts to carry out offensive operations continued over the past day in the directions of Donetsk, Krasny Lyman, South Donetsk and Zaporozhye, the ministry said.
"The enemy lost up to 430 Ukrainian service members, 11 infantry fighting vehicles, seven vehicles, three pickup trucks, and a D-30 howitzer during the hostilities," the Russian military said.
Russian troops also destroyed a munition depot of Ukraine's 110th mechanized brigade near the city of Avdeevka, north of Donetsk. A total of 10 Ukrainian attacks were repelled near the villages of Orekhovo-Vasilyevka, Kurdyumovka, Yagodnoye, Zaliznyanskoye and Dubovo-Vasilyevka in the Donetsk People's Republic (DPR). Four other attacks were repulsed near Krasnogorovka, Avdeevka, Marinka and Pervomayskoe outside the city of Donetsk.
Ukraine's losses in the direction of Krasny Lyman amounted to around 130 people in the past 24 hours, as well as three armored combat vehicles, two pickup trucks, one Gvozdika self-propelled howitzer and two D-30 howitzers. Three Ukrainian servicemen surrendered to Russian troops, the ministry said. Four Ukrainian attacks were repelled in this direction near the villages of Yampolovka in the DPR as well as Karmazinovka and Dibrova in the Lugansk People’s Republic.
As many as 245 Ukrainian military personnel were eliminated in the directions of South Donetsk, Zaporozhye, Kherson and Kupyansk in the past day, the Russian military said.
Akhmat forces return to special military operation zone
Soldiers from the Akhmat special unit have returned to the special military operation zone after being temporarily relocated to repress the armed revolt in Rostov-on-Don and the Rostov region, commander of the Akhmat special forces unit and deputy commander of Russia’s 2nd Army Corps Apty Alaudinov told TASS.
"We haven't completely removed Akhmat from the front. Only those units that could be replaced by others were removed. At the moment, Akhmat units are gradually returning to the zone of the special military operation to continue working on the liberation of Maryinka," he said.
The unit’s fighters were sent to Rostov-on-Don, according to Chechen leader Ramzan Kadyrov, "to take control of the situation."
On the evening of June 23, several audio recordings were posted on the Telegram channel of PMC Wagner founder Evgeny Prigozhin. In particular, he claimed that his units had come under attack, which he blamed on the country's military authorities. The Russian Defense Ministry called the allegations of an attack on PMC Wagner fake news.
On Saturday evening, Belarusian leader Alexander Lukashenko, in coordination with Russian President Vladimir Putin, held talks with Prigozhin to work out a de-escalation plan. Later, Prigozhin said that the PMC Wagner was halting the movement of its convoys, which appeared to be heading toward Moscow, turning them around and returning to field camps.

Russian Armed Forces have used high-precision weapons to obliterate a Ukrainian fortified area.
The Russian Ministry of Defense (MoD) has released a video of a Ukrainian army stronghold being destroyed near the town of Kupyansk in eastern Ukraine.
The footage, obtained from an unmanned aerial vehicle, shows a powerful explosion, with a massive cloud of smoke and dust rising into the sky. Shortly after, the same blast is seen on a video taken by an observer on the ground.
Commenting on a clip, the ministry said that "after spotting the stronghold with Ukrainian militants and stocks of ammunition,” Russian forces hit it with high-precision weapons. According to the ministry, “as a result of the strike, the militants’ positions along with arms and munition had been completely destroyed.”
China supports Russia in its efforts towards national stability and prosperity of the country, the Chinese foreign ministry said on Sunday, commenting on the situation around PMC Wagner.
"This is Russia’s internal affair. As Russia’s friendly neighbor and comprehensive strategic partner of coordination for the new era, China supports Russia in maintaining national stability and achieving development and prosperity," it said.
In the evening of June 23, several audio recordings were posted on PMC Wagner founder Yevgeny Prigozhin’s Telegram channel. In particular, he claimed that his units had been allegedly attacked and blamed the military leadership of the country. In connection with these statements, the Federal Security Service (FSB) opened a criminal case over calls for an armed rebellion. The Defense Ministry dismissed the claims about alleged strikes on the "rear camps of the PMC Wagner" as false.

Later on Saturday, Belarusian President Alexander Lukashenko, in coordination with Putin, held talks with Prigozhin, which yielded a de-escalation plan. Kremlin Spokesman Dmitry Peskov said that the criminal case against the Wagner chief would be dropped, while Prigozhin himself would go to Belarus. Besides, the Russian authorities pledged not to prosecute PMC Wagner troops who took part in the mutiny because of their "combat merits.".
"The Chinese side expressed support for the efforts of the leadership of the Russian Federation to stabilize the situation in the country in connection with the events of June 24 and reaffirmed its interest in strengthening the unity and further prosperity of Russia," the ministry said following a Sunday meeting of Russian Deputy Foreign Minister Andrey Rudenko and Chinese Foreign Minister Qin Gang in Beijing.
"The sides praised the current state of Russian-Chinese relations and confirmed readiness for joint efforts to steadily strengthen them," the statement read.

North Korean Deputy Foreign Minister Im Chon Il met with Russian Ambassador in Pyongyang Alexander Matsegora on Sunday and expressed his country's support for the Russian leadership during an attempted armed mutiny by the Wagner Group private military company (PMC), the North Korean news agency reported.
"Im Chon Il, vice foreign minister of the DPRK, met with Alexandr Matsegora, Russian ambassador to the DPRK [North Korea], on June 25... During the talk, Im Chon Il expressed firm belief that the recent armed rebellion in Russia would be successfully put down in conformity with the aspiration and will of the Russian people, saying the DPRK will strongly support any option and decision by the Russian leadership," media reported.

Speaking with a Russian reporter this week, Putin stated that his work day starts and ends with issues related to the military operation in Ukraine, holding meetings and making phone calls related to that matter.
"Of course, I pay priority attention [to the special military operation]," he told journalist Pavel Zarubin. "This is how the day begins and this is how it ends," Putin pointed out during an interview with the "Moscow.Kremlin.Putin" TV program, recorded on June 21.
When asked if he can get a report on important issues at 3 a.m., for example, the president shared that he "has been staying up quite late lately." "Of course, I always have to be in touch. That's the way it goes. Always, I’m always in touch. Close by," he concluded.
The Russian president also mentioned that he takes a keen interest in the situation with Russia's military-industrial complex, frequently discussing matters of weaponry production with the heads of Russian defense contractors.
"There are conferences, meetings, talks on the phone, discussions about the production, which is being set up, of the military-industrial complex, with the directors of enterprises, with the heads of companies, with those who use these forces and means, these technical means, these armaments. We talk about their effectiveness, about where and what still needs to be improved and what is lacking. We talk about how, in what ways, at what pace, at what rate we need to increase our efforts," Putin said.
According to Putin, such conversations are usually related to the overall efficiency of arms manufacturing and to the aspects the military-industrial sphere that require improvement.
Russia launched a military operation in Ukraine on February 24, 2022, in response to requests for aid from the Lugansk and Donetsk People's Republics which were being subjected to intense shelling by Kiev regime forces at the time.
Lukashenko Holds Another Phone Call With Putin on Sunday Morning - Reports

The channel did not give further details about the conversation between the two leaders.

While speaking to a group of donors in California earlier this week, Biden said he worries about Russian President Vladimir Putin “using tactical nuclear weapons,” gauging such a possibility as “real.”
Russian Foreign Minister Sergey Lavrov has dismissed US President Joe Biden's claims about the prospects of Moscow using tactical nuclear weapons.
When a Russian reporter asked him about this development, Lavrov remarked that he finds it hard to “comment on things the US president is saying lately.”
“I would not pay too much attention to completely baseless verbal escapades,” he added.
The Russian foreign minister also weighed in on Ukrainian President Volodymyr Zelensky telling Western media that “the world” may decide to “kill” Vladimir Putin if the latter “does not stop threatening the world with nuclear weapons.”
In response, Lavrov pointed out that he does not have a medical education and therefore cannot comment on the “psychological condition of the people who repeatedly confirm their own inadequacy on a daily basis,” apparently referring to Zelensky.
Earlier this year, Russia announced its intent to deploy tactical nuclear weapons on the territory of its ally Belarus.
While the United States and its allies vocally criticized this move, Moscow pointed out it is merely following the example set by Washington, which has long stationed US nuclear weapons on allied soil beyond US borders.
Lavrov discusses Wagner revolt with Iranian counterpart
Russia’s Foreign Minister Sergey Lavrov has spoken by phone with his Iranian counterpart Hossein Amir-Abdollahian, who voiced support for Moscow following an armed rebellion by the Wagner private military company (PMC), the Russian Foreign Ministry has said.
The conversation took place late on Saturday, on the initiative of Tehran, after the crisis had already been resolved, the ministry said.
“The Iranian side expressed support for the actions of the Russian leadership to ensure constitutional order,” the statement read.
The top diplomats also discussed bilateral ties between Russia and Iran, stressing their “high dynamism” and expressing their eagerness to further boost cooperation, the ministry added.
Earlier on Saturday, Iranian Foreign Ministry spokesman Nasser Kanaani described the insurrection by Wagner as an “internal issue” of the Russian state. “Iran supports the rule of law in the Russian Federation,” he stressed.
Wagner, which has been fighting alongside the regular Russian army in Ukraine, launched a major mutiny late on Friday. Its troops seized control of the Russian military’s Southern District headquarters in the city of Rostov-on-Don and sent a convoy towards Moscow.
The revolt came to a halt on Saturday night as the PMC’s leader, Evgeny Prigozhin, announced that his men would be returning to their field camps, following talks with Belarusian President Alexander Lukashenko. The negotiations took place in coordination with Russian President Vladimir Putin, according to Minsk.
Prigozhin, who said he ordered the insurrection because “they [the Defense Ministry] wanted to disband Wagner PMC,” will leave Russia and “go to Belarus” as a result of the deal, Kremlin spokeperson Dmitry Peskov said. The criminal case against Prigozhin will be dropped, with Wagner fighters, who took part in the insurrection, also avoiding prosecution, he added.

The Russian military from the Vostok group repelled enemy attacks in the Yuzhno-Donetsk and Zaporozhye directions, tanks, armored cars and manpower were destroyed, RIA Novosti was told in the Russian Defense Ministry.
