Many Venezuelan migrants will be turned back to Mexico, DHS announces

The Biden administration plans to turn most Venezuelan migrants crossing the southern border back to Mexico, which was previously not allowed, the Department of Homeland Security announced Wednesday.

The border policy also creates a pathway to bring as many as 24,000 “qualified” Venezuelans into the country. The plan includes a joint effort by the United States and Mexico to crack down on human smuggling operations by establishing new migration checkpoints and additional resources to target trafficking operations.

The new policy comes as the number of migrants crossing into the U.S. has surged in recent years. It also comes ahead of a midterm election in which immigration is frequently a top issue among likely Texas voters.

“These actions make clear that there is a lawful and orderly way for Venezuelans to enter the United States, and lawful entry is the only way,” said Homeland Security Secretary Alejandro Mayorkas in the announcement.

He added that Venezuelans who attempt to cross the border without authorization will not only be returned to Mexico but also ineligible to apply for entry into the country in the future.

Due to social unrest and political turmoil, Venezuelans have been fleeing their home country in record numbers. In recent years, 7 million Venezuelans have fled, making it the largest displacement in the Western Hemisphere and the second-largest in the world after the Syrian exodus.

Many of the Venezuelans making the 3,000-mile trek from South America to the U.S.-Mexico border face extreme environmental dangers and violence along the way.

“Almost four times as many Venezuelans as last year attempted to cross our southern border, placing their lives in the hands of ruthless smuggling organizations,” the DHS announcement said. “The actions the United States and Mexico are announcing today are intended to address the most acute irregular migration and help ease pressure on the cities and states receiving these individuals.”

Federal immigration agents have recorded 2.1 million encounters at the Southwest border — a record number — in the first 11 months of fiscal year 2022, which ended Sept. 30. That’s a 24% increase from the entire previous fiscal year. According to federal government statistics, immigration agents encountered nearly 154,000 Venezuelans along the U.S.-Mexico border in the first 11 months of that fiscal year — a 216% increase from the entire previous fiscal year. The majority of encounters with Venezuelans have occurred in the El Paso and Del Rio areas.

To be “qualified,” Venezuelans seeking entry into the United States will require someone agreeing to provide financial support and will need to pass background checks.

In March 2020, the Trump administration invoked an emergency health order known as Title 42, which immigration agents have used to immediately send back to Mexico many people trying to cross the border, including asylum-seekers, without having to file charges and wait on the formal deportation process.

But prior to Biden’s announcement on Wednesday, Venezuelans couldn’t be sent across the border under Title 42 because they’re on the list of nationalities Mexico wouldn’t accept. But Wednesday’s announcement called the new policies a joint venture between the U.S. and Mexico. Venezuelan migrants can’t be deported back to their country because the U.S. severed diplomatic ties with Venezuela in 2019. Instead, they have been released to local shelters.

Last week, immigration agents released 6,800 migrants, many of them Venezuelans, into El Paso, a 300% weekly increase from nearly two months ago, according to El Paso’s “migrant crisis” online dashboard.

Unable to support the influx of migrants, El Paso has spent upwards of $2 million on chartered buses to New York City and Chicago, transporting thousands of migrants out of the city. El Paso has transported more than 12,000 migrants, mostly to New York, since late August, according to the dashboard.

Prior to El Paso’s busing of migrants, Gov. Greg Abbott used taxpayer dollars to transport thousands of migrants to Washington, D.C., New York City and Chicago. His public announcements of the buses drew condemnation from Democratic leaders across the country, who accused the Texas governor of using human beings as political pawns.

Abbott’s busing strategy seemed to inspire copycats from other GOP governors. Florida Gov. Ron DeSantis chartered two private planes from San Antonio to Martha’s Vineyard, a Massachusetts island known as a tourist destination. Many of the migrants were misled prior to boarding the flights, which has prompted multiple lawsuits against the Florida governor and an investigation by the Bexar County Sheriff’s Office.

Abbott’s busing strategy remains popular with a slim majority of Texas voters. According to an August poll from the University of Texas at Austin, 52% of voters supported the governor’s plan. Immigration and border security ranked as the top concern of voters ahead of the 2022 elections, with 26% of Texans voters placing it as their primary issue ahead of the state’s economy.

Venezuelans have been fleeing their home country amid social unrest and political turmoil. The South American country was once one of the richest in Latin America. The United States then imposed economic sanctions on the Venezuelan government in an attempt to force President Nicolás Maduro out of power because American federal officials accused him of election fraud. Those sanctions caused the oil industry, which was the country’s economic engine, to collapse.

What Happenned in UK ? Why Did Liz Truss Resign as the U.K.’s Prime Minister?

Britain's heated political turmoil in recent weeks took another turn on Thursday when Prime Minister Liz Truss said she would step down, become the leader with the shortest term in the country's history and start the race to replace her. Here's what you need to know.

Why did Liz Truss resign?

Ms. Truss stepped down as prime minister on Thursday, saying she couldn’t deliver the mandate on which she was elected by the Conservative Party.

Her decision followed a chaotic six weeks in office during which her approval rating fell to the lowest of any British prime minister in decades as the markets balked at her plan to lower taxes and raise spending. The Bank of England intervened to restore order in the financial markets following a furious selloff of U.K. debt in response to the plan.

How long has Liz Truss been prime minister?

Just 45 days. Her resignation and succession will make her the shortest-serving leader in British history.

When is the next Conservative leadership contest?

Advertisement - Scroll to Continue Ms. Truss said that a leadership election to find her successor would be completed within a week as she made a short resignation statement outside Downing Street on Thursday.

Graham Brady, the chairman of a backbench committee of Conservative lawmakers, said a new leader should be in place before the end of October.

What economic policies did Ms. Truss try to enact?

Ms. Truss wanted to lower taxes to spur economic growth at the same time as borrowing to support consumers with their energy costs. The plans weren’t signed off by the government’s independent fiscal watchdog.

Why were her economic plans controversial?

One of the tax cuts she and her then Chancellor Kwasi Kwarteng proposed was aimed at the U.K.’s top earners, a policy that caused public anger at a time of spiraling inflation.

But it was the unfunded nature of the tax cuts that spooked markets and caused the pound to tumble against the dollar, yields on government bonds to rise and the BOE to intervene. Mr. Kwarteng resigned and his replacement as Treasury chief, Jeremy Hunt, unwound almost all of the tax-cutting plans.

What is all this talk about Liz Truss and lettuce?

A U.K. newspaper predicted that Ms. Truss’s tenure would have the shelf life of a head of lettuce. Other media picked up on the prediction, with one setting up a live feed of a picture of Ms. Truss next to a head of lettuce to see which would last longer. Following Thursday’s resignation, the vegetable appeared to be doing better than the prime minister.

Who is Liz Truss and how did she become prime minister?

Ms. Truss was anointed on Sept. 6 to replace Boris Johnson, who was elected by voters in 2019 but who flamed out in spectacular fashion after a series of scandals, forcing him to step down in July.

The general public did not elect Ms. Truss — instead, she won a leadership contest among members of her Conservative Party. To replace Mr. Johnson, the party’s members of Parliament narrowed a field of candidates to two, who were then put up to a vote by about 160,000 dues-paying party members. (They’re an unrepresentative group of the nation’s 67 million residents, far more likely to be male, older, middle-class and white.)

Ms. Truss, 47, had been Mr. Johnson’s hawkish foreign secretary, a free-market champion and eventual supporter of Brexit (after she changed her mind), winning over the right flank of the party despite her more moderate past. (Before joining the Conservative Party, she was a member of the centrist Liberal Democrats when she was a student at Oxford University.)

How did it start to come undone?

She was never going to have it easy. As Ms. Truss entered office, the nation was staring down a calamitous economic picture, highlighted by energy bills that were predicted to jump 80 percent in October and jump again in January. It threatened to send millions of Britons, already reeling from inflation and other challenges, spiraling into destitution, unable to heat or power their homes.

So it was unwelcome news when her signature economic plans immediately made things worse.

Her announced plans for tax cuts, deregulation and borrowing so alarmed global investors that the value of the British pound sank to a record low against the U.S. dollar. The Bank of England stepped in to prop up government bonds, an extraordinary intervention to calm the markets.

The response left no doubt that her free-market ambitions were untenable. In a humiliating reversal, she was forced to reverse virtually all of the tax cuts this week, including a much-criticized one on high earners. She fired Kwasi Kwarteng, the chancellor of the Exchequer who was the architect of the plan and a close ally, and adopted economic policies favored by the opposition Labour party.

“You cannot engage in the sort of U-turn that she has engaged in and retain your political credibility,” said Jon Tonge, a professor of politics at the University of Liverpool.

How did her tenure come under threat?

Her concessions did little to mollify a growing rebellion from within her own party, which had the power to topple her in much the same way it toppled Mr. Johnson.

The Conservatives — also known as Tories — had seen their popularity decline in public opinion polls after Mr. Johnson’s scandals, and their numbers cratered to staggering new lows as Ms. Truss stumbled. A Redfield & Wilton Strategies poll this week revealed the lowest approval rating it had ever recorded for a prime minister, with 70 percent disapproving of Ms. Truss, including 67 percent of Conservatives.

If a general election were held today, 56 percent would vote for Labour while 20 percent would vote Conservative, the poll found.

The Conservative Party’s discontent with Ms. Truss crescendoed in turn, and she was enveloped with a palpable sense of crisis. On Wednesday, it boiled into a frantic fight for her survival — “I’m a fighter and not a quitter,” she said while being grilled by members of Parliament.

Then even more chaos broke out. Suella Braverman, Britain’s interior minister, stepped down after an email breach, but took a swipe at Ms. Truss in her resignation letter, saying she had “concerns about the direction of this government.” A vote on fracking in Parliament turned into a reported scene of bullying, shouting, physical manhandling and tears. More Conservative members of Parliament openly called for Ms. Truss to step down. Rumors swirled of high-profile resignations. It was difficult to keep up.

“In short, it is total, absolute, abject chaos,” a news announcer said on iTV. Charles Walker, a Conservative lawmaker, did not hold back in an interview on BBC.

On Thursday, she said she had handed her resignation to the king, with a new leadership election planned within a week.

What comes next?

Ms. Truss will remain prime minister until her successor is chosen. (Here are the likely front-runners.) In her resignation remarks, Ms. Truss said a leadership election would be completed in the next week, bringing Britain its second unelected leader in a row.

The next general election — when the entire public can participate, and the next opportunity for Labour to take control — is not scheduled until January 2025 at the latest. A Conservative leader could call for one earlier, but they would have little reason to do so imminently since polls indicate the party would be wiped out by Labour.

Mr. Tonge said one advantage Conservatives have is time — the party could theoretically regain credibility if the economy recovers in the following years, he said.

“I don’t think that changing the leader will necessarily save the Conservatives,” he said. “But you can engage in damage limitation by doing so.”

Having lasted less than two months in office, Truss has now became a target of mockery online due to how short-lived her career as prime minister turned out to be.

UK Prime Minister Liz Truss announced her resignation on October 20, thus becoming the shortest-serving prime minister in the country’s history.

Her brief tenure as PM, which lasted less than two months, was marked by her cabinet’s apparent inability to deal with the woes plaguing the British economy and to resolve the cost-of-living crisis.

News of Truss’ departure from No. 10 were met with cheers online, with quite a few social media users cracking jokes and celebrating the news.

The prime minister’s resignation was not exactly unexpected, with bookies last week offering 6-1 odds that Truss may be ousted in less time that it takes a lettuce to decay.

UK tabloid Daily Star even launched a live stream featuring a picture of Truss and a head of lettuce in order to see who would go down first, and as Truss’ career bit the dust, many social media users were quick to hail the “victorious” vegetable.

At least one netizen, however, claimed that Truss is the only person who can get Britain “through the cost of living crisis”, though it wasn’t clear if they were being serious, not to mention that they caught quite a bit of flak online over this remark.

And there were also those who joked that none other than Chief Mouser to the UK Cabinet Office may become the next British prime minister.

British Prime Minister Liz Truss announced her resignation Thursday after six turbulent weeks in office, making her the shortest-serving prime minister in British history.

Truss said a new prime minister will be selected by her Conservative Party lawmakers in the coming week — but the process by which the decision will be made remains unclear at this stage. The party is bitterly divided by warring centrist and right-wing factions, and there is no clear consensus candidate to take over.

Having been formally appointed by Queen Elizabeth II on Sept. 6, Truss is now by far the shortest-serving prime minister in British history and will be remembered as one of the most calamitous.

The previous holder of this record, George Canning, lasted 119 days in the early 19th century; Truss announced her resignation after 44.

A leadership contest to decide the next leader of the ruling Conservative Party, who will by default become the next prime minister, is now underway and will conclude in the next week. The opposition Labour Party called for an immediate election.

On Wednesday, Truss assured Parliament during the weekly Prime Minister’s Questions session that she was a “fighter, not a quitter.”

But leading a ruling party is only possible with respect and credibility. Truss increasingly had little of either, and quit just a day later.

"I recognize that given the situation I cannot deliver the mandate on which I was elected by the Conservative Party," she said Thursday in a brief, unrepentant speech outside No. 10 Downing St.

"I have therefore spoken to his majesty the king to notify him that I am resigning as leader of the Conservative Party."

She ended the statement by saying: "I will remain as prime minister until a successor is chosen."

Attention is already turning to what happens next.

There are even calls for Boris Johnson to stage a dramatic return, just months after resigning under pressure from his own party and the public in the wake of a wave of scandals.
