Ukraine has effectively lost its sovereignty and turned into a US battering ram against Russia and the Commonwealth of Independent States (CIS) in general, Russian President Vladimir Putin said, speaking before the heads of delegations at the 51st meeting of the CIS Council of security and intelligence heads Wednesday.







The head of state noted that the US pumps Ukraine with weapons despite Kiev’s public plans to obtain nuclear weapons. He noted that Moscow is aware of Kiev’s plans to use a "dirty bomb," and warned about the danger of precision weapons shipped to the Ukrainian military falling into the hands of terrorists.


Here are the key statements Putin made during the meeting.


  • On Ukraine and the "dirty bomb"

    Ukraine has become a tool of the US foreign policy: "The country has effectively lost its sovereignty and is now being directly controlled by the US, who use it as a battering ram against Russia, against our Union State with the Republic of Belarus, and against the CSTO and the CIS in general."

    Kiev's example "clearly shows the United States’ true attitude to their satellites"

    the Ukrainian territory was turned into a "proving ground for military biological experiments," and now "they pump it with weapons, including heavy ones, and turn a blind eye to Kiev’s desire to obtain nuclear weapons." Meanwhile, Russia is aware about Ukraine’s plans to "use a so-called ‘dirty bomb’ for provocations."

    Arms shipments to Ukraine create serious challenges: more than mere small arms can get to other countries from the Ukrainian territory.

    "The risks of criminals getting their hands on more powerful weapons, including man-portable missile air defense systems and precision weapons, remain," Putin said.


  • On multipolarity and conflicts

    On multipolarity and conflicts The conflict potential in the world in general and in the CIS region remains very high: "New risks and challenges for collective security have emerged; primarily, this is a consequence of a sharp escalation in the global geopolitical standoff."

    The world is changing and becoming multipolar, but "some parties to international communication strive to keep their failing hegemony at any cost."

    They "do not even shy away from direct sabotage," such as the explosions on the Nord Stream pipelines, which "cause colossal damage to the European economy" and "significantly worsen living conditions for millions of people."


  • On CIS’ security

    Attempts to carry out a "color revolution" and incite armed conflicts that threaten the security of all CIS members continue: "the tactic of blackmail, pressure, and intimidation has long been used by certain countries across nearly the entire Commonwealth."



Meanwhile, the danger from terror groups - ISIS, Al Qaeda (both outlawed in Russia) and others - does not decrease: "they seek to infiltrate CIS states, create clandestine cells, and the concentration of militants in Afghanistan - especially near the border with Central Asian states, of course, carries the risk of invasion in this region."


CIS member states must develop cooperation in counter-terrorism, including by "concentrating efforts on detection and elimination of terrorist infiltration channels under cover of migration flows," and jointly counter attempts to interfere in their internal affairs: "to counter that, we must more actively reveal and thwart operations of foreign intelligence agencies aimed at destabilizing each individual CIS member state."


It is necessary to ensure maximum protection of objects and places of mass stay of people - as proven by the explosion on the Crimean Bridge and sabotage attempts at the Kursk Nuclear Power Plant.



Activist says Zaporozhye residents are made to live at factories as potential hostages



Vladimir Rogov, chairman of the We Are Together with Russia civil society group, on Wednesday said Ukrainian servicemen in the Kiev-controlled city of Zaporozhye put up civilians next to their bases or at local factories so they could be taken hostage, if there’s a need to do so, just like they did at Azovstal in Mariupol.


"They certainly could take people hostage," he said when asked if the Mariupol scenario could be repeated in Zaporozhye. "They put them up nearby, using a layered cake tactic, meaning some rooms accommodate militants and equipment and others nearby accommodate regular people."


According to the activist, the entire industrial area of the city is being turned into bases of the Ukrainian military and foreign mercenaries. Rogov said Ukrainian forces settle next to them the people who "left the liberated territories, refusing to recognize the liberation and the results of the referendum."


"There’s just one purpose for this: In the event of a strike, they can always say that shelling affected civilians. Of course, people won’t be told how civilians ended up next to militants, especially at a plant," Rogov said.


Earlier, he told TASS that almost all large enterprises in the Ukraine-controlled part of the Zaporozhye Region were turned into strongholds of the armed forces. The enterprises are Zaporozhstal, Zaporozhkoks and the local aluminum smelter.


Yevgeny Balitsky, the region’s acting governor, said on Wednesday that the city of Zaporozhye and its industrial enterprises are turning into a stronghold just like Mariupol and Azovstal. He said there are thousands of mercenaries in Zaporozhye based mostly at the Avtozaz plant.

Peluncuran rudal balistik Yars antarbenua dari pelabuhan antariksa Plesetsk dan rudal balistik Sineva dari Laut Barents di tempat pelatihan Kura di Kamchatka dilakukan selama pelatihan pasukan pencegahan strategis, menurut Kremlin.


Latihan tersebut direncanakan sebelumnya untuk menguji kesiapan badan komando dan kontrol militer, meluncurkan kru tempur, awak kapal perang dan pengangkut rudal strategis untuk memenuhi tugas mereka, serta keandalan senjata kekuatan nuklir dan non-nuklir strategis. Pasukan dan sarana Angkatan Udara, Distrik Militer Selatan, Pasukan Rudal Strategis, armada Laut Utara dan Laut Hitam terlibat dalam latihan.

Pemerintah Provinsi Jawa Barat memberikan beasiswa kepada 614 mahasiswa asal Jabar melalui program Jabar Future Leaders Scholarship (JFLS) 2022.







Beasiswa langsung diberikan Gubernur Jabar, Mochamad Ridwan Kamil kepada 14 mahasiswa, mewakili 614 mahasiswa yang mendapatkan beasiswa di Gedung Sate, Bandung, pada hari Senin, 24/10/2022.


Menurut Kepala Dinas Pendidikan Provinsi Jawa Barat Dedi Supandi, 614 mahasiswa yang mendapatkan beasiswa merupakan hasil seleksi dari 30 ribu lebih peminat yang dilakukan pada April 2022 lalu.


"Tahap seleksinya, ada seleksi administrasi, kemudian seleksi yang dilakukan oleh perguruan tinggi sendiri, sehingga tidak ada duplikasi menerima beasiswa dari tempat lain, dia memang membutuhkan, disekolahnya juga prestasi. Setelah itu seleksi yang dilakukan Pemprov Jabar," ucap Dedi.


"Tahun ini ada beasiswa yang diberikan diluar Jabar, di empat universitas yaitu di UNDIP, UGM, ITS dan UNAIR," imbuhnya.


Dedi mengaku, jumlah mahasiswa yang mendapatkan beasiswa tahun ini mengalami penurunan dibandingkan tahun-tahun sebelumnya. Masalah anggaran menjadi kendala utama mahasiswa yang mendapatkan beasiswa.


"Mahasiswa ini mendapatkan besaran beasiswa mulai dari Rp 8 juta hingga Rp 75 juta rupiah sesuai dengan pendidikan dan program studi yang dijalaninya. Ada D3, D4, S1, S2 hingga S3," kata Dedi.


Program JFLS ini dimulai sejak tahun 2019 lalu. Di tahun 2019 sebanyak 1.690 orang dengan anggaran Rp 51 miliar, di tahun 2020 sebanyak 1.327 orang dengan anggaran Rp 29 miliar, di tahun 2021 sebanyak 1.253 orang dengan anggaran Rp 25 miliar dan di tahun ini hanya 614 orang dengan anggaran Rp 9,8 miliar.


Dedi berharap, para mahasiswa yang mendapatkan beasiswa setelah lulus nanti mampu memberikan kontribusi untuk kemajuan Jawa Barat.


"Makanya ada program pemagangan. Pemagangannya itu kita buat di desa. Dari pemagangan itu muncul ide untuk menyelesaikan masalah Jawa Barat," kata Dedi.


"Seperti yang dibuat lulusan 2021, ada yang membuat aplikasi temen-temen autis, program aplikasi bulying, membuat tempat cangkir dari kopi yang terbuat dari ampas kopinya, ada juga Rotanesia yaitu pemasaran rotan yang selalu terpangkas oleh tengkulak dan ini langsung," jelasnya.


Cahyaniza, mahasiswa sekolah vokasi IPB, jurusan Teknologi Industri penerima beasiswa dari Pemprov Jabar melalui program JFLS 2022. Cahyaniza mengaku senang telah mendapatkan beasiswa melalui program JFLS 2022 untuk jenjang D3.


"Seneng banget pas pengumuman mendapatkan beasiswa, baru diajukan langsung oleh Gubernur Ridwan Kamil, seneng banget. Beasiswa bisa membantu biaya kuliah kedepannya.


Sementara itu, Alifia yang juga penerima program beasiswa JFLS mengaku bahwa beasiswa ini memiliki dirinya bisa membuat aplikasi untuk membantu temen-teman autis.


"Bersama team 14 teman, kita bisa membuat prototipe aplikasi penanganan anak autis, yang diharapkan aplikasi ini bisa di realisasikan," kata Alifia


“Aplikasi ini semacam “pertolongan pertama”. Bagaimana sih caranya mengatasi permasalahan itu dari satu tangan saja dan aplikasi ini menyediakan hal itu. Jadi "activity daily living" untuk anak-anak itu seperti apa gitu," imbuhnya.


Alifia berharap, aplikaai yang sibuat ini bisa digunakan dan direalisasikan karena saat ini banyak orang yang membutuhkan aplikasi ini.


“Aplikasi ini semacam “pertolongan pertama”. Bagaimana sih caranya mengatasi permasalahan itu dari satu tangan saja dan aplikasi ini menyediakan hal itu. Jadi "activity daily living" untuk anak-anak itu seperti apa gitu," imbuhnya.


Alifia berharap, aplikaai yang sibuat ini bisa digunakan dan direalisasikan karena saat ini banyak orang yang membutuhkan aplikasi ini.


"Kita sudah tahu juga, wawancara juga dengan beberapa guru SLB, ternyata masih banyak yang membutuhkan aplikasi ini, terutama orang tua yang dirumah," ungkap Alifia.


"Orang tua yang dirumah, mungkin pemahamannya tentang autisme kurang, jadi masih dibilang awam," pungkasnya.

The US made high-profile announcements over the past week on two of its strategic bombers, the fully upgraded B-52 and the brand new B-21, with Chinese experts saying that the duo are likely to become the US Air Force's core strategic strike force in the next few decades, and China should be prepared to counter the planes and also learn from them.







Northrop Grumman, the company that builds the B-21, announced on Thursday that the aircraft will be revealed to the public for the first time on December 2. This will be the first public unveiling of a new Air Force bomber in 34 years, since the B-2 bomber's debut in November 1988, US media outlet Defense News reported on Thursday.


After the rollout, the B-21 will conduct its first flight in 2023, the report said.


The announcement on the B-21 came shortly after Boeing released a new image from a digital prototyping model that showed an upgraded B-52 bomber that is expected to receive the designation B-52J or B-52K, US magazine Air & Space Forces reported on Wednesday.


The new B-52 will be equipped with upgrades including new F130 engines to be built by Rolls-Royce, a variant of the AN/APG-79 radar used on the F/A-18EF fighter jet, and an updated cockpit, according to the magazine report.


Fu Qianshao, a Chinese military aviation expert, told the Global Times on Monday that the US now operates three types of strategic bombers - the first-generation bomber B-52, the-third generation bomber B-1B and the fourth-generation bomber B-2. According to the US Air Force's plan, the B-1B and the B-2 would retire after the development of the B-21 is complete.


This means only the oldest B-52 and the latest B-21 will remain in service, and the duo will become the US Air Force's core strategic strike force in the next few decades, Fu said.


The US Air Force is modernizing its old but still potent B-52 and developing the new B-21 at the same time, Zhang Xuefeng, another Chinese military expert, told the Global Times on Monday.


These two will form a combination of a high-end and a low-end bomber, Zhang said. "The low-end B-52 has little defense penetration capability, and the US Air Force could have it launch the under-development AGM-183 hypersonic missile from outside of enemy defense lines. But such missiles are expensive and limited in number, so the high-end B-21 will take advantage of its high stealth capability to penetrate hostile defense lines and use cheap munitions like JDAM," Zhang said.


China needs to prepare for this US tactic, as the two types of bombers could be deployed against China, experts warned. No matter how many upgrades the B-52 gets, it can never become stealth-capable and it can only launch standoff missiles. China should develop its capabilities in long-range detection and long-range interception by deploying warplanes and warships further away from its homeland into the blue-water regions.


The B-21, on the other hand, has a shorter range than the B-2 and relies on operating bases, so attacking those bases and airfields where it is deployed is the way to go, analysts said.


China can also learn from the US' strategic bomber development, Fu said. China's H-6 bomber is of the same generation as the B-52, and it has also received many upgrades that have transformed it from a medium-range bomber to a medium-to-long-range strategic bomber.


Once China's next-generation bomber, the H-20, is developed, it will be at the same level as the B-21, and likely surpass it in some aspects, Fu said.

During Tuesday’s sessions, delegates explored issues such as supply-chain disruption, the growing demand for travel since the lifting of pandemic restrictions, e-commerce, cybercrime, and the widespread problem of rising inflation.


Saudi Minister of Investment Khalid Al-Falih in a plenary session said that the energy crisis in Europe will accelerate the oil and gas sector’s transition to renewables and hydrogen.


Saudi Arabia’s Energy Minister Prince Abdulaziz bin Salman, in a separate session, meanwhile said that some were using their emergency stocks and using it as a mechanism to manipulate markets when its purpose should be to mitigate any shortages of supply.


Princess Reema bint Bandar, the Kingdom’s ambassador to Washington, also explained that the current discord between Saudi Arabia and the US was “not political” but “purely economic.”






Meanwhile, on the sidelines of the Riyadh event, Saudi Arabia’s Ministry of Investment signed five investment agreements in the aerospace (Boeing and Orbitel), technology (Ginkgo Bioworks and Taihan Cable & Solution) and finance (BTG Pactual) sectors to further cement its emerging positioning in global value chains.





Working with the year’s theme ‘Investing In Humanity: Enabling a New Global Order,’ today’s opening plenary will have Nelson Peltz, chief executive and founding partner of Trian Partners, discuss how to ensure success for and through the long-term – across the world, amidst decades of change and turbulence.


Mohammed Bin Abdullah Al-Jadaan, Saudi Arabia’s minister of finance, meanwhile will sit with his Bahraini counterpart Sheikh Salman Khalifa Alkhalifa and Steven Mnuchin, founder and managing partner of Liberty Strategic Capital, in a plenary on power players whose decisions impact global finance.

Sheikh Salman bin Khalifa Al-Khalifa, Bahrain’s minister of finance and national economy: “There are certainly a multitude of challenges that the world faces, inflation is certainly one of them, driven by the disruption in supply chains coming out of COVID-19, compounded by the conflict in Europe and now it is a period where there is food price inflation, energy price inflation and that is a big issue. One of the positive aspects that we are seeing very recently is that shipping costs are coming down.”


“Now it is extremely important to focus on the supply chains, supply chains will play a critical role. We saw Saudi Arabia launch the Global Supply Chain Resilience Initiative and it will be extremely important for countries all over the world to participate and make sure domestically within their region they are building resilience on the supply chain.


Mohammed Bin Abdullah Al-Jadaan, Saudi Arabia’s minister of finance: “You cannot look at the world in one way… we have seen how the world is almost split into [the] optimistic side that are looking for the future, those who have planned, that who are able to make long-term decisions and prepare themselves for difficult times are reaping the benefits. Those who haven’t are facing difficult times… and the world is going through a very, very difficult time.”


“I think what we need to do is encourage cooperation and collaboration. The world needs stability, predictability for macrofinance to be available, for investment to be available. And that is becoming very difficult with all the shocks we have seen.”




“We are talking with international organizations to try and help, I can tell you within the region what Saudi Arabia did was we mobilized the regional multilateral development institutions to make sure we provide support to countries in the region, but we are also doing our part. We worked with Indonesian presidency in the G20 to provide some support to the world at large but also to the low-income countries and emerging markets when it comes to energy and food. We are providing support bilaterally, and we are making sure we stay the course. We have a vision that we started a few years ago, we prepared ourselves and we are reaping the benefits.”

Kejadian tersebut viral usai diunggah di media sosial. Salah satu medsos yang memgunggahnya yakni @jakartabarat24jam.


"Lapor min tolong disebarluas maling besi di jalan D, belakang SMA 65 Kebon Jeruk, Jakarta Barat. Kejadian kemarin siang," tulis caption akun tersebut, di kutip Suara.com,hari Rabu, 26/10/2022.


Salah seorang warga sekitar lokasi, Gofar mengatakan pelaku datang ke lokasi sekira pukul 11 siang. Saat itu pelaku yang berjumlah 2 orang menggunakan sepeda motor.


"Sempet beli rokok dulu, jam 11 kan sepi ya, langsung ke rumah kontrakan. Berdua si orangnya," katanya, Rabu.





Kedua bandit ini langsung menyasar rumah kontrakan yang ada besi penutup. Tak butuh waktu lama, keduanya pun membawa kabur penutup besi tersebut.


"Yang diambil besi buat selokan, besi panjang," ungkap Gofar.


Gofar menyebut di wilayahnya memang kerab dijadikan sasaran aksi kriminal. Belum lama, Gofar melanjutkan, ada salah satu warga yang kehilangan motornya.


"Di sini seringnya jambret. Belom lama ini motor (hilang)," tutupnya.

Kurang dari tiga minggu sebelum pemilihan paruh waktu di AS, Komite Nasional Partai Republik menggugat Google, mengklaim bahwa Gmail menandai email penggalangan dana grup dialihkan ke folder spam.







RNC mengajukan gugatan pada hari Jumat, 21 Oktober, terhadap Google di pengadilan distrik federal di California yang mengklaim bahwa raksasa internet itu “secara tidak sah mendiskriminasikan Komite Nasional Republik ('RNC') dengan membatasi pesan emailnya karena afiliasi dan pandangan politik RNC.”


Komite Nasional Partai Republik AS telah mengajukan gugatan terhadap Google, menuduh raksasa teknologi itu dengan sengaja mengalihkan emailnya ke folder spam pengguna.


"Google telah menurunkan jutaan email RNC secara massal ke folder spam calon donatur dan pendukung selama poin-poin penting dalam penggalangan dana pemilu dan pembangunan komunitas," kata RNC dalam gugatan tersebut.

Russia has released a draft UN Security Council resolution that envisages setting up a commission investigating the activities of US biological labs in Ukraine.







The draft document, obtained by TASS, is to be considered during the Security Council’s session on October 27.


It says that the UN Security Council should "set up a commission consisting of all members of the Security Council to investigate into the claims against the US and Ukraine contained in the complaint of the Russian Federation regarding the compliance with obligations under the (Biological Weapons) Convention in the context of the activities biological laboratories in the territory of Ukraine, as well as present to the Council a report on the issue containing recommendations by 30 November 2022 and inform the States Parties to the Convention at its Ninth Review Conference to be held in Geneva on 28 November - 16 December 2022 on the results of the investigation.".


Russia seeks establishing a commission under UN Security Council auspices that would require Washington and Kiev to clarify their compliance with the Biological Weapons Convention (BTWC) with respect to their activities in biological laboratories in Ukraine, the Russian mission to the United Nations said in a letter to the top UN officials.


The commission would manage to clarify all circumstances of Washington and Kiev’s activities with biological laboratories on Ukrainian territory, the letter said. It is expected that the commission would produce a report that would then be discussed by the parties to the BTWC during the Ninth Review Conference set to be held in Geneva on November 28 - December 16.

The letter, signed by the Russian Ambassador to the world body Vasily Nebenzia, was addressed to the UN Secretary-General Antonio Guterres and UN Security Council President for the month of October, Michel Xavier Biang. A draft statement was attached to the letter and its circulation is required.


"The draft resolution we propose is aimed to set up a commission to investigate the claims against the US and Ukraine contained in the complaint of the Russian Federation regarding the compliance with their obligations under the BTWC in the context of the activities of biological laboratories in the territory of Ukraine," the letter said on Tuesday.


Russia has expressed concerns that Kiev is planning to detonate a "dirty bomb" in Ukraine and accuse Moscow of using weapons of mass destruction.


Experts from the International Atomic Energy Agency (IAEA) are preparing to visit two nuclear facilities in Ukraine in the coming days, director general Rafael Grossi said, amid warnings from Russia that Kiev is plotting a provocation with the use of a "dirty bomb".


A dirty bomb contains radioactive isotopes and an explosive load that disperses radioactive material across large areas.


On Monday, the Russian mission to the United Nations sent a letter to UN Secretary-General Antonio Guterres warning that the Kiev regime was planning to develop a "dirty bomb" and then to accuse Russia of using a tactical nuclear weapon. The letter also urged western countries and Guterres to exert their influence on Kiev and prevent a heinous crime from occurring.

Warga di Kampung Cibeas, Kelurahan Gunung Tandala, Kecamatan Kawalu, Kota Tasikmalaya kini dihantui oleh adanya kawanan monyet yang turun gunung.







Kawanan monyet itu diduga kelaparan hingga turun ke pemukiman warga. Kondisi itu sudah terjadi selama tiga pekan terakhir. Warga merasa terganggu dan resah dengan adanya kawanan monyet di lingkungan mereka.


Abah Deni karyawan bengkel mengatakan, warga selama beberapa pekan ini merasa dihantui oleh kawanan monyet yang hendak mencari makanan.


Bahkan 3 hari yang lalu, ada salah satu karyawan di tempat bengkel komputer jahit, terpaksa dilarikan ke Rumah Sakit lantaran digigit monyet, hingga tangan kirinya robek dan harus mendapat puluhan jahitan.


Abah Deni menyebut, ada 5 sampai 10 ekor monyet yang turun gunung dan berkeliaran di pemukiman warga.


Ia menyangka kalau monyet monyet tersebut sudah jinak, lantaran saat diberi makanan selalu menghampiri.


“Tapi teman saya malah kena amukan monyet itu, tangannya digigit sampai robek dan harus mendapat 24 jahitan,” ujar Abah Deni, hari Selasa, 25/10/2022.


Lanjutnya kawanan monyet itu terkadang berkeliaran pagi atau siang.


“Kawanan monyet ini turun gunung mungkin karena kelaparan, sebab makanan yang ada di hutan habis, jadi turun gunung,” katanya.


Dugaan kawanan monyet itu kelaparan bukan tanpa alasan. Pasalnya, kebun jagung, singkong dan pepaya habis dijarah kawanan monyet itu.


“Kalau dibilang meresahkan pasti meresahkan, apalagi sudah sempat menggigit salah seorang warga,” ucapnya.


Ia pun sebelumnya sempat memberikan imbauan kepada warga setempat, agar tidak memberi makanan warung kepada monyet tersebut, karena nantinya akan terbiasa dan malah menyerang warung milik warga.
