The two men were killed while in a car in the Jalazone refugee camp north of Ramallah, according to local media.
The Palestinian official news agency, Wafa, identified them as 19-year-old Bassel Qassem Basbous and 21-year-old Khaled Fadi Anbar.
A third, Raafat Habash, 19, was wounded in the shooting.
The bodies of the two men were taken by the Israeli army after they were killed, while the man who was wounded was arrested.
News of the killings came in at about 7am local time (04:00 GMT).
The Israeli army said its men were attempting to arrest a suspect in Jalazone when they suspected that the three men were planning to carry out a car-ramming attack against the soldiers, before being shot.
That claim could not be independently verified.
The Fatah movement of Ramallah and el-Bireh region announced a general strike in the areas after the killings.
Israel has been carrying out near-daily raids in the West Bank, largely focused on the towns of Jenin and Nablus, where new armed Palestinian groups have been formed.
Departemen Luar Negeri AS telah menyerukan penyelidikan atas kematian Rayyan Suleiman.

Sebanyak 15 ekor domba milik warga Desa Mekarwangi, Kecamatan Langkaplancar, Kabupaten Pangandaran jadi korban keganasan anjing liar.
Floridians are now grappling with the catastrophic effects of Hurricane Ian. Those who live in Florida’s Southwest coastline are describing their community as a “war zone”. President Joe Biden and the First Lady will travel to the state on Wednesday after first visiting Puerto Rico on Monday.
Hurricane Ian’s death toll climbed to a staggering 87 fatalities on Sunday with 83 of those being in Florida and the other four in North Carolina. Ian hit Florida on Wednesday and Thursday before it was downgraded to a post-tropical cyclone on Saturday, as it moved to south central Virginia.
Ian was a Category 4 storm, which according to the National Hurricane Center is a major storm that brings with it 130 to 156 mile per hour wind speed, and can cause catastrophic damage.
This week Biden approved a Federal Emergency Management Administration (FEMA) disaster declaration which will provide individual assistance for residents in 13 counties.
The search and rescue efforts across those areas affected by the storm are being met with a federal response that is likely to be one of the largest ever, with FEMA chief Deanne Criswall calling it the “largest amount of search-and-rescue assets” that has ever been put in place.
That rescue effort includes 1.6 million liters of water, an additional 6.6 million in the coming days, 5.5 million meals, and more than 400 ambulances and four aircrafts to evacuate individuals from nursing homes and other residential care facilities.
Search and rescue for those who remain missing in Florida will be conducted by FEMA’s Urban Search and Rescue teams, the Coast Guard, the Interior Department and Defense Department. Thus far at least 1,100 people have been rescued following Hurricane Ian, which brought with it extreme flooding, formidable wind speeds, and destroyed homes and infrastructures.
And officials warn that the full extent of Hurricane Ian’s damage, including fatalities, may not yet be fully known.
“I’m looking for my 96-year-old grandmother, Julia Rodriguez. She was living in Sunshine Mobile Village. Last we heard she was evacuating on Wednesday but haven’t heard from her. She doesn’t have a cell phone. Any advice? We are very worried and live in NY,” wrote a woman on the Fort Myers Beach Facebook page.
At least 656,935 customers in Florida were still without power at around 11:00 p.m. on Sunday night following Hurricane Ian’s devastating effects according to PowerOutage. Counties experiencing the highest number of power outages included those in Southwest Florida: Hardee, Lee, Charlotte, DeSoto, Sarasota, Manatee, Collier, Hendry and Volusia in the east-central area of Florida.

TOKYO - Asia's factory output mostly weakened in September as slowing demand in China and advanced economies added to the pain from persistent cost pressures, surveys showed on Monday, clouding the region's economic recovery prospects.
Manufacturing activity shrank in Taiwan and Malaysia, and grew at a slower pace in September compared with August in Japan and Vietnam, as rising raw material costs and the darkening global outlook weighed on corporate sentiment.
The surveys came after China's factory and services activity data on Friday pointed to further cooling in the world's second-largest economy as strict COVID lockdowns disrupted production and dampened sales.
"We're seeing economic conditions deteriorate in China, the United States and Europe. That's definitely weighing on Asian manufacturing activity," said Toru Nishihama, chief economist at Dai-ichi Life Research Institute in Tokyo.
"While supply disruptions may have run its course, Asia is now suffering from slumping global demand."
The au Jibun Bank Japan Manufacturing Purchasing Manager's Index (PMI) slumped to 50.8 in September from 51.5 in the prior month, marking the weakest growth rate since January last year.
New orders shrank at the fastest rate in two years, while output posted its sharpest decline in a year due to weakening demand from China and other trading partners, Japan's PMI survey showed.
"Weakness in the yen is doing little to bolster export demand either and instead is pushing imported inflation up drastically and drove domestic price pressures up even further," said Joe Hayes, senior economist at S&P Global Market Intelligence.
Taiwan's PMI hit 42.2 in September, down from 42.7 in August and staying below the 50 mark that separates growth from contraction on a monthly basis.
Vietnam's PMI fell to 52.5 from 52.7 in August, while that of Malaysia slid to 49.1 from 50.3, the surveys showed.
Soaring inflation has forced U.S. and European central banks to embark on interest rate hikes, stoking fears of a sharp downturn in global demand that had underpinned Asian exports.
China's slowdown has also clouded Asia's economic recovery. With few signs Beijing will significantly ease zero-COVID soon, many analysts expect China's economy to grow by just 3% this year, which would be the slowest since 1976, excluding the 2.2% expansion during the initial COVID hit in 2020.

Salah seorang wisatawan asal Kota Tasikmalaya, Yana mengaku kaget mendengar beberapa kali suara gemuruh.
“Katanya orang sini longsor lereng Gunung Galunggung hampir setiap hari.
The personal mobile phone numbers of Liz Truss and 25 other UK Cabinet ministers are for sale over the internet after being stolen by hackers, it has been reported.
The personal mobile phone numbers of the Prime Minister and 25 of her Cabinet Ministers are being sold on the internet, The Mail on Sunday can reveal.
They can be accessed on a shady US website charging just £6.49 for access to the information, which cyber experts warn could be used by China and Russia to spy on senior Government figures.
Phone numbers and other personal data for Liz Truss, Chancellor Kwasi Kwarteng, Defence Secretary Ben Wallace, Foreign Secretary James Cleverly and Home Secretary Suella Braverman are among those listed on the site.
The Mail on Sunday said the stolen numbers appeared on a US website which charges just £6.49 for a week’s access to its searchable database.
Among those listed, the paper said, were UK chancellor Kwasi Kwarteng, defence decretary Ben Wallace, foreign secretary James Cleverly and home secretary Suella Braverman.
The numbers of seven members of the Labour shadow cabinet, including party leader Sir Keir Starmer, were also said to be available.
The disclosure will raise concerns that the security of ministers may be compromised, with foreign intelligence agencies able to access and exploit the information.
The British government declined to comment directly on the report, although a spokesman said they were aware that such sites existed although much of the data on them was “old and incorrect”.
The spokesman added that ministers were given regular security briefings on how to protect their personal data.
The Mail on Sunday said the website – which it did not name – claimed to have more than 14 billion files of “compromised assets” stolen in cyberattacks dating back more than a decade.
The paper said it was unclear who was behind the website, which has an office listed in what it describes as a “downmarket area” of Las Vegas.
After paying a £6.49 fee to access the site for a week, the paper said that one of its reporters was able to find the prime minister’s personal mobile number within “seconds”.
A search for “Elizabeth Truss” returned an entry which appeared to contain a mobile phone number that the website stated had been stolen in a 2020 hack on Covve, a popular digital contacts book.
When they added the phone number to WhatsApp, the profile came up with a photo of the Prime Minister taken last Christmas.
A British government spokesman said: “We take cyber security extremely seriously and we have agencies like the National Cyber Security Centre to help businesses and individuals protect their personal information from cyber threats.
“While we don’t comment on specific incidents, the Government is aware that websites exist that aggregate details from historical data breaches, therefore much of the data on these websites is old and incorrect.
“Ministers receive regular security briefings and advice, including advice on protecting their personal data and mitigating cyber threats.”

Brazil's presidential election is headed for a run-off vote, electoral authorities said on Sunday, after President Jair Bolsonaro's surprising strength in a first-round vote spoiled rival Luiz Inacio Lula da Silva's hopes of winning outright.
With 95% of electronic votes counted, Lula was ahead with 47.6% of votes versus 43.9% for Bolsonaro, the national electoral authority reported. As neither got a majority of support, the race will go to a second-round vote on Oct. 30.
Several opinion surveys had shown Lula leading Bolsonaro by 10-15 percentage points ahead of Sunday's vote. The much tighter result dashed expectations of a quick resolution to a deeply polarized election in the world's fourth-largest democracy.
Bolsonaro had questioned polls that showed him losing to Lula in the first round, saying they did not capture enthusiasm he saw on the campaign trail. He has also attacked the integrity of Brazil's electronic voting system without evidence, and suggested he might not concede if he lost.
Political observers had said a wide margin of victory for Lula could sap Bolsonaro of support to challenge the electoral results. But Sunday's vote, extending a tense and violent election by another four weeks, revitalized his campaign.
"The extreme right is very strong across Brazil," said Carlos Melo, a political scientist at the Insper business school. "Lula's second-round victory is now less likely. Bolsonaro will arrive with a lot of strength for re-election."
Some polls had suggested Lula could win over 50% of valid votes, allowing him to avoid the run-off against his fierce rival. But as results trickled in, that looked unlikely.
Outside Bolsonaro's family home in Rio de Janeiro's Barra da Tijuca neighborhood, the scene of jubilant celebrations when Bolsonaro was elected in 2018, the mood was increasingly upbeat.
Maria Lourdes de Noronha, 63, said only fraud could prevent a Bolsonaro victory, adding that "we will not accept it" if he loses. "The polls in our country, the media, and journalists, are liars, rascals, shameless," she said.
Although he ended his 2003-2010 government with record popularity, Lula is now loathed by many Brazilians after he was convicted of accepting bribes and jailed during the last election. His conviction was later overturned by the Supreme Court, allowing him to face his rival Bolsonaro this year, along with nine other candidates from an array of smaller parties.
A career lawmaker turned self-styled outsider, Bolsonaro rode a backlash against Lula's Workers Party to victory in 2018, uniting strands of Brazil's right, from evangelical Christians to farming interests and pro-gun advocates.
He has dismantled environmental and indigenous protections to the delight of commercial farmers and wildcat miners, while pushing an anti-gay and anti-abortion agenda.
His popularity has suffered since the coronavirus pandemic, which he dismissed as a "little flu." Corruption scandals also forced ministers out of his government and focused a harsh spotlight on his lawmaker sons.
Yet Sunday's vote shows his support is far from collapsing.
Lula's proposals for Brazil have been light on details, but he promises to improve the fortunes of Brazil's poor and working classes, as he did as president from 2003-2010, when he lifted millions out of poverty and burnished Brazil's global influence.
While in power, Lula's approval rating soared as he expanded Brazil's social safety net amid a commodity-driven economic boom. But in the years after he left office, the economy collapsed, his hand-picked successor was impeached and many of his associates went to prison.
Lula himself spent 19 months in jail for bribery convictions that were thrown out by the Supreme Court last year.
