Attack on Crimean Bridge Committed By Ukraine - Russia's Foreign Ministry



Overnight, traffic had been suspended on the Crimean Bridge linking the peninsula to the Krasnodar region via the Sea of Azov due to an emergency that resulted in the death of two people.







The attack on the Crimean Bridge was committed by the regime in Kiev, stated Russia's Foreign Ministry on Monday.


The decision to target the Crimean Bridge was made by Ukrainian officials, their military, and with the participation of US, and UK Special Services, added the ministry in a statement.


"Today's attack on the Crimean Bridge was committed by the Kiev regime. This regime is a terrorist one and has all the signs of an international organized criminal group," Russian Foreign Ministry spokeswoman Maria Zakharova said on Telegram.


Overnight, two unmanned surface vehicles attacked the infrustructure, according to the Russian National Anti-Terrorism Committee.


"At 3:05 [6:05 GMT] two Ukrainian unmanned underwater vehicles carried out an attack on the Crimean Bridge. As a result of the terrorist attack, the road part of the Crimean Bridge was damaged, while two adults were killed and one child was injured," the statement said.


Russian investigators are identifying those involved in the organization of the terrorist attack on the Crimean Bridge carried out by the Kiev regime's special services and armed units, according to the committee.


"The necessary examinations have been appointed as part of the criminal case. The investigation is identifying individuals from the Ukrainian special services and armed units involved in the organization and execution of this crime," stated the committee.


Emergency services are currently working at the scene. Law enforcement agencies are carrying out the necessary operational and investigative actions.


Earlier in the day, Crimean head Sergey Aksenov said that traffic was suspended on the Crimean Bridge due to an emergency, and urged people to avoid traveling via the infrustructure. The road part of the bridge had sustained damage.


"From the side of the Republic of Crimea, there is damage to the roadway on the spans of the Crimean bridge," the Russian Transport Ministry said on Telegram on Monday morning, adding that the "structures of the spans themselves are on their supports."


A civilian couple who had been driving by car from Stary Oskol, Belgorod region, were killed, their 14-year-old child was wounded.


"Two civilians died: a man and a woman, driving a car on the bridge," the Russian Investigative Committee said.


The child's life is not in danger, she has been admitted to the intensive care unit of Temryk Central Hospital.



Kiev Regime Drops Hint at Having Hand in Crimean Bridge Terror Attack



The Security Service of Ukraine has implicitly admitted its involvement in organizing the pre-dawn attack on the Crimean Bridge, which left two people dead and one child seriously injured.


On Monday, a spokesperson for the Ukrainian military intelligence department, Andrei Yusov, commented on the Crimean Bridge incident, quoting the agency's head, Kirill Budanov, who stated that "this structure is unnecessary". RBC-Ukraine, citing a source in the Security Service of Ukraine, reported that the terror attack on the Crimean Bridge was a special operation conducted by the Security Service of Ukraine and the Ukrainian Navy, using surface drones.


The Security Service of Ukraine, known as the SBU, responded to the incident on its Telegram channel by publishing a modified excerpt from a Ukrainian folk song:


"Nightingale, dear brother, the bridge has fallen asleep again."


"This is folk music, and the lyrics are from the Security Service," the SBU posted on its Telegram channel.


Alexei Goncharuk, a member of the Ukrainian parliament, called the incident, which left two people dead, and a child injured on the Crimean Bridge, a "victory for Ukraine" and demanded that those involved be awarded the highest state honors.


According to Vyacheslav Gladkov, governor of the Belgorod Region, two of his constituents, a man and a woman, died as a result of the attack, and their underage daughter was injured. The Ministry of Health of the Krasnodar Region confirmed the two deaths. Speaker of the Crimean parliament, Vladimir Konstantinov, said that the Crimean Bridge was attacked by the "Kiev terrorist regime."

Sejumlah sekolah di Depok, Jawa Barat, mulai hari ini mulai menjalani pembelajaran tatap muka. Wali Kota Depok Mohammad Idris mengimbau masyarakat dan Aparatur Sipil Negara (ASN) Pemerintah Kota (Pemkot) Depok mengantar anak di hari pertama masuk sekolah.







Para ASN Pemkot Depok bahkan diizinkan telat datang ke kantor karena mengantar anak di hari pertama sekolah. Dispensasi itu diberikan kepada ASN Pemkot Depok untuk mengantar anak di hari pertama sekolah hingga pukul 10.00 WIB.


"Setelah itu para ASN Depok bisa kembali ke kantor dan bekerja seperti biasa," kata Idris sebagaimana dikutip dalam keterangan pers pemerintah kota di Depok, hari Senin, 17/07/2023.


Penerapan kebijakan tersebut tertuang dalam Surat Edaran Nomor 800/2046/ BKPSDM tentang Hari Pertama Masuk Sekolah yang diterbitkan 15 Juli 2022. Aturan tersebut merupakan bagian dari upaya mewujudkan kota layak anak.


Menurut surat edaran itu, ASN di lingkungan Pemkot Depok yang anaknya belajar di pendidikan anak usia dini, taman kanak-kanak, sekolah dasar, dan kelas 7 diberi waktu untuk mengantar anak ke sekolah pada hari pertama masuk sekolah, hari Senin, 17/07/2023.


Pemandangan aparatur sipil negara atau ASN mengantar anaknya pada hari pertama masuk sekolah pada hari ini, Senin 17 Juli 2023, terlihat di sejumlah sekolah di Kota Depok. Mereka memanfaatkan Surat Edaran Wali Kota Depok, terbit 14 Juli 2023, yang memberikan dispensasi ASN setempat terlambat masuk kantor hari ini.


Di SDN Anyelir 1, Jalan Nusantara, Pancoran Mas, misalnya, beberapa ASN berseragam tampak mengantar anaknya. Di antaranya adalah Nurhadi dari Dinas Kesehatan Kota Depok. Dia menyatakan bersyukur mendapat kesempatan mengantar anaknya pada hari pertama masuk sekolah.


"Karena memang penting sekali buat psikologis anak ya, mereka bisa diantarkan orang tuanya, kebetulan juga istri bisa WFH (work from home) dan bisa sama-sama mengantar anak di hari pertama sekolah," tutur Nurhadi.


Surveilans di Bidang Pengendali dan Pemberantas Penyakit (P2P) ini menerangkan anaknya di SDN Anyelir 1 baru naik kelas II, sehingga masih perlu di-antar saat masuk sekola. Setelahnya, Nurhadi meluncur ke kantornya di Jalan Margonda Raya. "Kami diberikan kesempatan hingga jam 11 siang," ucap Nurhadi.


Di sekolah yang sama, Dwi Putri Utami, ASN di Kecamatan Cipayung, mengantar dua anaknya yang duduk di kelas I dan IV. Karena mendapat dispensasi masuk jam 11, Dwi mengatakan sempat pulang dulu dari mengantar anaknya sekolah. "Karena dari surat edaran disebutkan maksimal jam 11 sudah harus sampai kantor, dispensasinya hanya hari pertama,"


Menurutnya, surat edara serupa sudah ada sejak beberapa tahun lalu, sehingga memudahkan dirinya mengantar anak di hari perdana sekolah tahun ajaran baru. "Karena kan orang tua suka bimbang ya, satu kepikiran baru masuk sekolah, bagus juga ada edaran seperti ini."

South Korean President Yoon Suk Yeol on Monday blamed authorities' failure to follow disaster response rules as the death toll from days of torrential rain grew to 39, including a dozen people found dead in a submerged underpass.







The rains have pummelled the country's central and southern regions since Thursday as the rainy season that started in late June reaches its peak. The interior ministry has also reported nine people missing and 34 injured across the nation


Twelve deaths, including three bodies retrieved overnight, occurred in a tunnel in the central city of Cheongju, where 16 vehicles, including a bus, were swamped by a flash flood on Saturday after a river levee collapsed. Nine others were hurt.


The incident fuelled questions over South Korea's efforts to prevent and respond to flood damage. Some drivers who use the road regularly blamed the government for failing to ban access to the underpass even though floods were widely forecast.

Floods have claimed dozens of lives during recent rainy seasons as weather patterns have become more extreme.


The government last year vowed to take steps to better cope with climate change-induced disasters after the heaviest downpours in 115 years pounded Seoul, including the glitzy district of Gangnam, leaving at least 14 dead and flooding subways, roads and homes.


Yoon, just back from an overseas trip, on Monday convened an intra-agency meeting on disaster response and said the situation was made worse because of poor management of vulnerable areas.


"We've repeatedly emphasised access control over dangerous areas and preemptive evacuation since last year, but if basic principles of disaster response are not kept on the spot, it is difficult to ensure public safety," Yoon told the meeting.

He called for authorities to make the utmost effort to rescue victims and vowed support for recovery work and affected families, including designating flood-hit areas as special disaster zones.



Rescuers retrieve eight bodies from flooded South Korea underpass



The bodies of eight people trapped in a tunnel flooded by heavy rain in central South Korea were retrieved on Sunday, authorities said, with the death toll from days of torrential downpours that have pounded the country rising to 37.


Seo Jeong-il, head of the west Cheongju fire station, said an estimated 15 vehicles, including a bus, were submerged in the underpass in the city shortly after a levee of a nearby river was destroyed by the downpours on Saturday.


A dashcam video showed muddy water rushing into the tunnel as a driver manages to exit the underpass, while other CCTV footage aired on local broadcaster MBC showed vehicles driving past the tunnel with their wheels submerged.

"Our goal is to complete the drainage and search operations (today)," Seo told reporters.


The death toll in the tunnel stands at nine, including one body retrieved on Saturday, he said.


Kong Seong-pyo, a 60-year-old Cheongju resident who frequently uses the underpass, said the government should have restricted access to the tunnel when flooding was expected.


"I would have also died if I were submerged. I have no words to express this frustrating feeling," Kong told Reuters.

The Ministry of Interior and Safety said nine people were missing across the country as of 6 p.m. (0900 GMT) as heavy downpours caused landslides and floods, with evacuation orders covering 8,852 people.


The ministry data does not include those in the flooded tunnel because it was not immediately clear how many people were trapped underwater.


The latest disaster took place despite South Korea's vow to step up preparedness against torrential rains after Seoul was hit last year with floods caused by the heaviest downpours in 115 years, inundating basement flats in low-lying neighbourhoods, including in the largely affluent Gangnam district.

A North Chungcheong province official said the levee unexpectedly collapsed before the precipitation reached the level required for restricting access to the tunnel.


President Yoon Suk Yeol, now on an overseas trip, convened a video-linked response meeting and said some regions had failed to take preemptive measures against the extreme weather.


Yoon ordered Prime Minister Han Duck-soo to mobilise all available resources to minimise casualties and urged the weather agency to quickly release forecasts because more heavy rain was expected in the coming days, his office said.


The Korea Meteorological Administration said the central and southern parts of the country could receive as much as 300 millimetres (12 inches) of additional rain by Tuesday.

At least five people were dead and two others remained missing on Sunday after severe floods swept through areas of Pennsylvania and storms continued to threaten much of the Northeast.







In a news conference, Tim Brewer, the fire chief of Upper Makefield in the suburbs north of Philadelphia, said that 11 vehicles were trapped late Saturday afternoon by rising waters on the flooded Washington Crossing Road.


“The flash flood occurred some time after that,” Mr. Brewer said. “We believe approximately 11 cars were on the road. Three were confirmed swept away.” A baby and a toddler were unaccounted for in the aftermath of the storm that hit Bucks County, officials said during a Sunday news conference. They described water rising swiftly and violently in a scene that stunned veteran rescue workers.


“We are treating this as a rescue,” said Tim Brewer, fire chief of Upper Makefield Township, “but we are fairly certain we are in a recovery mode.”






During a brief update Sunday, Brewer said the two missing were a 9-month-old boy and a 2-year-old girl from the same family; they were visiting Bucks County from Charleston, S.C. He declined to release their names, though he said the family permitted him to share their story.


Story continues below advertisement The family of two parents, a grandmother and three children was driving to a barbecue when they were caught in the flash flood while on the highway.


“As they tried to escape the floodwaters, dad took his 4-year-old son while the mother and the grandmother grabbed the younger children,” Brewer said. “Miraculously, dad and son were able to get to safety. However, the grandmother, the mother and the two children were swept away by the floodwaters.”


The mother’s body was recovered Sunday afternoon, Brewer said, while authorities continued to search for the missing children. It was not clear whether the grandmother was among the dead.


The deadly flash flooding in Washington Crossing, a township north of Philadelphia and near the border with New Jersey, followed more than a week of flooding and thunderstorms in the state and the wider Northeast, with Vermont and New York’s Hudson Valley hit particularly hard.


Story continues below advertisement Another Pennsylvania county, Berks, was deluged by flooding last weekend, displacing dozens of residents, according to CBS News Philadelphia.


Saturday’s storm in Bucks County dumped about 7 inches of rain within 45 minutes, Brewer said, taking drivers by surprise.




“When the water came up, it came up very quickly,” he said. “We do not think that anybody drove into it — that they were actively on that road when it happened.”


Firefighters who were on another call witnessed three cars being carried away by the onslaught. Brewer said there was “approximately four to five feet of water over the road,” adding that he had “never seen anything like it.”


Footage shared by CBS Philadelphia showed cars flipped over and swept off the road in the flood’s aftermath. One car was found about a mile and a half from where it was swept away, Brewer said. Authorities from Bucks County and beyond mounted a search-and-rescue effort, using ropes to reach stranded people in what the fire chief called an “exhausting night.”


Story continues below advertisement Shari Bonet, a pastor at Washington Crossing United Methodist Church, said she pulled up at the church about 6:30 p.m. Saturday to find the parking lot swarming with rescue vehicles. The building sits near the roadway where the vehicles were swept away, and it became a gathering place for first responders, flood survivors and loved ones of those who were missing.






People were shocked and soaked, Bonet said, and church volunteers brought them blankets and coffee. Others, including a man who hadn’t heard from his wife, sat staring out the church windows, waiting for news.


“I could see the fear on peoples’ faces,” the pastor said. “And there were a couple people I just went and hugged. I knew they were just — they wanted to know, you know, and there were no answers at that moment.”


Story continues below advertisement First responders rescued a woman who was trapped in her vehicle, officials said. Crews also found three people who had died in the flooding: two women and a man, between about 40 and 70 years old.


Brewer later said a fourth body was found. Authorities were working Sunday afternoon to identify the victim and notify family, the Upper Makefield Township Police Department said on its Facebook page.


None of the victims have been publicly named.






As rescuers continued their search Sunday, the Northeast faced a slew of other weather threats. A tornado watch covered parts of southern Maine, southern New Hampshire, Massachusetts, Connecticut, northern Rhode Island and New York, primarily around Long Island, until 3 p.m. That same broad region was under a flood watch through the evening and at high risk of excessive rainfall.


Story continues below advertisement The National Weather Service warned that areas of “significant and locally life-threatening flash flooding” were expected in New England through midafternoon. Late Sunday morning, extremely heavy rain had prompted flash-flood warnings from western Connecticut through much of New Hampshire, where up to 3 inches of rain had fallen and another 1 to 2 inches was possible.


Worry about heavy rain was particularly high in Vermont and the Hudson Valley of New York, which saw severe flooding a week ago. The ground was left sodden, like a waterlogged sponge, and unable to handle much additional moisture, bolstering the odds of flash flooding.


Scientists have said that although no weather event is solely caused by mankind’s influence, the frequency of extreme weather is increasing because of human-influenced climate change.

Story continues below advertisement The rainfall in the Northeast has been in stark contrast to the Southwest, which is struggling through extreme heat and watching as temperatures threaten to set records.


In Bucks County, officials declared a disaster after the deluge. As the Red Cross works to help those affected, local leaders are watching for additional threats of flash flooding, Brewer said.


“I thought Hurricane Ida was the benchmark [in 2021],” he said. “This is a new benchmark.”

Russian President Vladimir Putin has said that the Ukrainian army has had no success since the start of its counteroffensive.







"All the enemy's attempts to break through our defense - which is a task including the use of strategic reserves - they have not succeeded since the offensive began. The enemy has no success!" the president said in an interview for the program "Moscow. Kremlin. Putin", a fragment of which was posted on the Telegram channel of host Pavel Zarubin.


The president declined to speak publicly about further tasks of the Russian military. "I will tell you this separately when the cameras are off," he promised.



Russia reserves the right to use cluster munitions as tit-for-tat response – Putin



Russian President Vladimir Putin has warned that Russia reserves the right to use cluster munitions in response to Ukraine's use of these weapons.


"Russia has a sufficient reserve of various kinds of cluster munitions, various kinds. So far we have not done it, we have not used them, and we have not had such a need, despite a certain shortage in munitions at a certain point of time. But we didn’t do this," the president said in an interview with the "Moscow. Kremlin. Putin" program on Rossiya-1 TV channel, a fragment of which was posted on its host Pavel Zarubin’s Telegram channel.


"But of course, if they (cluster munitions - TASS) are used against us, we reserve the right to tit-for-tat actions," the president said.


Putin expressed confidence that that the supplies of cluster munitions to Ukraine and their use should be treated as a crime. "As for cluster munitions, the US administration itself through its staff gave its opinion on these munitions a while ago, when the use of cluster munitions was called a crime by the US administration itself. So, I think, this is how it should be treated," the president went on to say.


Putin believes that the US is supplying cluster munitions to Ukraine due to a general shortage of shells. "They (the US - TASS) are doing this (supplying cluster munitions to Ukraine - TASS) not out of the goodness of their heart, but because they have a shortage of munitions in general," the president said.


He reiterated that "the Ukrainian army spends up to 5,000-6,000 155mm caliber shells per day of fighting, while the US produces 15,000 a month." "They have a shortage, and Europe already doesn't have enough [shells]," Putin stated. "So, they didn’t find anything better than to propose the use of cluster munitions," he pointed out.



UNSC to hold meeting on Ukraine on July 17 to be attended by top diplomats

The United Nations Security Council will hold a meeting on the situation in Ukraine on Monday, which will be attended by top diplomats from a number of countries, Russian First Deputy Permanent Representative to the United Nations Dmitry Polyansky said on Sunday.


"At 10:00 p.m. Moscow time tomorrow, on July 17, the United Nations Security Council will hold another discussion of the Ukrainian crisis, which was requested by the British mission. They plan to gather ‘heavy artillery’ in the person of a number of foreign ministers," he wrote on his Telegram channel.


According to Polyansky, Western nations will obviously try to turn the meeting into a "maximally loud anti-Russian show." "We also have something to say," he added.


Monday is the expiration day of the Black Sea Grain Initiative. Russian President Vladimir Putin said on Saturday that the commitments to remove the obstacles on the path of Russian food and fertilizer exports have not been implemented and the key goal of the deal, namely to ensure grain supplies to the poorest countries, has not been attained.
