Putin Briefed on Prigozhin's Armed Coup Attempt — Kremlin

Russian President Vladimir Putin is being regularly briefed about Wagner Boss Yevgeny Prigozhin’s armed coup attempt by the Ministry of Defense, the FSB, the Ministry of Internal Affairs, and the National Guard.

Russia's National Anti-Terrorism Committee said the FSB had opened a criminal case over "calling for an armed rebellion," and that allegations spread on behalf of Wagner chief Prigozhin were "unfounded."

"In connection with these statements, the FSB has opened a criminal case over calls for an armed rebellion. We demand that these illegal actions be stopped immediately," the committee said.

The Prosecutor General's Office confirmed that the case against Prigozhin had been launched, addressing it in an official statement:

"On June 23, 2023, the Investigative Department of the FSB of Russia has initiated a criminal case against Prigozhin E.V. under Article 279 of the Criminal Code of the Russian Federation on the fact of organizing an armed rebellion. His actions will be given a proper legal assessment. This crime is punishable by imprisonment for a term of 12 to 20 years"

Russian army general Sergey Surovikin called on Wagner troops to return to their bases and hold their positions.

"I have just come from the frontline, where our troops, our commanders, our soldiers, our fighters, volunteers are carrying out the task, fighting the enemy to the death, with the superior forces of the enemy, suffering losses, but standing on their positions. I appeal to the leadership, to the commanders and fighters of the Wagner PMC. Together with you we have passed a difficult, hard way, we have fought together, taken the risks, suffered losses, we have won together. We are the same blood, we are warriors. ️I call you to stop. The enemy is only waiting for our domestic political situation to deteriorate. We must not play into the hands of the enemy at this difficult time for the country. Before it is too late, we must do something - we must obey the will and order of the President of the Russian Federation, who was elected by the people, we must stop the columns, return them to their permanent bases and areas of concentration, and solve all the problems only peacefully, under the leadership of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation".

Meanwhile, Russia's Defense Ministry reported activity by Ukrainian forces:

"Taking advantage of Prigozhin's provocation to disrupt the situation, the Kiev regime is concentrating units of the 35th Marine Brigade and the 36th Mechanised Brigade of the AFU in Bakhmut tactical direction at the initial line for offensive actions. The servicemen of the Yug Group of Forces are defeating the enemy with air and artillery strikes," the ministry said.

Earlier in the day, footage and audio attributed to Wagner troops and Prigozhin surfaced online alleging that a "missile attack" had been launched at a Wagner camp, and that the strike was "delivered from the rear, that is by forces of the Russian Defense Ministry." The voice attributed to Prigozhin appeared to call for the ouster of the Defense Ministry's leadership. The footage and audio were immediately jumped on by Ukrainian and US state-funded media outlets, which have been reporting heavily on Prigozhin's criticism of Russian generals in recent weeks.

Russia's Defense Ministry addresed the claims, calling them fake:

"All the messages and videos distributed on social networks on behalf of [Wagner Head Yevgeny] Prigozhin about alleged ‘strike by Russian Defense Ministry on the rear camps of the Wagner PMC do not correspond to reality and are an informational provocation," the ministry said in a statement posted to its Telegram page Friday.

"The Armed Forces of the Russian Federation continue to carry out combat missions on the line of contact with the Armed Forces of Ukraine in the area of the special military operation," it added.

A video posted by Prigozhin purporting to show "the aftermath of the rocket strike on the Wagner rear camps" by the forces of Russian Defense Ministry was staged, Russia's Channel One said.

Kremlin spokesman Dmitry Peskov told reporters that President Putin has been "informed of all events around Prigozhin," and said that "necessary measures are being taken." The press secretary did not elaborate.

Wagner units and Russian Army forces jointly took part in the battle of Artemovsk (Bakhumut), liberating the Donbass city in late May after eight months of heavy fighting which pinned down large concentrations of Ukrainian troops, allowed Russia to train up its mobilized reserves, and resulted in a major defeat for Kiev ahead of its now-stalled counteroffensive.

Putin has been briefed on situation with Prigozhin, measures are being taken — Kremlin

Russian President Vladimir Putin is aware of the situation that is unfolding around Yevgeny Prigozhin, the founder of the private military company Wagner, and the necessary measures are being taken, Kremlin Spokesman Dmitry Peskov told reporters on Friday.

"President Putin has been briefed on all events around Prigozhin. The necessary measures are being taken," he said.

The Russian Defense Ministry said earlier on Friday that reports circulating on social media that allege the Russian Armed Forces had delivered a strike on "PMC Wagner encampments in the rear" are false. The ministry also said Russian forces continue to perform combat missions along the line of engagement with Ukrainian forces in the area of the special military operation.

Criminal case opened against Wagner head amid threat of escalating confrontation — FSB

A criminal case into calls for rebellion coming from Wagner PMC founder Yevgeny Prigozhin has been opened amid the seriousness of situation and a threat of escalation of confrontation in Russia, the Federal Security Service’s Public Relations Center said.

"Amid the seriousness of situation and the threat of escalation of confrontation in the Russian Federation the FSB has opened a criminal case into the fact of a call for an armed rebellion on the part of Yevgeny Prigozhin," it said.

“We demand the immediate end to all illegal activity,” the anti-terrorism committee stated.

Earlier, the Russian Defense Ministry accused Prigozhin of spreading falsehoods over a video circulating on social media that claimed the Russian military had attacked a base of Wagner fighters.

“A large number of our fighters died. We will decide how we will respond to this atrocity. The next step is ours,” Prigozhin said in a statement commenting on the alleged attack. He then vowed to march on Moscow and hold those responsible to account, warning the military to stay out of his way.

The Defense Ministry described Prigozhin’s claims as “an informational provocation” and said the Russian military was fighting on the frontlines against the Ukrainian troops.

The Prosecutor-General’s Office said that “this crime is punishable by imprisonment for a term of 12 to 20 years.”

According to Kremlin spokesman Dmitry Peskov, Russian President Vladimir Putin has been briefed about the situation involving Prigozhin and Wagner, and “all the necessary measures” are being taken to resolve the matter.

Top Russian general sends message to ’mutinous’ Wagner PMC

Deputy commander of the Russian Joint Forces, General Sergey Surovikin, asked on Friday the fighters of the private military company Wagner Group to stop their “rebellion” against Moscow.

In a short video message released on social media, Surovikin said he had just returned from the front, where Russian forces were standing their ground against the Ukrainian offensive.

“I appeal to the fighters and commanders of the PMC Wagner,” Surovikin said, still wearing his fatigues. “We have walked a difficult road together. We fought together, took risks together, suffered losses together, and won together. We are of the same blood. We are warriors. I urge you to stop. The enemy is just waiting for the internal political situation to worsen. We should not play into the enemy’s hands in these difficult times for our country.”

He urged Wagner troops to submit to the lawfully elected authorities “before it is too late,” return to their barracks and address their grievances peacefully.

Earlier on Friday, Wagner head Yevgeny Prigozhin accused the Russian military of targeting one of the company’s field camps in a rocket attack and killing “many fighters,” vowing to march on Moscow and deal with those responsible and warning the military to stay out of his way.

The Russian Defense Ministry said Prigozhin’s accusations “did not correspond to the truth” and were an “information provocation.” According to Kremlin spokesman Dmitry Peskov, Russian President Vladimir Putin has been briefed about the situation involving Prigozhin and Wagner, and all the necessary measures are being taken.

Russia’s Federal Security Service (FSB) announced on Friday that it had opened an investigation into Prigozhin for allegedly “calling for an armed rebellion.” The crime is punishable by 12-20 years in prison.

Surovikin, an air force general, was put in charge of the operation in Ukraine in October 2022, overseeing a major redeployment in the Kherson Region. In January this year, he became a deputy to General Valery Gerasimov, head of the Russian General Staff and current commander of the operation.

The collective West's blatant use of finance, trade, the dollar, and the euro as weapons makes the fragmentation of the world economy not only inevitable but also irreversible, IMF Executive Director for Russia Aleksei Mozhin said.

"The blatant use by the West of international trade, finance, the dollar, and the euro as a weapon makes the fragmentation of the world economy not only inevitable but also irreversible," Mozhin said.

As an example of the irreversibility of the world economy's fragmentation, Mozhin pointed to the consequences of the West's sanctions against Russia, which led to the temporary disappearance of certain categories of goods in the country.

"We have learned this lesson, we will never allow ourselves to be so dependent on imports again, at least in strategic sectors of the economy," he said.

"Such as, for example, the civil aviation industry, where we have more than a century of engineering tradition. By the way, the so-called process of deglobalization began long before the events in Ukraine and the imposition of draconian sanctions against us."

The world suddenly realized that globalization is forcing all countries to follow the path of specialization to the detriment of economic diversification, pushing countries rich in natural resources to specialize in their extraction and export, Mozhin noted. Therefore, deglobalization or fragmentation will continue, the official concluded, adding that the policy of containment toward Russia is a deliberate attempt to hinder its economic development.

Moscow responds to 11th round of EU sanctions

Russia has “significantly expanded” the number of European Union officials and citizens of member states on its own blacklist in response to yet another ‘package’ of EU restrictions, the Foreign Ministry in Moscow announced on Friday.

EU actions are “illegitimate” and “undermining the international legal prerogatives of the UN Security Council,” the Russian Foreign Ministry said in a statement. Any “unfriendly actions” by Western countries will continue to be met with “a timely and adequate response.”

In retaliation for the latest round of sanctions, Russia has blacklisted personnel of EU law enforcement agencies, “state and commercial organizations” of member countries, as well as EU citizens “involved in providing military assistance to the neo-Nazi regime in Kiev.” That assistance was defined as anything from supplying military equipment and fundraising to providing logistics, intelligence and communications service.

European parliamentarians who are “promoting a confrontational agenda with Russia” have also been blacklisted, the Foreign Ministry said. The full list of sanctioned individuals has yet to be made public, however.

Brussels announced the 11th round of sanctions against Moscow on Thursday, ranging from punishing third countries for trading with Russia and banning additional Russian media outlets to blocking ships suspected of carrying Russian cargo.

The EU has also ordered the assets of 71 persons and 33 entities frozen due to their alleged involvement in “deportation” of Ukrainian children – as the US and its allies have described Russia’s evacuation of civilians from areas under attack by Ukrainian artillery.

The bloc has insisted that its economic blockade of Russia is working and hurting the “war machine” involved in the Ukraine conflict. Moscow has shrugged it off, however, pointing to its drastic increase in trade with China. In May, Russia posted the lowest year-over-year inflation in Europe at only 2.3%, compared to the 7% average for the Eurozone.

India and US agree to end WTO disputes in boost to bilateral trade

India and the US have agreed to end their six trade disputes at the World Trade Organization (WTO) in a bid to boost bilateral commerce and further strengthen economic ties.

The two nations are expected to put in place a strong mechanism to resolve trade-related issues bilaterally to avoid the cumbersome process of filing complaints with the WTO.

India has also agreed to remove retaliatory customs duties on 28 American products, such as almonds, walnuts, apples, among others.

The concessional move comes amid Indian Prime Minister Narendra Modi’s maiden state visit to the US, which concludes on Saturday. The tariffs are likely to be removed in the next 90 days, except the one filed by the US in 2012 regarding India’s poultry trade barriers.

The US, for its part, has removed Indian export subsidies and domestic content requirements for solar cells. However, tariffs on Indian steel and aluminum will remain in place.

In 2018, then-US President Donald Trump slapped duties on steel and aluminum imports, invoking Section 232 of the 1962 Trade Expansion Act and citing national security concerns. India has lifted its tariffs without seeking removal of these Trump-era restrictions.

International trade expert Biswajit Dhar told the Indian wire service Press Trust of India (PTI) that the “positive announcement” would help in promoting bilateral trade between the two countries.

“We now have to see what trade-offs happen between the countries to finally end these trade disputes. The announcement overall looks positive. A strong mechanism needs to be put in place so that such disputes do not occur and be resolved bilaterally through mutually agreed solutions,” he said.

“It is a positive development. We were eagerly waiting for this decision. This will give a fillip to India's exports to the US,” he told PTI.

The six disputes comprise three initiated by each country.

Since 1948, trade among market economies has been solely governed by the General Agreement on Tariffs and Trade (GATT), which set certain ground rules for tariffs and trade. In 1994, the GATT was folded into the rules of the WTO.

Although the GATT/WTO system doesn’t mandate any particular level of tariffs, it bars countries from imposing new tariffs or other restrictions on international trade except under certain specified circumstances.

Article XXI says that a nation may take action “which it considers necessary for the protection of its essential security interests,” which has been invoked by the administrations of both Trump and current President Joe Biden against nations that they consider hostile towards the US.

In 2018, the US imposed 25% and 10% import duties on certain steel and aluminium products, respectively, on grounds of national security.

India retaliated the following year and imposed customs duties on 28 American goods, including chickpeas, lentils, almonds, walnuts, apples, boric acid, and diagnostic reagents. India also filed a complaint against the US at the WTO for its duties. The disputes remained a sticking point until the latest resolution of all but one.

India’s foreign secretary, Vinay Mohan Kwatra, briefed the media in Washington on the latest resolution of the WTO disputes.

“Out of the seven outstanding WTO disputes between India and the US there has been a resolution for six…The seventh one remains under discussion. The resolution of the WTO dispute has happened between the two governments, the United States Trade Representatives (USTR) on the US side, and the Ministry of Commerce on the Indian side. Those are technical discussions based on which the two countries have decided that six of the seven stand resolved.”

Over the past decade, India and the US have requested consultations regarding the countervailing duties imposed by both sides, arguing that the measures are inconsistent with WTO trade norms.

According to WTO rules, a member country can file a case with the Geneva-based multilateral body if it feels that a particular trade measure violates the norms. Bilateral consultations are the first step to resolving a dispute. If the sides are unable to resolve the matter this way, either of them can request a dispute settlement panel. The panel's ruling or report can be challenged by the WTO's appellate body.

The appellate body is not currently functioning because of differences among member countries regarding the appointment of members. The US has been accused of blocking the appointment of the members.

Meanwhile, several disputes are still pending with the body.

In February 2022, the Russian Defense Ministry discovered the existence of 30 US-funded military biological laboratories in Ukraine. Russia also said that the labs revealed in Ukraine constituted only a small part of a global network of over 300 similar facilities.

Russian Security Council Secretary Nikolai Patrushev said that Moscow is particularly concerned by the Pentagon's biolabs operating in Central Asia, similar to those it used to run in Ukraine and Georgia. These labs are capable of creating "race-specific" viruses, Patrushev specified.

Patrushev urged his Central Asian colleagues to cooperate and coordinate more closely on biosecurity issues, including within the framework of bilateral memorandums already concluded.

The United States and the United Kingdom seek to destabilize the situation in Central Asian countries in order to warrant the expansion of NATO's military presence in the region, Patrushev said.

"Central Asia has become a priority target of their information influence to establish control over the population. The manipulation of public opinion by Washington and London is aimed at aggravating the internal political situation, pressuring the authorities and forming a stratum of the population that shares values alien to the centuries-old traditions of Central Asian peoples," Patrushev said at the inaugural Russia-Central Asia meeting of security council chiefs in Kazakhstan.

Its purpose is to create ploys to expand NATO's military presence in the region, and this can be done by taking advantage of the security risks emanating from Afghanistan, the Russian security chief said.

"The Americans and the British are trying to manipulate the terrorist insurgency in Afghanistan to their advantage by provoking tensions on the borders with Central Asian countries. Given the interest of Afghanistan's neighbors in strengthening their borders and improving the training and equipping their security forces, the United States and its NATO allies are seeking to expand their presence in Central Asia and create more opportunities to influence them," Patrushev said.

Cholera Pathogens Found in Odessa May Be Associated With US Biolabs

The causative agents of cholera detected in the Odessa and Nikolayev regions may be directly related to US laboratories on the territory of Ukraine, Deputy Chairman of the Russian State Duma Irina Yarovaya said on Monday, 19/06/2023.

"In the course of the investigation, we unequivocally confirmed the fact of Pentagon’s passion for cholera, tularemia and its strive to covertly and deliberately affect areas of the supposedly natural occurrence of foci. The laboratory in Odessa was created by the United States with gross violations of safety requirements. This is confirmed by testimonies," Yarovaya said in a statement.

In February 2022, the Russian Defense Ministry discovered the existence of 30 US-funded military biological laboratories in Ukraine. According to Moscow, Washington has spent over $200 million to develop biological weapons at the facilities. Russia also said that the labs discovered in Ukraine constituted only a small part of a global network of over 300 similar facilities. The United States denies the Russian accusations.

On June 13, Oleg Pavlenko, an official from the Ukrainian State Environmental Inspection, said that the Ukrainian authorities found cholera bacillus and intestinal bacteria in the Kherson region after the flooding caused by the destruction of the Kakhovka dam. At the same time, the head of the Russian troops of radiological, chemical and biological defense, Lt. Gen. Igor Kirillov, said on Monday that the flooding in the Kherson region could complicate the epidemiological situation

US Develops Biological Weapons in Ukraine - Russian Defense Ministry

The data obtained by the Russian Defense Ministry once again proves that the United States is developing biological weapons on the territory of Ukraine, Lt. Gen. Igor Kirillov, the head of the radiation, chemical and biological defense troops of the Russian armed forces, said on Friday.

"The US defense ministry is actively studying these economically significant infections outside the national territory in biolaboratories located along the borders of its geopolitical opponents. This once again confirms that the United States is developing biological weapons components outside of national jurisdiction, including on the territory of Ukraine," Kirillov told reporters.

He added that Russian Defense Ministry specialists have seized documents from a Askaniya-Nova Biosphere Reserve laboratory, confirming that the Kharkov Institute of Experimental and Clinical Veterinary Medicine have worked on military biological projects of the Pentagon.

"Documents seized from a veterinary laboratory of the reserve confirm the involvement of the Kharkov institute in the work within the framework of the US projects Yu-Pi-8, Pi-444 and preparation for the implementation of the Flu-Fly-Way project," Kirillov said.

The projects aim at evaluating of the conditions under which the transmission of pathogens of economically significant infections can become uncontrollable, cause economic damage and create food security risks, the official stated.

Kirillov added that the rising incidence of bird flu in Russia raises concern against the background of a mass death of birds due to biological experiments in Ukraine in 2021.

The ministry has already drawn attention to the documented fact of a mass death of birds on the territory of the Askaniya-Nova nature reserve in 2021, which, according to experts, was of an infectious nature, the official said. The simultaneous death of birds was provoked by ongoing experiments and neglect of safety requirements, he added.

"Against this background, we are especially concerned about an increase in the incidence of bird flu in Russia and in European countries, where, according to the International Epizootics Bureau, the disease has acquired a year-round character, and losses from it since 2021 have exceeded 3 billion euros," Kirillov told reporters.

Since the start of the year, Russia has recorded 32 outbreaks of bird flu across the country, he added.

Lt. Gen. Igor Kirillov stressed that employees of Askaniya-Nova Biosphere Reserve in the Kherson region, before the start of the special operation, collected strains of the avian influenza virus that could overcome the interspecies barrier, including the H5N8 strain with a lethality of up to 40%.

"A task force of the Russian Defense Ministry, together with employees of the Federal Security Service and Rosselkhoznadzor [Russian agriculture safety watchdog], confirmed the facts of the collection and certification of strains of the bird flu virus that have a high epidemic potential and are able to overcome the interspecies barrier, in particular, the H5N8 strain, the lethality of which when transmitted to humans can reach 40%" Kirillov told reporters.

Additionally, Ukraine tried to destroy biomaterials left in a Askaniya-Nova Biosphere Reserve biolaboratory, but Russian military scientists managed to identify traces of highly pathogenic bird flu there, the official said.

US Biological Warfare and Ukraine

Kirillov stressed that the facts indicate that the United States viewed Ukraine as a foothold for the deployment of NATO contingents.

The Walter Reed Army Institute of Research supervised the U-Pi-1 and U-Pi-2 military biological projects, during which an active collection of biomaterials from the population of Ukraine was carried out, the official said. The documents obtained by the Russian Defense Ministry confirm the participation of the Reed institute in the study of the antibiotic resistance of microorganisms isolated from the Ukrainian military during the hostilities in Donbas from 2014 to 2020.

"Why should the institute of the US army study the drug resistance of microorganisms isolated on the territory of Donbas? This is another evidence that the United States considered the territory of Ukraine as a springboard for the deployment of NATO military contingents," Kirillov told reporters.

Additionally the documents obtained during special op revealed that for several years the Walter Reed Army Institute of Research of the US Army trained Ukrainian personnel under the biological threat reduction program.

"The documents obtained during the special military operation indicate that for several years the Institute [Walter Reed Research Institute] participated in the training of Ukrainian personnel as part of the biological threat reduction program," Kirillov stated.

The Walter Reed Research Institute of the US Army is a basic part of the Pentagon's Electronic Integrated Disease Surveillance System (EIDSS).

The United States is setting long-term goals to fing military applications of biotechnology to outrun strategic rivals, the official emphasized.

"The document [the 2023 US Biomanufacturing Strategy] defines long-term goals for the development of biotechnologies and the search for their military applications," Kirollov told reporters.

He added that the goal declared in the strategy is to ensure technological sovereignty in the field of biomanufacturing and overtake strategic rivals.

Kirillov stressed that the United States has never clearly stated about its obligations in the field of the safety of its biological research.

"It should be noted that the United States has never clearly stated its obligations in the field of safety of research conducted in biolabs under its control," Kirillov told a briefing.

The official highlighted that the United States is improving methods of biological protection of its military personnel, while simultaneously studying pathogens of particularly dangerous diseases typical for specific areas.

"I will remind you that in October 2022, the United States unveiled a national strategy to counter biological threats. The document has a doctrinal nature and defines biological risk management as the US's vital priority," Kirillov told a briefing.

The official added that the United States has planned work to collect pathogens of especially dangerous infections in Central Asia and the South Caucasus under the guise of humanitarian cooperation,.

"Under the guise of solving purely peaceful tasks in the states of Central Asia and the Transcaucasus, [the United States] has planned work to select and genotype samples of pathogens of especially dangerous infections endemic to these regions: plague, anthrax, tularemia. At the same time, the US administration uses the already worked out scenario of alleged 'humanitarian' interaction," Kirilov told journalists.

He specified that for these operations, the US government resorts to using not military but civilian organizations, for example the Centers for Disease Control and Prevention and the Gryphon Scientific research company.

Menaker: Cuti Bersama Swasta Tak Wajib Itu Pilihan, Sesuai Kesepakatan Pekerja dan Perusahaan

Menaker Ida Fauziyah. /Dok. Humas Kemnaker

Menaker Ida Sebut Libur Idul Adha Mengurangi Hak Cuti Tahunan Buruh: Sesuai Kesepakatan

Cuti Bersama Idul Adha 2023 Ditambah
